Dear Prime Minister Harper:
Hiebert malfeasance? Used pedophile pilot to launch Taliban supply chain
Abel Danger believes Russ Hiebert, Conservative M.P. and former parliamentary secretary to former Canadian Minister of Defence, Gordon O’Connor, should be removed from office on the grounds of malfeasance where either through ignorance, inattention, or malice, he used the pedophile pilot Russell Williams and military command systems on Bombardier Challenger jets to launch a Taliban supply chain with a shipment of wheelchairs to Kandahar in 2007.
“Dedicated VIP transport aircraft did not enter the Canadian Forces until the early 1980s, when 12 CL-600S Challenger business jets were purchased by the Governor General-in-Council from Canadair, which were thereafter given the designations CC-144, CE-144, and CX-144, and painted in the contemporary red and white livery of the Canadian Forces. These jets flew with 414 "Black Knight" Squadron at CFB North Bay until July 1992, and with 434 "Blue Nose" Squadron at CFB Greenwood until May 2000, when eight aircraft were either sold or retired, the remaining two being transferred to 412 Transport Squadron for dedicated executive transport, where the livery was changed to a dark Air Force blue. At times, the use of executive air transport has been a contentious issue. In 2002, the Governor General-in-Council, on the advice of Prime Minister Jean Chrétien, purchased an additional two Challenger jets for exclusive royal, viceroyal, and ministerial transport. Use of these planes by ministers of the Crown came under heavy criticism, party due to the high cost of operation — approximately CAD$11,000 per hour — as well as questions over prioritization of other military aircraft procurement. Government ministers have typically explained that the use of the Challenger jets is necessary due to time constraints and/or security issues. Also, Governor General Adrienne Clarkson had used a chartered aircraft to fly from Ottawa to her cottage in Muskoka, Ontario, and it was later revealed that Governor General Michaëlle Jean was flown to The Bahamas on a Canadian Forces Challenger. Both times, the press reports of these actions brought criticism towards the viceroys from some corners; however, the governor general's mode of transport is directed by the Royal Canadian Mounted Police”
“Malfeasance in office, or official misconduct, is the commission of an unlawful act, done in an official capacity, which affects the performance of official duties. Malfeasance in office is often grounds for a for cause removal of an elected official by statute or recall election .. The court then went on to use yet another definition, "malfeasance is the doing of an act which an officer had no legal right to do at all and that when an officer, through ignorance, inattention, or malice, does that which they have no legal right to do at all, or acts without any authority whatsoever, or exceeds, ignores, or abuses their powers, they are guilty of malfeasance." Nevertheless a few "elements" can be distilled from those cases. First, malfeasance in office requires an affirmative act or omission. Second, the act must have been done in an official capacity—under the color of office. Finally, that that act somehow interferes with the performance of official duties—though some debate remains about "whose official" duties. In addition, jurisdictions differ greatly over whether intent or knowledge is necessary. As noted above, many courts will find malfeasance in office where there is "ignorance, inattention, or malice", which implies no intent or knowledge is required.”
To make our position clear, David Hawkins ran as an Independent candidate for the electoral district of South Surrey – White Rock – Cloverdale in Canada’s 41st federal election against Russ Hiebert, the Conservative Party candidate.
David Hawkins attended all candidates’ debates at which Hiebert read out his Party’s position; after one debate, Hawkins questioned Hiebert to determine if ignorance, inattention, or malice explained his use of the homicidal, pedophile pilot Russell Williams, to launch a Taliban supply chain with a wheelchair shipment to Kandahar.
David Hawkins cannot rule out any of the above but feels that any combination of these explanations is justification for a charge of malfeasance and the removal of Hiebert from elected office.
If Hiebert is removed from office for malfeasance, then David Hawkins will run as an Independent candidate in the subsequent by-election on the same campaign platform as before, “Flat tax, Grand Jury and Whodunnit?”.
