An off-duty Department of Defense employee trying out his friend's drone from an apartment is responsible for flying the unmanned aerial vehicle (UAV) over White House grounds, The New York Times reported.
While the drone was airborne, the US government worker – who had reportedly been drinking – lost control of it. He texted his friends, telling them he thought the drone might have crashed onto the White House grounds, and fell asleep. He woke up the next day to find out that his fear had turned out to be reality.
The man, who has not been identified, has been cooperating with the investigation and has not been charged with a crime, the Times reported. Flying a drone is illegal in Washington, DC, due to the sensitive nature of the airspace.

A spokesman for the National Geospatial-Intelligence Agency (NGA) confirmed to the newspaper on Tuesday that the Secret Service had questioned a government employee the day before in connection with the drone episode.
"The employee self-reported the incident Monday," said the spokesman, Don Kerr. "The employee was off duty and is not involved in work related to drones or unmanned aerial vehicles in any capacity at NGA."
Secret Service investigators were trying to verify the employee's account of the situation as of Tuesday. They were also examining his text messages and phone records, as well as analyzing video footage from cameras around the apartment where the man said he had operated the drone.
What the incident has revealed, however, is that despite the White House having a radar system to detect flying objects, it missed the drone. This is causing authorities to worry about security risks posed by unmanned aerial vehicles.
The small drone, a DHI Phantom, was detected when a Secret Service agent was patrolling the grounds on Monday morning and saw the drone flying at a low altitude. It crashed onto the lawn where it was recovered by agents.
The drone incident is the latest to raise questions about the security of the White House. It occurred four months after a man with a knife climbed over the White House fence and made it deep inside the building before officers tackled him. In 2011, a gunman three-quarters of a mile away from the White House fired shots that hit the building while one of President Barack Obama’s daughters was home.

The Secret Service's director, Julia Pierson, resigned in October after a number of security lapses. A critical report released in December found the agency is stretched beyond its limits, is too insular, and is "starved for leadership." Five agency managers were removed from their positions in January as a result.
In India on Tuesday, President Obama said the United States needs to regulate the drone industry.
"The drone that landed in the White House you buy in Radio Shack," Obama told CNN’s Fareed Zakaria.
"You know that there are companies like Amazon that are talking about using small drones to deliver packages...There are incredibly useful functions that these drones can play in terms of farmers who are managing crops and conservationists who want to take stock of wildlife. But we don't really have any kind of regulatory structure at all for it."

(CNN)A technology executive and five other people are feared dead after a suspicious fire destroyed a mansion in Annapolis, Maryland.
The house belonged to technology executive Don Pyle, the chief operating officer for ScienceLogic, company spokesman Antonio Piraino said.
Pyle had not been heard from on Monday, and his colleagues at ScienceLogic were "hoping for a miracle," CNN affiliate WJLA reported.
Pyle was believed to have been at home with his wife and four grandchildren.
When the first firefighters arrived on the scene, they received conflicting reports about whether the family may have been out of town. But after interviews with relatives, "it has been determined that six members of the family are not accounted for," the Anne Arundel County Fire Department said.
Fire officials said they were alerted about 3:30 a.m. Monday to the fire in the 16,000-square-foot house. About 80 firefighters responded.
The Bureau of Alcohol, Tobacco, Firearms and Explosives is assisting the local fire department, and an ATF national response team is being assembled because the fire was deemed suspicious, a law enforcement official said.
The burned-out home is being treated as a crime scene until investigators figure out the cause, the official said.
The Anne Arundel County Fire Department said fire crews had difficulty knocking down the blaze because the house is secluded, apparently with no fire hydrants on the scene.
Photos the fire department posted on Twitter showed hoses stretched for long distances. Davies said it took several hours for fire department tanker trucks and a fire boat on an adjacent creek to bring the fire under control, he said.
ATF Special Agent Dave Cheplak said no one has searched for possible victims yet because of the size and heat of the fire.

