Hayden was at NSA, in 1999 he presided over a “computer failure” in which the entire NSA went down for three days, then installed a new system that "missed" all the intelligence about 9/11 and shut down the competing system that didn't. Then he was placed at CIA, the first and only man to ever run both. The son of a welder he cashed out when the Republicans lost and went into business with Mossad agent and 9/11 conspirator Michael Chertoff.
The day of 9/11 Hayden sent everyone home and brought in mysterious "contractors" to take control of NSA headquarters for the next few days. Because that is what a military does when under attack, everyone goes home to wait and see what happens.
