That might be because Tokyo is caught between China and the US with the US aggressively pushing Japan to curtail chipmaking equipment sales to China. This in turn compromises Japan's ability to conduct trade with China. And furthermore, the US is pressuring Tokyo to buy more weapons to confront China. With all of the economic, banking and social problems including a decreasing population while Japan is being cornered to drop more money on weapons.
