"Carson: During an interview on The Dave Ramsey Show, Republican presidential candidate Ben Carson stated that one way to shrink the size of the government would be to do away with the Department of Veteran's Affairs, and place its services under the administration of the Defense Department.
"We don't need a Department of Veterans Affairs," Carson said. "Veterans Affairs should be folded in under the Department of Defense. And it should be a smooth transition."
Carson went on to explain that the reason why the number of military volunteers has recently seen a decline is because of the negative opinion Americans have about how veterans are cared for after leaving service. The retired neurosurgeon said that the answer to this was by changing the current system of veteran health care at government hospitals:
When a person applies for the military, they should be in a support system immediately from day one. Particularly when they go through combat because that is when all the trauma is occurring. And we should have people in place a year before their time of discharge to be working on their integration back into society. There shouldn't be a period of unemployment when they come out of the military. Carson also called for the creation of health savings accounts that would grant treatment for veterans at any American health organization. "We should be delighted to take care of them," Carson said, elaborating that care should be available for special services in areas like brain injuries and limb replacement."

Administrative Investigation, Conduct Prejudicial to the Government, Veteran Employment Services Office (VESO), Office of Human Resources and Administration (HR&A), Washington, DC (2013-00235 IQ-0004) Summary We substantiated that Ms. Mary Santiago, former (retired) Director of VESO, failed to represent VA's Core Values of Integrity, Commitment, Advocacy, Respect, and Excellence (ICARE). We found that Ms. Santiago and Ms. Katherine Nix, a Serco Services, Inc. (Serco) contractor employee, knowingly misrepresented the results of the VA for Vets Veterans Hiring Fair (hiring fair) held in Detroit, MI, June 26–28, 2012, and intentionally reported fictitious results to VA Senior Leadership. Reports produced by Serco, under Ms. Nix’s supervision, and approved by Ms. Santiago, reflected that 1,321 tentative selections (defined by Ms. Santiago and Ms. Nix as candidates selected to fill positions) were made during the hiring fair; however, we found that at least 574 or about 43 percent of those reported tentative selections never occurred. Evidence also reflected a high probability that the total number of falsely reported selections exceeded 574. We also found that Ms. Santiago did not properly manage her workforce, frequently used obscene and demeaning language, engaged in verbally abusive behavior toward VESO staff and VA contractor employees, and she engaged in the appearance of a conflict of interest by maintaining a less-than-arm's-length relationship with Ms. Nix.
Further, we found that Ms. Nix displayed a lack of candor while testifying under oath. Ms. Santiago announced her retirement shortly after being told of our investigation and declined to be interviewed. We also substantiated that VESO, through an Office of Personnel Management (OPM) interagency agreement (IA), paid Serco, as the servicing contractor, $509,884 for an Event Management System (EMS), a component of Serco's Case Management System (CMS), to accurately collect and report data both during and after the hiring fair. However, we found that the system was not designed to capture accurate data to support VA’s needs nor could any of the tainted data contained within it be reconstructed to Administrative Investigation, Conduct Prejudicial to the Government, VESO, HR&A, Washington, DC verify the reported facts and figures. We found that VESO accepted and paid Serco for EMS without inspecting or testing it to ensure that it complied with VA's software requirements or that it fulfilled VA's needs during or after the hiring fair. "James Webb 2n wife Jo Ann Krukar is an American lobbyist and a former government official. Jo Ann Krukar is senior director of federal relations and policy for the American Organization of Nurse Executives. She was the highest-ranking woman in the Department of Veterans Affairs (VA) upon her appointment as director of the National Cemetery System (NCS) by President George H.W. Bush on October 10, 1989. She moved on in November 1991 to become VA’s Assistant Secretary for Policy and Planning.
Krukar previously worked in the Veterans Administration from 1978–1982. Before joining the department, she worked for several years as an analyst and health-care consultant for ACTION, the national domestic volunteer agency. She served as the director of a health-service corporation, and she was an original member of VA's Advisory Committee of Women Veterans, from 1983-1986.
A Slovak American and native of Ford City, Pennsylvania, Krukar earned a bachelor's degree in nursing at Pennsylvania State University, after which served five years in the Army on active duty in Vietnam, Germany, and Walter Reed Medical Center in Washington, D.C. She was awarded the Army Commendation Medal for service in Vietnam. Subsequently she earned a master’s in healthcare administration from George Washington University. From 1976-80 she was the public health officer for the Army Reserve’s 354th Civil Affairs Group, 82nd Airborne Division, from which she was discharged with the rank of captain. She was married to James H. Webb, formerly a United States Senator from Virginia, and had three children with him. She resides in Virginia."

Our space and security specialists provide spacecraft operation and in-theatre support to the Skynet 5 secure military satellite communications network; we maintain the UK's anti-ballistic missile warning system at RAF Fylingdales and support the UK Air Surveillance and Control System (ASACS); Serco also supports the intelligence mission of the MoD and US Department of Defence at RAF Menwith Hill.
Serco enables the training of national security personnel through its services at the Defence Academy of the United Kingdom, the MoD's world class institute responsible for educating the military leaders of tomorrow; we train all of the RAF's helicopter pilots at the advanced training facility at RAF Benson; and we manage the Cabinet Office's Emergency Planning College, the government's training centre for crisis management and emergency planning.
In the UK, we also developed an approach that combines the introduction of windfarm friendly radar technology at RRH Trimingham, Staxton Wold and Brizlee Wood that has enabled >5GW windfarm development projects, which are equally important to the Department of Energy and Climate Change to meet its commitments to reduce greenhouse gas emissions and the Ministry of Defence"

The 8(a) Business Development Program assists in the development of small businesses owned and operated by individuals who are socially and economically disadvantaged, such as women and minorities. The following ethnic groups are classified as eligible: Black Americans; Hispanic Americans; Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians); Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). In 2011, the SBA, along with the FBI and the IRS, uncovered a massive scheme to defraud this program. Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"
