Editor's note: The Senior Executive Service (SES) consists of roughly 10,000 employees who are in positions classified in the civil service of the United States federal corporate government equivalent to general officer or flag officer rank in the US Armed Forces. The SES was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Carter. The SES is based on the British model when Britain under Margaret Thatcher reformed Britain's civil service. Considering this history and organization of the SES, how do we come to terms with this federally subcontracted SES corporation with its 10,000 employees who are paid enormous salaries along with federal benefits to manage the infrastructure of the US corporation when it comes to competence and meritocracy including the FBI that is managed by SES executives?
