#2231: Marine Links Cameron’s Riot Club PFI To Black-Hand Time-Line Hebdo Hack, Serco Cassidian Airbus Track

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked David Cameron's 1993 launch of "Riot Club" private finance initiatives (PFI) to a Black Hand* hack of time lines for various Hebdo "crisis actors" apparently tracked through Serco-customized white vans by the Airbus-owned Cassidian tasked with "Defending world security ".

Black Hand* – Crime-scene captains of livery companies with a "License to Kill, Extort and Bribe" namely The City of London's Honourable Artillery Company 1527, Master Mariners and Air Pilots 1929 and the Ancient and Honorable Artillery Company of Massachusetts 1638.

McConnell believes that Black Hand captains positioned the Serco white "Rent A Car" van (see below) at a Hebdo crime scene in the Boulevard Richard Lenoir and used the Cassidian wireless system built by Serco for Skynet partner Airbus to hack the time lines of Muslim police officer Ahmed Merabet – a crisis actor from the French National Gendarmerie – and backhaul simulated snuff-film images to the Serco-Cassidian PFI at Oakhanger for distribution to the UK media.

McConnell notes that Helric Fredou a Police Commissioner with SRPJ (Service Régional de Police Judiciaire) involved in the early investigations into the Hebdo massacre has just been found dead in his office having allegedly taken his own life with his service weapon.

McConnell believes the reason for Fredou's suicide will be similar to the reason for the suicide of the late Colin MacMillan, former Assistant Secretary of Defense under President George H. W. Bush during the Gulf War, who was awaiting confirmation as United States Secretary of the Navy in 2003 when he died from an apparently self-inflicted gunshot wound in the head at his New Mexico ranch. (cf. Captain Gerald Deconto / Serco Red Switch / Gordon England 9/11).

McConnell invites rebuttal of his allegation that Cameron uses Riot Club PFIs for Black Hand hacks of "crisis actor" time lines and staged the 9/11, 7/7 and 7/1 attacks to justify Serco-Airbus's defense of world security with bribed or extorted world leaders.

Another smoking gun

DEAR CHARLIE: You cannot screw up a cue line in a world where people know you lie and then proceed to look for the obvious!

Inconsistency #984 (in addition to inconsistency #983, the cue line)

Why are the attackers speaking perfectly clear American English in France? You cannot do that in France – you will starve. They clearly say "cops are bullshit" with a perfect American accent before "shooting" the cop. Most likely military contractor ISIS, which is based in America, did this job. Additionally, the soundtrack is unrealistically clear, with perfect audio compression: an obvious studio job. There were two cameras: the cell phone cam which produced poor video, and a second camera with a professional shotgun mic. The video and soundtrack were then merged. There is simply no other way the sound could be so clear from a cell phone: the impact, frequency response, clarity, could only have been produced with a professional setup.

THE CUE LINE :-) This clinches it yet again. This wag the dog is so blatantly obvious, they totally butchered it.

Take a look in front of the car. There is a marker line there. Some have said this is just a fluid leak, but it is obviously not, because in the next frames we see the continuity error: another line magically appears on the road at a 90 degree angle. Fluid leaks will not do that; they are obviously painted lines being used as cue marks for where to put the car, and this terror scene was done in multiple takes.

Since our "terrorists" only got out once, the mysteriously appearing cue line needs some explaining. 90 degree angles with the other line prove it is not a fluid leak, which would flow in only one direction. This totally busts the lie. I am NOT CHARLIE; Charlie can go to hell. They screwed this up big time.

I have looked at the related newscast, and the Freudian slip, where the reporter says in clear English "the blood that has been put there": the screw up is real. He stumbles and tries to cover it up, but a Freudian slip is exactly what it is; and done as clearly as this reporter did, there is no going back.”

"Lead Charlie Hebdo Investigator Commits Suicide
Posted by Dean Garrison
A Police Commissioner with SRPJ (Service Régional de Police Judiciaire), Helric Fredou, was found dead in his office early Thursday. It is being reported that he took his own life with his service weapon.

Fredou was the 2nd highest ranking official in the department and was involved in the early investigations into the Charlie Hebdo massacre. French media claims that he interviewed one of the families of the victims and had yet to finish his report. A union representative has stated that Fredou was battling depression and experiencing burn out. He was 45.

France3 reports (translation via Google):

We learned this morning, a Limoges SRPJ Commissioner has committed suicide last night in his office with his service weapon. Information confirmed by his superiors. It is unknown at this time the reasons for his actions.

He would have killed himself that night to 1 hour.

Commissioner Helric Fredou aged 45 was from Limoges began his career in 1997 as a police officer at the regional office of the judicial police of Versailles, before returning to Limoges. He was deputy director of the regional police service since 2012.

