McConnell claims Cameron that launched Treasury-based Public Finance Initiatives (PFI) in 1993 and licensed Serco and the Airbus subsidiary company Cassidian to have Dark Knights intercept 9-1-1 calls from Public Safety Answering Points (PSAPs) in the United States and their 1-1-2 Francophonie equivalents and to reward Black Hand captains who can prove that any crime-scene investigations into the associated contract hits would go cold.
Black Hand* – Crime-scene captains of livery companies with a "License to Kill, Extort and Bribe" namely The City of London's Honourable Artillery Company 1527, Master Mariners and Air Pilots 1929 and the Ancient and Honorable Artillery Company of Massachusetts 1638.
McConnell alleges that Cameron set up a Paradigm mil-sat communications service as a Private Finance Initiative at RAF Oakhanger from where Serco and Cassidium's (Airbus) Dark Knights back haul snuff-film images to be shared with Mainstream Media and leaders of targeted states who are therefore encouraged to renew the Black Hand's global license to bribe, extort and kill.
McConnell notes that an apparent Black Hand captain – an ex RAF pilot – was present at the crime scene where Airbus/SSL agent Saad al-Hilli, a British-Iraqi man, was hit in the French Alps; that a Cassidian-equipped police van, normally parked outside the Charlie Hebdo offices in Paris, was removed just before the hit team arrived and that two potential witnesses to Cassidian's alleged interception of 9-1-1 calls namely Buckley Air Force Base's John Larimer, a Navy sailor and cryptologic technician and Air Force Sgt. Jesse Childress, a cyber-systems operator, were hit at the Aurora theater during the opening night of the Dark Knight Rises.
McConnell invites rebuttal of his allegation that Serco is paying Black Hand captains engaged in murder-for-hire through David Cameron's Public Finance Initiatives to spoliate evidence in the French Alps, Hebdo offices and Aurora Theater of contract hits executed by Cassidian's Dark Knights.

French police have made an arrest in Chevaline in the murder of a British family in the Alps

A 48-year-old man living in the Chevaline area was arrested and taken into custody by police in connection with the investigation into the murder of four in 2012, Eric Maillaud, the local prosecutor said.
"This arrest, which may not be the only one, was the result of witness statements after the broadcast of a photo-fit image on November 4, 2013 of a biker seen near the scene of the crime and actively sought by investigators," he said.
"For the moment it is impossible to say whether he played any role in the shooting. It is simply the result of the release of the photofit but it is strictly impossible to say any more at this stage," he added. "It could turn out that he has absolutely nothing to do with this affair. He is of French nationality and he lives in the Annecy area."
He said that this was the first time police had questioned this man over the killings. He said the man was arrested this morning in his home. He said he would prosecute any media that published the suspect’s name.
Saad al-Hilli, a British-Iraqi man and his family were gunned down in the French Alps. His wife and her mother in their parked car near the town of Annecy. His two daughters survived the attack. French cyclist Sylvain Mollier was also killed, apparently as he stumbled onto the scene of the crime.
The Hillis arrived in the area on September 1 and initially stayed in another campsite. But they were unhappy with the spot they were allocated and moved to a campsite called Le Solitaire du Lac.
It was there that Hilli reportedly received his visitor.
Mr Maillaud, a prosecutor in charge of the case, said the murdered couple’s British passports had never been found.
The e-fit was produced soon after the killings, but was not initially released because of fears he would go into hiding.
He is said to bear a resemblance to the motorcyclist whom forestry workers saw close to the attack.
The helmet the man was wearing was said to be a rare model – one used by French police during the 2000s. There were only 8000 made in black, which is the colour the forestry workers saw.
One of the witnesses in the case, former RAF pilot Brett Martin [and presumed associate of Serco's Black Hand Captains], discovered the murders while on a bike ride, and told the BBC how he saw a motorcyclist riding away from the scene shortly beforehand.
A French forestry worker also said he saw the motorcyclist, who pulled into the parking spot where the family were murdered.
He said his colleagues later talked to the biker over a minor traffic violation, and described him as having "a bit of a beard."
Maillaud said these colleagues were able to "get a glimpse" of his face when he lifted his helmet’s face shield.
A BBC Panorama programme broadcast talked to two key witnesses who described seeing a motorbike and a BMW 4x4 close to the murder scene.
It said the motorcyclist was the likely killer, and French authorities have since announced they will release a photofit image of the man.
The programme also carried an interview with al-Hilli's brother Zaid, arrested by British police in June on suspicion of planning the killings. He protested his innocence but admitted the pair had fallen out over their father’s inheritance."

