The IMF named John Lipsky, the organization's first deputy managing director, acting managing director in place of Strauss-Kahn, who until his arrest was widely expected to be the Socialist candidate for president of France, The New York Times reported. Lipsky is a former U.S. Treasury manager and a former banker at JP Morgan .. Strauss-Kahn is the current head of the International Monetary Fund and considered a front-runner to challenge President Nicolas Sarkozy on behalf of the Socialist party in next year's election. Officials of Sarkozy's UMP party said Strauss-Kahn's political career was over, and a leader of the far-right National Front predicted it would help fill the vacuum. "He's definitely discredited," Marine Le Pen said Sunday on French television. "The charges mark the end of his campaign for the presidency, and will likely prompt the IMF to ask him to leave his post." The head of the Christian Democratic party, Christine Boutin, told French television she suspected the incident had been a politically motivated set-up designed to derail Strauss-Kahn's candidacy.”

“John Lipsky is an American economist. He is currently the acting Managing Director of the International Monetary Fund. Previously the First Deputy Managing Director, he assumed his current position following the May 2011 arrest of Dominique Strauss-Kahn on sexual assault charges. After graduating from Wesleyan University with a B.A. in economics, he earned his M.A. and a Ph.D. in economics from Stanford University.

On graduation he joined the International Monetary Fund, where he helped manage exchange rate surveillance procedure. Appointed the IMF's resident representative in Chile from 1978, in 1980 he returned to the IMF headquarters in Washington D.C. to develop procedures in international capital markets. After 10 years at the IMF, in 1984 he joined Salomon Brothers in New York. Based in London, England from 1989, he was director of the bank's European Economic and Market Analysis Group. He returned to New York in 1994, when appointed the bank's Chief Economist. In 1998 he joined JPMorgan as Chief Economist, and on that bank's merger with Chase Manhattan was appointed Chief Economist and Director of Research. He was then appointed to an operation role, becoming Vice Chairman of JPMorgan Investment Bank. On September 1, 2006 he returned to the IMF as First Deputy Managing Director, succeeding the departing Anne Osborn Krueger. Having declined the option to serve for a second term, Lipsky proposed to leave his post on August 31, 2011. In view of the criminal charges alleged against Managing Director Dominique Strauss-Kahn, Lipsky was appointed acting Managing Director of the IMF on May 15, 2011. Lipsky also serves on the Board of Directors of the National Bureau of Economic Research. His other professional activities have included serving on the Board of Directors of the American Council on Germany, the Japan Society, the Advisory Board of the Stanford Institute for Economic Policy Research, and the Council on Foreign Relations. Lipsky's family are from Iowa and are Jewish.”

In recent remarks, he has provided a broad summary of the conclusions: State regulation of markets needs to be more extensive; global policies need to create a more even distribution of income; central banks need to do more to prevent lending and asset prices from expanding too fast. 'The pendulum will swing from the market to the state,' Strauss-Kahn said in an address at George Washington University last week. 'Globalization has delivered a lot . . . but it also has a dark side, a large and growing chasm between the rich and the poor. Clearly we need a new form of globalization' to prevent the 'invisible hand' of loosely regulated markets from becoming 'an invisible fist.'" “Crown Agents attended the Commonwealth Finance Ministers Meeting (CFMM) in October where Ministers called for the IMF, World Bank and African Development Bank to support countries facing creditor litigation. This follows a number of high profile cases where ‘vulture funds’ purchased the debts of countries that have received debt relief at a reduced price and sued the government for the full amount (see October 2007 edition).

Ministers encouraged all creditors, including non-Paris Club bilateral and commercial creditors, to participate fully in the debt relief process. The need for international institutions to agree on arrears clearance programmes to enable countries to receive debt relief was another theme of the CFMM. In January, the IMF amended its rules to allow poor countries that are in arrears to apply for debt relief based on strong economic policy performances.