… According to the police union commissioner was depressed and experiencing burn out. In November 2013, the Commissioner Fredou had discovered the lifeless body of his colleague, number 3 of SRPJ Limoges who had also committed suicide with his service weapon in his office. …

The Fredou Commissioner, like all agents SRPJ worked yesterday on the case of the massacre at the headquarters of Charlie Hebdo. In particular, he surveyed the family of one of the victims. He killed himself before completing its report…

(All emphasis is exactly as it appears in the Google translation.)

Apparently Fredou was following the example of a colleague who committed suicide just over a year prior.

Several foreign outlets have reported this story, though once again it is not seen as worthy to make it to mainstream American media.

My opinion is that the suicide of one of the lead Charlie Hebdo investigators should warrant a media mention, even in America."

"The PFI is ultimately a kind of project finance, a form of private sector delivery of infrastructure that has been used since the Middle Ages. [when debt recovery for City of London money lenders was apparently enforced by Black Hand captains of The Honourable Artillery Company] However, the pedigree of the current private finance initiative (PFI) was in Australia in the late 1980s.

In 1992 PFI was implemented for the first time in the UK by [David Riot Club Cameron in] the Conservative government of John Major. It immediately proved controversial, and was attacked by the Labour Party while in opposition. Labour critics such as the future Cabinet Minister & Deputy Leader of the Labour Party, Harriet Harman, considered that PFI was really a back-door form of privatisation (House of Commons, 7 December 1993), and the future Chancellor of the Exchequer, Alistair Darling, warned that "apparent savings now could be countered by the formidable commitment on revenue expenditure in years to come".[8] For several years the number and value of PFI contracts were small. Nonetheless, the Treasury considered the scheme advantageous and pushed Tony Blair's Labour government to adopt it after the1997 General Election. Two months after the party took office, the Health Secretary, Alan Milburn, announced that "when there is a limited amount of public-sector capital available, as there is, it's PFI or bust".[8] PFI expanded considerably in 1996 and then expanded much further under Labour,[9] resulting in criticism from many trade unions, elements of the Labour Party, the Scottish National Party (SNP), and the Green Party,[10] as well as commentators such as George Monbiot. Proponents of the PFI include the World Bank, IMF and (in the UK) the CBI.[11]

Both Conservative and Labour governments have sought to justify PFI on the practical[12] grounds that the private sector is better at delivering services than the public sector. This position has been supported by the UK National Audit Office with regard to certain projects. However, critics claim that many uses of PFI are ideological rather than practical; Pollock recalls a meeting with the then Chancellor of the Exchequer Gordon Brown who could not provide a rationale for PFI other than to "declare repeatedly that the public sector is bad at management, and that only the private sector is efficient and can manage services well."[13]

In 2003 the Labour Government used Public-private partnership (PPP) schemes for the privatisation of London Underground's infrastructure and rolling-stock. The two private companies created under the PPP, Metronet and Tube Lines have now been taken into public ownership due to their financial problems, at significant cost to the UK taxpayer.[14]"

"CASSIDIAN DEPLOYS THE BROADBAND TELECOMMUNICATIONS NETWORK OPERATED BY THE FRENCH NATIONAL GENDARMERIE AT AN ALTITUDE OF 3842 M
ENFR

Long-term collaboration between Cassidian and the French Ministry of the Interior Renewal of the RUBIS national communication network with 330 radio frequency (RF) links installed in about one year One of the stages in the modernisation of the RUBIS network has led the Cassidian teams onto the highest radiocommunication site in France which is located on the Aiguille du Midi in the Mont Blanc mountain range at an altitude of more than 3,800 m.

The RF links were successfully deployed with no operational disruptions affecting the security forces, despite of the harsh environment and difficulty in working at this altitude, where physical capacities are reduced by 30 to 40%.

These operations come under the framework of the ICSFH contract (Infrastructure de Communication Sécurisée par Faisceaux Hertziens – Secured Radiofrequency Communication Infrastructure), awarded by the French Ministry of the Interior on 11 August 2010. This four-year contract envisages the installation of a new high-resilience broadband communication network to cover the current and future needs of the French National Gendarmerie force and the Ministry of the Interior in terms of voice and data communications in Metropolitan France and its overseas territories.

Lieutenant Colonel Gilles Martin, who manages the National Gendarmerie's operational communication systems, emphasises the importance of this project: "The development of the RUBIS network towards ‘all IP' and particularly the development of its national RF component is fully in line with the strategy of enhancing existing infrastructures and preparing for the future as economically as possible, with ICSFH paving the way for future technologies."

