EXECUTIVE SUMMARY The Alberta GHG Trading Simulation was delivered in Calgary on September 5-6, 2001. Approximately 100 key representatives from industry, government and research institutions participated in the two-day trading simulation. The simulation tested regulatory scenarios chosen by Climate Change Central and Alberta Environment. The goal was to simulate realistic regulatory scenarios so as to provide insight for public and private sector participants into feasible carbon-constrained futures. Two different domestic scenarios were modelled – a cap-and-trade system on Day 1 and a rate-based system on Day 2. Data used in the simulation mirrors the GHG positions of potential buyers and sellers in the western Canadian marketplace. CO2e.com’s simulation platform allowed for the creation of a realistic market simulation experience. Generally speaking, the simulation was highly successful in meeting its objectives in that: • by providing participants with some experience and appreciation for how potential GHG markets might work, and • by providing policy makers an opportunity to garner insight into the potential nuances that might be important in the implementation of legislative frameworks required for GHG markets to develop.”

“Thomas Eugene Flanagan is an American-born political science professor at the University of Calgary, author, and conservative political activist. He also served as an advisor to Canadian Prime Minister Stephen Harper until 2004. Flanagan's scholarship has focused on Native and Metis rights in Western Canada, particularly on Louis Riel, leader of the 1885 North-West Rebellion. Recently, Flanagan made controversial comments that advocated the assassination of WikiLeaks founder Julian Assange .. Flanagan has written a book on property rights, a book on game theory, and another about conservative Canadian political parties. His books on Preston Manning and the Reform Party, and Stephen Harper and the Conservative Party, were based on his experiences as The Political Adviser and campaign manager. On November 30, 2010 in a comment to a Canadian television news anchor Evan Solomon of the CBC News Network on live TV, Tom Flanagan called for the assassination of Wikileaks director Julian Assange, suggesting that President Obama should put a contract out on Assange’s life or send out a drone to kill him. Although news anchor Solomon afforded Flanagan the opportunity to retract his statement, Flanagan stated that he was "feeling very manly" and continued to say that he would not be unhappy if Assange "disappeared." The next day Flanagan retracted his statments by saying "I never seriously intended to advocate or propose the assassination of Mr. Assange. But I do think that what he's doing is very malicious and harmful to diplomacy and endangering people's lives, and I think it should be stopped." Assange has called for Flanagan to be charged with incitement to commit murder. There have also been public calls for a criminal investigation into Flanagan's incitement to murder Assange, including a petition signed by 60 University of Calgary alumni saying that Flanagan's remarks had tarnished the school's reputation. Calgary police are currently compiling evidence to probe whether criminal charges should be laid against Flanagan. Flanagan allegedly threatened Janet Reymond, a resident of Toronto, who wrote an email to him asking if those who did not support his political views should be assassinated as well. He replied with an email saying "Be careful, we know where you live." He later apologized to Ms. Reymond.”

EVENT TO ALLOW INDUSTRY, GOVERNMENT AND ENVIRONMENTAL GROUPS TO EXPERIENCE GREENHOUSE GAS TRADING

Calgary, Alberta - September 4, 2001 - Climate Change Central is hosting Western Canada’s first greenhouse gas emissions trading simulation on September 5 and 6, 2001. This event will provide participants from industry, government and environmental groups with an opportunity to experience a simulated greenhouse gas trading environment. In this environment, participants will be required to make decisions regarding investment into greenhouse gas emission reductions as the regulatory policy situation changes around them over a simulated period from 2001 to 2012.

“This event will be the first of its kind in Western Canada and be the first in the world to be based upon Canadian firms. It will provide an opportunity for Canadians to go through the process of planning for a potentially carbon-constrained world,” said Allan Amey, President and CEO of Climate Change Central.

The two-day event will be delivered in partnership with Toronto based CO2e.com, LLC, which is a subsidiary of the Cantor Fitzgerald Group.

“We are excited to be providing our simulation technology for the Alberta GHG Trading Simulation. CO2e.com’s carbon trading simulation is unique in how it allows participants to explore key policy and market design issues that are so important in today’s climate change debate,” said CO2e.com LLC CEO Carlton Bartels.

Over 100 participants from industry, government and environmental groups will participate in the event, to be held at the University of Calgary Learning Commons.

“This is a first for Alberta and an excellent example of the synergy that Climate Change Central is generating in the province,” said Alberta Minister of the Environment Lorne Taylor. “Since opening their doors earlier this year, Climate Change Central is becoming Alberta’s store-front for leading-edge approaches that effectively deal with greenhouse gases.”

Simulation sponsors include Alberta Environment, ATCO Power, EPCOR, Shell Canada, Suncor Energy, TransCanada PipeLines, University of Calgary Learning Commons, and Western Economic Diversification.
