THE scale of the challenge awaiting Aggreko chief executive Rupert Soames at his new employer Serco will be spelled out this week when the outsourcing giant reveals the impact of the scandal over the criminal tagging contract.
The group – which named Soames as its new chief executive on Friday – has been rocked by the affair after it erupted last July, alleging that Serco and rival G4S overcharged for tagging offenders, some of whom were found to be dead, back in prison or overseas.
Last month, Serco agreed to repay the UK government £68.5 million for over-charging on criminal tagging contracts, as well as paying back £2m of past profits from a prisoner escorting contract.
It is also co-operating with investigations by the Serious Fraud Office and the City of London Police, which is looking into the actions of staff working on the court escorting service.
Serco, which runs a vast range of services from prisons to rail services, has lost a third of its stock market value in the last six months alone. The group has already braced the City to expect last year’s profits to be close to 2012’s haul of £307m, which was lower than the £325m expected in the market, when it reports on Tuesday.
At the end of January it also sounded the alarm over 2014 earnings, saying the time needed to rebuild its bid pipeline and overhaul its business will leave this year’s profits between 10 per cent and 20 per cent short of current City expectations of around £277m – indicating between £222m and £249m.
This is despite it being cleared by the Cabinet Office to resume bidding for public sector contracts.
It had been temporarily barred from bidding for lucrative government contracts, although Serco said in January it received a “positive assessment” of its corporate renewal plan from the Cabinet Office. This means it can now be considered on an equal basis to other suppliers for current bids, rebids and extensions.”

Career[edit]
Upon graduation, he was offered a position at General Electric Company (GEC) by the managing director Arnold Weinstock. He remained at GEC for 15 years, working in the company's avionics and computing divisions, and became managing director of Avery Berkel, running the company's UK, India, Asia and Africa operations.[3]
After leaving GEC in 1997, Soames joined the software company Misys as chief executive of its Midas-Kapiti division. He was promoted to chief executive of the Banking and Securities Division in June 2000.[4]
Soames left Misys after a disagreement with Misys founder Kevin Lomax on the company's direction, and was appointed chief executive of power hire group Aggreko in June 2003,[5] replacing Philip Harrower who died when his car collided with a train in the United States.[6]
Soames was appointed Officer of the Order of the British Empire (OBE) in the 2010 New Year Honours.[7]
On 12th November 2010 Rupert Soames gave a speech to Holyrood in which he warned, " In the UK, we are already close to the rocks, because, over the next 8 years a third of our coal-fired capacity, two-thirds of our oil-fired capacity, and nearly three-quarters of our nuclear capacity will be closed down either through age or the impact of the European Large Combustion Plant Directive. Absent a massive and immediate programme of building new power stations, with concrete being poured in the next two years, we will be in serious danger of the lights going out. "[8]