France finally got its ’9/11 moment’ today, when at least two gunman dressed in black and armed with Kalashnikov rifles, stormed the offices of a magazine, killing two police/security personnel and 10 journalists, and injuring 11 others during the raid.
According to French officials, four of the survivors are said to be in ‘serious’ condition.
The attack is said to have taken place in the middle of an editorial meeting of the political magazine, Charlie Hebdon, known popularly as 'Charlie', with masked gunman calling out by name and killing first its editor Stephane 'Carb' Charbonnier, 47 (photo, left) execution-style, along with 9 other editors and staff, including frequent contributor and French economist Bernard Maris.
Magazine editor Charbonnier had received death threats in the past and is said to have been 'living under police protection' until today. It's still unclear whether or not the police van – which is normally positioned outside of the magazine's offices, was removed before the attack took place, and if so, why a 'stand-down' order was issued in advance of the raid.
Beyond all of the media's 'ISIS' hyperbole, unquestionably, today's attack has all the characteristic of a professional contract hit. Witnesses remarked on how the gunman were perfectly calm and spoke perfect native French, and commented on their 'expert marksmanship', hitting all targets with single shots, and not spraying bullets indiscriminately. Witnesses also described the gunman as 'bulked-up' from what appears to be body armour, and kevlar 'bullet-proof' protection underneath their over garments.
Another witness commented on the adroit, calm, European-style and professional demeanor of the gunman, stating, "At first I thought it was special forces." This reinforces suspicions that today's event had many signatures of another GLADIO-style attack carried out on European soil (by NATO intelligence), designed to effect a specific political or public opinion reaction within France."

"Jesse Childress was an Air Force cyber-systems operator based at Buckley Air Force Base in Aurora.
Air Force Capt. Andrew Williams described the 29-year-old from Thornton, Colo., as knowledgeable, experienced and respectful. "We're going to miss him incredibly," he said.
Tech Sgt. Alejandro Sanchez, a co-worker, told the AP that Childress was his good friend and they were on a bowling team together.
"He would help anyone and always was great for our Air Force unit," he said.
Another co-worker, Ashley Wassinger, said Childress "was a great person fun to be with, always positive and laughing."
"Really just an amazing person, and I am so lucky to have been his friend," she said."
"John Larimer was a Navy sailor based at Buckley Air Force Base, where he was a cryptologic technician – a job that the Navy says on its website should be filled by someone with "exceptionally good character, above-average writing and speaking skills, a good memory, curiosity and resourcefulness."
Those who knew him described him in similar terms.
The 27-year-old and another active service member, Air Force Sgt. Jesse Childress, were killed in the shooting rampage, the military said Saturday.
Larimer, who grew up in the Chicago suburb of Crystal Lake, Ill., joined the service just over a year ago, the Navy said.
"A valued member of our Navy team, he will be missed by all who knew him. My heart goes out to John's family, friends and loved ones, as well as to all the victims of this horrible tragedy," said Cmdr. Jeffrey Jakuboski, his commanding officer, in a written statement.
A family member told the Daily Herald newspaper in Arlington Heights, Ill., that Larimer was the youngest of five siblings. Neighbors in his hometown recalled his sense of humor.
"We love you, John, and we will miss you always," his parents said in a statement."

The confirmed discovery that at 1hr:58 of the Dark Knight Rises, Commissioner Gordon is pointing to the words "Sandy Hook" on a map of the Gotham area has caused a storm of interest.
As it should—since 27 people were just killed at the Sandy Hook Elementary School, and in the Dark Knight film, "Sandy Hook" is indicated as a target for attack.
Unless, of course, one wants to believe this is merely a boggling coincidence, one that accidentally ties the Batman theater massacre to the Connecticut school massacre.
In that case, add to the list of coincidences the fact that Suzanne Collins, the author of The Hunger Games, in which 23 children are ritually sacrificed in arena competition, lives in Newtown/Sandy Hook, and in real life someone(s) just killed 20 children in the Sandy Hook Elementary School.
This is the familiar “Joker” mode of secret societies, in which little foreshadowing clues are placed in significant places.
