Given the information below, we must assume that Abdul Rahman Ghafoori built the base for the al-Qaeda attack of 9/11 in British Columbia.

Canada: Information on the Afghan Association, or the T.A.A. Afghan Association, of British Columbia, including: a) its current name, the significance of the letters T.A.A.; b) the name of the current president and his term of office, the names of the last two presidents and their terms' length, the names and titles of current board members; c) whether members of the Afghan Association appear as witnesses at refugee determination hearings and the credentials/documentation necessary to act as a witness; d) the process by which the association ascertains the nationality of refugee claimants

The following information was sent to the Research Directorate by Khair Niru, the current President of the Afghan Benevolent Association of British Columbia and former Executive Vice President of the Council of the Afghan Associations of Canada (1993 to 1995) (15 Nov. 2003). The information reflects both the viewpoint of the president and that of the organization:

The official name of our organization is [the] Afghan Benevolent Association of British Columbia .

Prior to August 19, 2003, our organization's official name was T.A.A. Afghan Association of British Columbia . The suffix T.A.A. did not stand for anything in particular. When the association was initially registered in Victoria , in 1990, the T.A.A. was added to the beginning of the association's name to satisfy the registrar's requirement i.e. making the name more specific.

There is nothing significant about the letters.

[The] Afghan Benevolent Association of British Columbia is a voluntary charitable and non-profit organization [Similar to the Piggy's Palace Good Times Society]. The association is based on the principles of equality and liberty and is free from any political affiliations.

Khair Niru is the current president of the Association and his term of 2 years expires at the end of 2004.

The last two presidents of the association were Mr. Enayat Nasery (served one year 2001-2002), and Mr. Abdul Rahman Ghafoori [author of death threat letter to Field McConnell] (served one year 2000-2001) [as an alleged front for Maurice Strong and CIDA to procure Macdonald Dettwiler and Associates IAP and Final Approach software used to fly the al-Qaeda profiles on 9/11].

We have no objection if a member of our organization appears as a witness at refugee determination hearings, to support refugee claimants' testimonies.

In my opinion a credible witness possesses all or some of the following:

-He/she, while in Afghanistan , must have been in a position of close and direct contact with people.
-Must have lived and worked in different parts of the country to be able to detect Afghans' ethnicities from the accent in their language and their facial/physical features.
-Must have a good knowledge of the country.
-Have dealt with refugees in any capacity anywhere in the world.
-Have identity documents to [prove] his/her nationality of origin.
d) We ask refugee claimants for any document to prove their identity as an Afghani national. If they do not have the required documents we then ask them questions about their birth place, homes, schools they have attended, mother languages and many other questions in the course of our informal chat.

In the majority of cases a claimant comes to us accompanied by a relative or a friend or at least someone who knows the claimant. If claimants come by themselves we ask them if they know anybody in the community or elsewhere in Canada. If necessary we contact the persons whose names were provided to us by claimants.

Once we are satisfied with a claimants' Afghani nationality we then provide them with an association membership application. On the application we require one guarantor to sign, and recommend the applicant's membership. The guarantor must be a good standing member of the Afghan Benevolent Association of B.C.

Once we accept an applicant's membership, we then take their membership fee and issue them a receipt. If we were not satisfied with their Afghani nationality we do not accept their membership to our association.

We only support the claimants' who, to the best our knowledge, are genuine Afghan nationals (ABABC 15 Nov. 2003).
