A tool deficiency

Editor's note: This needs to be corrected urgently but it probably won't because of human behavior. At one point it was estimated the Japanese who historically were notorious savers mostly with the aging population have an estimated $356 billion in cash stashed away in their home safes. One factor is they don't trust the banks. That is a staggering amount of cash taken out of circulation. Savvy scammers in Japan know this and they prey on the elderly to relieve them of their cash. What is the BoJ supposed to do? Print massive amounts more of money and this cycle gets washed and rinsed over and over again.
