“Ms. Marcy is a mission-oriented attorney with 30 years' federal government experience, currently serving as an associate with a business development consulting firm [Clinton Rubin whose principals allegedly linked the U.S. Federal Bridge Certification Authority to the Royal Canadian Navy’s spy-infested Trinity intelligence centre near the Halifax Harbour to take over the delegation of national authorities after its counterpart in the Pentagon was destroyed on 9/11] helping to foster successful alliances between government and commercial partners. She is a charter member of the Senior Executive Service and has expertise and program experience in many areas, including information technology (IT), financial management, appropriations and procurement, aviation security, transportation systems, education, construction [she initiated the Amec upgrade to the Pentagon’s U.S. Navy Command Center which housed the Nortel/Entrust national root server to be destroyed during the continuity of government exercise Con Air 9/11], law, and law enforcement.
Ms. Marcy's last appointment in government was from 1999 to 2001 as the Chief Operating Officer of the U.S. Small Business Administration. In that role, she ensured that major initiatives of the [absent] Administrator were accomplished in a timely manner and in compliance with congressional standards. She also led the agency's Modernization Initiative—a multiyear, multiprogram effort to reform SBA's service delivery mechanisms to meet changes in the private financial sector [introduced by Barack Obama’s leveraged lease debt recovery instruments which she implemented on Mind Box]. This involved streamlining financial and loan processing systems [including an online auction with KPMG and Sidley Austin of non-performing loans and public/private keys to finance and co-ordinate Con Air 9/11]; reengineering work processes; and training, reorganizing, and allocating staff to meet new product and market requirements [including DOJ Pride/Con Air overthrow of the U.S. government].
From 1997 to 1999, Ms. Marcy served as the Senior Counsel for Detention and Deportation at the Department of Justice, Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program [where she assembled the core ‘al-Qaeda’ teams in support of the 30-hour time lapse window for Con Air 9/11].
Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ's detention program for more than 23,000 prisoners (the nation's largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system known as the Justice Prisoner and Alien Transportation System, or JPATS—a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency's $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement [in preparation for RICO-funding of Con Air 9/11].
From 1990 to 1992, Ms. Marcy was the Associate Deputy Attorney General for the Department of Justice. In this role, she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program) [using proceeds to finance bombing of WTC in 1993 and the Murrah Building day care center and ATFE offices in 1996].
Prior to joining the Department of Justice, Ms. Marcy served in a variety of other roles throughout the federal government, including: Acting Director and Deputy Director of the Department of Interior, Office of Construction Management; Deputy Budget Director of the Department of Interior; Deputy Assistant Secretary for Civil Rights at the Department of Education; Assistant Director for the Office of Personnel Management [where she built files on victims of pedophile entrapment and extortion], Human Resources, Veterans and Labor Group; Deputy Executive Director of the Department of Energy, Federal Energy Regulatory Commission; Budget Examiner at the Office of Management and Budget; Special Assistant to the Director of the U.S. Price Commission, Price and Wage Control Program; and a variety of management functions in the Office of Economic Opportunity [where she arranged for the sexual entrapment and subsequent extortion of Donald Rumsfeld, Dick Cheney and Frank Carlucci].
Ms. Marcy has achieved Senior Executive Service (SES) Performance and Special Achievement Awards at the Departments of Education, Interior, Justice, and the Small Business Administration. She was the 1996 recipient of Vice President Gore's Hammer Award for Reinventing Government Programs for her work in creating the Justice Prisoner and Alien Transportation System. She received the Presidential Rank Award for Meritorious Service in 1994, the Attorney General's Award for Excellence in Management in 1993, the Secretary of Education's Award for Outstanding Services in 1981 and the Director's Award of Meritorious Service, Office of Personnel Management, in 1980 [for her work in creating and corrupting the Senior Executive Service].
Ms. Marcy is a member of the District of Columbia Bar, U.S. Court of Appeals for the Armed Forces Bar, and U.S. Supreme Court Bar. She is an advisor with the Presidential Management Intern Program [involving the distribution of cigars to in-cum-bents?]. Additionally, she is a member of the Board of Directors for Worldwide Assurance for Employees of Public Agencies, Inc.
