Intel Breaks Ground in New Albany, Ohio; East Palestine Has a Train Derailment Catastrophe

On August 9, 2022 Biden signed the Chips and Science Act, which directs about $280 billion ($52.7 billion is for semiconductor manufacturing) to support chip plant construction and R&D in the US over the next ten years. What is one of the most critical components required for a $20 billion microprocessor fab (fabrication) manufacturing plant being built in New Albany, Ohio just northeast of Columbus? Extremely clean water. Water is critical in microprocessor manufacturing. By some estimates, a large chip fab can use up to "10 million gallons of water a day, which is equivalent to the water consumption of roughly 300,000 households." Water utilized in fab facilities has to be ultra clean and lead-free while chip manufacturing is the lifeblood of modern 4th Industrial Revolution (4IR) economies. 

Intel Ohio Fab Breaks Ground, Leading Chip Plant Project Wave

When the Norfolk Southern freight train came through East Palestine, Ohio and derailed, the first concern was contamination. Water contamination. On October 17, 2022 a Proclamation on the 59th Anniversary of the Clean Water Act was signed by Biden. Ohio will receive $1.5 billion in federal funding to replace lead pipes throughout the state and replace them with either PVC or copper piping. Ohio Governor DeWine in 2021 announced a $110 million fund for water infrastructure projects. That would ostensibly be for Intel's new fab plant being built in New Albany. Lead pipes would leach lead into the water and in the chip manufacturing industry lead in the water would be detrimental to chip manufacturing.  In the Bipartisan Infrastructure Law (the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58), as of July, 2022 $240 million is dedicated to clean water. Ohio was the first state to receive federal funding to remove lead piping under this law. As a result of this train derailment in East Palestine, Ohio of the Norfolk Southern train, look for the federal government to step in to pass laws to in order to ensure vinyl chloride contaminated water is treated.
