The Doc Smith Legacy Foundation, for example, shared board members with the school, creating a "closed-loop of control" that eliminated independent oversight. The foundation received over $100,000 a year through employee payroll deductions, with staff reporting they felt pressured to contribute, suggesting it was used as a tool to extract money rather than to genuinely support students. In most cases students who never existed. Instead of serving the community transparently, these related NGOs provided a shadow structure to funnel funds, conceal questionable spending, and give the school a false appearance of legitimacy. The school's board of directors featured Mike Reid (Chair), Sharon Rocco, and Mary DeChance, while other administrators such as Katrina Tupper and Richard Henning held key roles. This Doc Smith character set up his own NGO (foundation) to run the scam in a "closed-loop" system.
Beyond the school itself, affiliated nonprofits and partners played a role in sustaining the scheme.