Education and military career[edit]
After attending St. Aubyns Preparatory School in Sussex, he received his secondary education at Eton College. Later, he studied at Mons Officer Cadet School. He served in the 11th Hussars in West Germany and Britain.
Early career[edit]
In 1970 he was named Equerry to HRH The Prince of Wales, he has remained a close friend of the Prince ever since and publicly criticised Diana, Princess of Wales, during the couple's estrangement. When Diana first accused the Prince of Wales of adultery with Camilla Parker Bowles, Soames told the BBC that the accusation, and Diana's fear of being slandered by her husband's courtiers, stemmed merely from Diana's mental illness, and "the advanced stages of paranoia".[6] Charles later admitted his adultery,[citation needed] and Soames apologised. When questioned by the inquest into the death of Diana, Soames said that he saw his job as "to speak up for the Prince of Wales". He also denied threatening Diana, and warning her, "accidents happen" in the months before she died.[7]
In 1972 he left to work as a stockbroker. In 1974, he became a personal assistant; first to Sir James Goldsmith and then in 1976 to United States Senator Mark Hatfield, whose service he left in 1978 to become a director of Bland Welch, Lloyd'sBrokers. Between 1979 and 1981, he was an assistant director of the Sedgwick Group.[citation needed]
Parliamentary career[edit]
Soames has been an MP since the 1983 general election. He represented Crawley from 1983 up until the 1997 general election (when Labour replaced Conservatives in Crawley and in government). In the election he won the constituency of Mid Sussex and has remained its MP since.
He has served as a Parliamentary Secretary at the Ministry of Agriculture, Fisheries and Food between 1992 and 1994,Minister of State for the Armed Forces at the Ministry of Defence under John Major between 1994 and 1997 and as theShadow Secretary of State for Defence 2003-2005. He is also the chairman of Framlington Second Dual Trust PLC and chairman of Aegis Defence Services.[8]
During the rebellion by eurosceptic Conservative MPs against the Maastricht Treaty, Soames threatened to close down a meat-processing company owned by rebel Conservative MP Christopher Gill. Soames, Minister for Food at the time, reportedly told Gill "I will close every abattoir you own".
On 9 May 2005, shortly after Michael Howard announced his intention to resign as leader of the Conservative Party, Soames resigned from the shadow cabinet. He immediately ended speculation that he intended to stand for the post of leader, saying that he merely wanted to be free to think about and influence the future of the party. He added that he was interested in joining the executive of the 1922 Committee. He later announced his support for David Cameron.[9]
According to the book Women in Parliament published in 2005, Soames has been named as the 'most sexist' MP, with several female MPs stating that he has made vulgar comments to them.[10] In other accusations of sexual harassment it has been alleged that Soames makes repeated cupping gestures with his hands, suggestive of female breasts, when women are trying to speak in parliament, in order to distract them.[11] He allegedly harassed Alastair Campbell by telephoning him and saying "you sex god, you Adonis, you the greatest of all great men". Unknown to Soames, he was actually speaking to Campbell's young son.[12]
In November 2010, Soames told the Mail on Sunday newspaper that remarks about a royal wedding made by the Bishop of Willesden, the Rt Rev Pete Broadbent, were "extremely rude, not what one expects from a bishop."[13]
On 13 July 2011, Soames was sworn of the Privy Council.[14]
Political funding[edit]
Mid Sussex Conservative Constituency Association has received over £1 million in donations, with Soames receiving well over a hundred thousand pounds from private military company AEGIS Defence Services Ltd from 2010 onwards.[15] US multinational professional services, risk management and insurance brokerage firm Marsh & McLennan Companies Inc has given Soames £518,069 since 2010 in remunerations for his services as an MP.[16] Soames has also received private donations from a variety of people, including £5,749 from Majlis As Shura, £10,000 from David Rowland, and £20,000 from Ann R Said.[17]”

Just this morning, I received a call from the National Rifle Assocition (NRA) asking for my support to protect assaults on the second amendment of the US Constitution.
Aware that my remarks were recorded for “quality control”, I responded that my willingness to donate is based on the NRA’s tangible support of Wolfgang Halbig in his quest to demand justice in the coverup of the alleged Sandy Hook shooting.
I continued:
“With all the evidence available, we need to know why the NRA decided to cave on their duty to actively challenge the government’s story through demanding a prompt investigation of dubious events. It should be no secret to the NRA that the alleged Sandy Hook massacre is being used as a pretext to federal gun-grab legislation. Failure to protect their membership and the American people on this probable contrived event is a betrayal to those members who pay dues and rely on the NRA to protect the 2nd Amendment of the US Constitution.”
Corporate media and their army of pseudo-journalists began selling the public on the tragedy of the mass shooting committed by yet, another lone gunman – this time at Sandy Hook elementary school on Dec 14, 2012.
But as time goes by, inconsistencies including numerous instances of foreknowledge continue to create a mountain of doubt. Growing public skepticism combined with earned trust by non-corporate, alternative media is the most likely reason the FBI has now “classified” evidence in the shooting. The act of classifying evidence is designed to provide a fire-wall of secrecy and FOIA denials to effectively “cover-up” incriminating details that could send many officials to jail.
The answer to one important question is now subject to cover-up by virtue of being “classified”:
“What are the names of the police who pronounced the children dead at the scene before licensed physicians and personnel, authorized to make such decisions, had a chance to examine the victims?”

