Tracking Targets and Contraband Through Sabre - "Full Spectrum Domination" and "Collect It All" - Track, Target and Eliminate Potential Targets - Hotel and Travel Booking Systems - Spot Fixing Crimes

Ed.'s note: GCHQ has a similar program called ROYAL CONCIERGE, where they hack the reservation systems of hotels to watch for targets renting rooms. Then GCHQ sends teams ahead of time to intercept the targets, presumably to spy on them, or assassinate them or rendition them to a black site. If you have a private intelligence corporation like MacDonald Dettwiler, you can access Sabre's system to track, target and eliminate potential targets. Targets and contraband moving through the Sabre booking system and GCHQ's ROYAL CONCIERGE system can be accurately tracked and located. The NSA said their "Full Spectrum Domination" posture means "collect it all."

The backbone of this surveillance capitalism is the network of satellites placed into orbit through Space Systems Loral (SSL) that provides all the data to the FBI, CIA, NSA and the military using the Sabre booking system. In 2012, MacDonald Dettwiler acquired Space Systems Loral (SSL) for US$875 million, making MDA one of the world's leading communication satellite companies. DigitalGlobe and MacDonald Dettwiler and Associates (MDA Holdings Company) merged to become Maxar Technologies on 5 October 2017, however, as of 2019 MacDonald, Dettwiler and Associates in a $1 billion deal moved its headquarters back to Canada. The FBI, NSA, CIA and the military all use Maxar Technologies satellites.

FBI Secretly Using Major Global Travel Company as Worldwide Surveillance Tool


Sabre holds vast amounts of data on an incalculable number of individuals, and this trove could so easily be abused, particularly given the FBI has reportedly frequently used the controversial All Writs Act, to force private companies, such as Apple, to hand over private information.

It's been revealed the US Federal Bureau of Investigation has been using information collected and stored by Sabre, the world's largest travel data holder, to conduct widespread and extensive surveillance the world over, with company staff instructed by Bureau agents to "actively spy" on targets, even while they're in the midst of travelling.

Forbes reports that in December 2019, the FBI asked Sabre for "real time" weekly surveillance of Indian fugitive Deepanshu Kher for a period of six months, providing agents with "travel orders, transactions or reservations" for Kher, who was eventually caught in January this year and placed under house arrest.


The order is reportedly one of at least four where Sabre agreed to provide such traveller information. In 2015, the FBI was hunting Aleksei Yurievich Burkov, whom investigators suspected was running Cardplanet, a US$20 million online marketplace for buying and selling stolen credit card data. Burkov was eventually extradited from Israel in November 2019 and pleaded guilty to charges of fraud, identity theft, computer intrusion, wire fraud and money laundering in January.