The Ministry of the Interior has reaffirmed its confidence in Cassidian by selecting it as industrial prime contractor for the deployment and through-life support of the RF connections linking the RUBIS radiocommunication sites operated by the French National Gendarmerie As part of this contract, Cassidian has teamed up with Aviat Networks, market leader in the design and implementation of RF equipment.

Paradigm – meeting all satellite communications requirements

Paradigm has a contract worth £3.6bn with the UK Ministry of Defence (MoD) for the provision of military satellite communications services to 2020. The programme, procured as a Private Finance Initiative (PFI), provides the next generation of UK Milsatcom capability. The Paradigm team includes Airbus Defence and Space, the system designer and provider. For further information visit http://www.paradigmsecure.com

In addition to complete X-band packages, Paradigm is able to offer capacity, coverage augmentation, anchoring and back-haul services, as well as terminal leasing.

From the outset, Paradigm planned for the Skynet 5 system to be far more capable and larger than that required to meet the UK MoD requirements. Paradigm is, therefore, able to offer services to other militaries and government organisations and has supplied milsatcom services to NATO, the Netherlands, Portugal, Canada, France, Germany, Australia and the US.

Paradigm's WelComE services enables service personnel to make telephone calls and have access to the Internet from operational theatres worldwide, as part of the MoD funded welfare package. Paradigm has provided over 3 million hours of welfare telephone calls and provides Internet and email services that are free for use to all UK service personnel deployed on operations overseas.

Airbus Defence and Space

A partner in the enterprise, Airbus Defence and Space has delivered integral elements of the new system including design, development and supply or installation of the baseband network and encryption systems. Installed across three UK sites, 38 naval vessels and 45 deployable ground stations, the baseband network that Airbus Defence and Space has developed comprises a number of bespoke solutions, customising off-the-shelf platforms, and incorporating specific developments, such as the Resilient Rate Adaptor (RRA) – that manages and prioritises the flow of communication through the system, and Baseband Element Management Application (BEMA) a configuration fault and performance reporting tool that supports automatic, rapid provision of service/links in response to controller demand. Three new encryption technologies were developed to ensure completely secure and robust communications and Airbus Defence and Space achieved on time delivery as promised three years earlier.

To meet this delivery timescale work started prior to contract award. http://www.eadsdsuk.com

Airbus Defence and Space (DS is a systems solutions provider combining military air systems, missile systems, communications and intelligence systems, global security solutions, sensor and avionics systems, as well as test and support solutions into a single effective network. In 2006, DS – with its around 23,000 employees – achieved revenues of €5.9 billion.

Serco

Serco has been an integral part of the Paradigm team for Skynet 5 since the award of the PFI Study Contract in 1999 and is a full member of the Enterprise. Serco provides spacecraft control, communications network management and facilities management services, including staff deployed in theatre in support of these services. In addition, Serco provides support to Paradigm's welfare communications services, for deployed forces in operational theatres around the world, enabling service men and women to maintain contact with home.

Serco's track record in the provision of such vital services started over 40 years ago when the government entrusted it to maintain the Ballistic Missile Early Warning System at RAF Fylingdales. From this landmark contract, the company has established a strong reputation in the defence and aerospace markets for reliability, innovation and successful long-term working partnerships.

Serco is an international service company, which combines commercial know-how with a deep public service ethos. It improves services by managing people, processes, technology and assets more effectively. Serco's people offer operational, management and consulting expertise in the aerospace, defence, health, home affairs, local government, nuclear, science, technology, transport and commercial sectors.http://www.serco.co.uk"

"Police drops investigation into Serco's prisoner transport ... www.independent.co.uk › News › Business › Business News Dec 19, 2014 - The City of London Police has dropped a year-long investigation into ... said it had “become very clear there has been a culture within parts of Serco that ... last year for ripping off the taxpayer on the electronic-tagging contract, ..."

"The Ministry of Defence is under pressure to rebuff the attempt of one of Britain's biggest companies to take over the £14bn agency that buys the armed forces' missiles and submarines in the wake of the electronic tagging scandal.

Serco, the outsourcing group which runs a host of services for the Government, including immigration and community health centres, is under fire after an audit discovered the taxpayer had been overcharged by £50m for monitoring non-existent electronic tags. They had been assigned to deceased offenders and those who were back in custody.

G4S, the security giant that failed to supply enough guards for the Olympic Games, is also implicated and is being investigated by the Serious Fraud Office. Both companies' lucrative public sector contracts are being reviewed by the Cabinet Office.

It has raised questions about Serco's suitability for one major forthcoming contract, the effective privatisation of the Defence Equipment & Support agency. This reform, designed to help the MoD get better value for money when it buys battle gear and satellites, is unparalleled globally and has been heavily criticised."