6. Who declared all 18 children and six school staff members legally dead within the first 8 minutes?
7. Who was the Certified Environmental Bio-Hazard Decontamination company contracted by the Newtown Public Schools to remove 45-65 gallons of blood, skull fragments, brain tissues, bodily fluids, blood soaked carpets and any other decontaminated are a inside the Sandy Hook School?
8. Why does an off duty Lt from the Newtown Police Department refuse to leave his off duty work assignment at a construction site on Dec 14, 2012 when hearing that shots have been fired at the Sandy Hook Elementary School?
9. Who at the Newtown Public Schools notified all of the parents in writing as required by CT law that had children attending the Sandy Hook Elementary School as well as every school staff member every school year of all the potential life threatening chemical hazards. The school had high levels of lead paint throughout the entire school, Asbestos in the ceiling time and floor tile, asbestos in the insulation and most of all the school had very high levels of PCB?
10. Who provided the urgent medical care to the two children who were not transported to the Danbury Trauma Center until an hour after the school was deemed safe for that 15-mile drive?
11. Who treated those two children who had been shot multiple times like three to 11 times since they did not allow the paramedics and EMT’S inside the Sandy Hook Elementary School?
12. Why did the parents of the two children who died at the Danbury hospital not allow their children to donate their organs to other children waiting for the gift of life?
13. What happened to the 500 children and 60 school staff members from Sandy Hook Elementary School on Dec 14, 2012?
14. Who was the police officer calling into the Newtown Police dispatcher stating in his words that he has multiple weapons, he has a rifle and a shotgun and who has the rifle and the shotgun as the chain of evidence should show that was found in classroom eight (8)?

Why would a police officer by the name of Lt Vangehle at 9:45:21 am on Dec 14, 2012 from the Newtown Police Department after finding a kindergarten female child in the hallway make her go into room eight (8) and leave her? Room eight is a gruesome crime scene with dead children and school staff. Why?

Why would two CT State Troopers enter room ten (10) at 9:55:31 am on Dec 14, 2012 which is a gruesome crime scene with dead bodies of children and school staff and tell a kindergarten boy who they find in the bathroom who’s name is redacted and tell them so it must be more than one to stay and they will be both back when it is safe?

The Serious Fraud Office has been handed a dossier on private security firm Serco following allegations the taxpayer has been overcharged by millions of pounds for electronic tags.

The Ministry of Justice said it had passed details of an internal audit to investigators, who will now consider whether criminal charges should be brought against the company.
Financial crime experts are already looking into the way a rival company,G4S, handled its electronic tagging contracts after the firm refused to co-operate with ministers’ requests.
A statement from the Ministry of Justice said: “The SFO will consider whether an investigation is required into either or both suppliers.
“As in any other case, the decision as to whether an investigation is launched rests with the SFO.”
Last month it emerged that police are also investigating Serco over its contract to operate prison vans.

Serco employees are alleged to have falsified documents to make it look like prisoners had been delivered to court on time.
Earlier this year Chris Grayling, the Justice Secretary, revealed both firms had charged the government for tagging offenders who had died, were back in prison, had had their tags removed or had left the country.
Although there were typically 15,000 offenders on a tag at any one time in England and Wales, sources have indicated G4S and Serco had been charging for 18,000 - meaning one in six was spurious. [MI-3 Mycroft had a Serco capability of supplying Common Purpose with at least 3,000 tagged body bags to bypasss autopsy procedures at Clinton Arkancide crime scenes]
Spending on electronic tagging has run to £700 million since G4S and Serco were handed the contracts by the previous Labour government in 2004.
A spokesman said the existing tagging schemes would continue as normal while the investigation takes place.”