Good timing or what? Thus an 'emergency mortuary' was established on a Military site in the City of London – its contract for the work received on the day before the catastrophe [Power provided by Aggreko's then CEO Rupert Soames who is now Serco CEO] . Not only did this military site receive all of the bodies (and it claimed to start receiving them on the morning of 8th July), but it set up ancillary sites adjacent to the four blast sites on the morning of July 7th: 'Outside of the mortuary De Boer also provided structures and furniture at each of the Underground Stations affected, and refrigeration facilities at the site of the bus bombing.'
The De Boer company managed it so well that, in recognition, its project manager was invited to meet Tony Blair at Downing Street. It was felt that, at such very short notice – after all, they only got the job on July 6th – they had done a fine job. Concerning the swift freezing of the bus bomb victim bodies: while researching 'Terror On The Tube' . I could only see two or three corpses lying around in all of the photographs of that bus wreck, so I guess the De Boer team must have removed them swiftly.
We are also reminded of the big FEMA vans that arrived to clear up the damage in New York at Ground Zero on 9/11 (Federal Emergency Management Agency): they were proud of how quickly they arrived, in fact they arrived (by a similar sinister precognition) on Monday evening, the day before the very surprising 9/11 event. Florida is the third most populous state in the U.S. with over 19 million residents, and is projected to continue growing - and aging - at a steady rate over the next decade providing public safety officials the mandatory task of not only managing growth, but being concerned about functionality and efficiency of their emergency communication networks. Events such as the terrorist attacks on 9/11, Hurricanes Katrina and Sandy, Sandy Hook school shooting and Boston Marathon bombing have highlighted the need for interoperable mission critical public safety communication across agencies, jurisdictions, and borders.
At a recent symposium on public safety communication hosted by Airbus DS Communications in Tampa, public safety and emergency management officials gathered to learn more about new technologies available to enable them to create interoperable communications networks. New technologies such as Next Generation 9-1-1 (NG9-1-1), Project 25 (P25), and Long Term Evolution (LTE) can connect municipalities, enable interoperable communications between agencies, and improve operations while reducing overall costs to the community. Among the symposium's key takeaways and what you need to know about implementing improved communication systems:
Component interoperability is both a key to lowering total cost of ownership and enabling inter-agency/inter-jurisdiction public safety communications. Chances are good that different municipalities and even public safety agencies (like police, fire, EMS) within the same municipality use different equipment that may or may not talk to one another, making inter-agency communication difficult if not impossible. That's why it is critical to find vendors committed to providing open, non-proprietary systems that will work with other vendors' components, as long as they are compliant with the same standard.
One of the four requirements of NG9-1-1 is to integrate and interoperate with public safety entities beyond the PSAP. Other PSAPs, EOCs, DHS, and emergency management entities will be able to interconnect to the NG9-1-1 network and system, as well as acquire and pass data between all entities.
Across the U.S. more and more public safety agencies are beginning to regionalize by uniting across their geographical boundaries to share resources and become more efficient. Regionalization, including 9-1-1 call taking and P25 land mobile radio services, also helps them keep pace with the latest technologies needed to protect and serve.
Today, we are seeing more systems evolving from a standalone silo to a regional one. A recent regionalization success story that would be a perfect model for Florida's exploding communities looking to build a regional public safety network is the Northern Tier Regional Communications Project — a group of ten counties in Pennsylvania including Clearfield, Jefferson, Elk, Cameron, McKean, Clarion, Warren, Crawford, Forest and Erie. The Northern Tier counties set out to replace their aging 9-1-1 systems in 2011 with the state’s first regional public safety network, which went live in 2013. By forming the regional network, the counties saved $2.3 million upfront and more than $250,000 in annual maintenance costs.
What are the first steps to look at for counties that may want to regionalize? First, create a bond with the people with whom you work every day. Building trust is crucial in creating a regionalized system where you share control with others.
Step two is having political buy-in. Meet with each 9-1-1 director and county commissioner and explain in detail how the system will work. Once you get political buy-in, you have a project that can move forward.
Finally, it is very important to keep everyone, including elected officials and the media, apprised of what you are doing. Emergency responders and of course, residents, want to know there is still going to be someone there to personally answer the phone.

"APPENDIX XIV: ACTIVATION OF FEDERAL ASSETS Disaster Mortuary Operational Response Team (DMORT) The Disaster Mortuary Operational Response Team (DMORT) is a federally funded team of forensic and mortuary personnel experienced in disaster victim identification and search and recovery. DMORT provides a mobile morgue, victim identification and tracking software, and specific personnel to augment local resources. DMORT is part of the National Disaster Medical System, a section of the U.S. Department of Health and Human (HHS), Office of Preparedness and Emergency Operations (OPEO). DMORT can be activated by one of four methods. 1. Federal Disaster Declaration: The National Response Framework dictates how Federal agencies respond following a disaster. A request for DMORT assistance must be made by a local official through the State Office of Emergency Services, which will then contact the Region IV office of FEMA. Based on the severity of the disaster, FEMA can ask for a Presidential disaster declaration, allowing the DMORT team to be activated. This process can take from 24 to 48 hours. 2. Aviation Disaster Family Assistance Act: Under this Federal Act, the National Transportation Safety Board (NTSB) can ask for DMORT’s assistance. The act covers most passenger aircraft accidents in the United States and U.S. territories. NTSB coordinates with the local Coroner authority to assess local resources and capabilities and can activate DMORT on the request of the local Coroner/M.E. 3. Public Health Act: Under this Act, the U.S. Public Health Service can provide support to a State or locality that cannot provide the necessary response. However, the State or locality must pay for DMORT’s services, including salary, expenses, and other costs. 4. Memorandum of Understanding (MOU) with Federal Agency: A Federal agency may request that DMORT provide disaster victim identification. Under this mechanism, the requesting agency must pay the cost of the DMORT deployment. As an example, following the crash of United Airlines Flight 93 in Pennsylvania on September 11, 2001, DMORT was activated under an MOU with the FBI. …
DOD Mortuary Affairs Assistance DOD Mortuary Affairs Units can provide the following support to domestic catastrophic incident response and recovery operations, when authorized by the Secretary of Defense: · Search for remains. Set up appropriate search methodology and prepare the necessary documentation for later research or use. · Recover remains. Use any means available to recover all remains and portions of remains. · Provide tentative remains identification assistance to the local Coroner or Coroner. (Note: The local Coroner is the office that provides positive identification of remains. DOD can only assist in this process.). · Set up a Personal Effects (PE) depot. A PE depot is structured into four main sections: Receiving, Administration, Processing, and Shipping. The primary functions for these sections are as follows: o Receiving Section: receive, account for, and store all PE. o Administrative Section: prepare and maintain all required reports and case files and provide administrative assistance to the civilian mortuary affairs community. o Processing Section: Screen, clean, inventory, and package PE. o Shipping Section: Initiate required shipping documents, coordinate for transportation, and prepare packages for shipment."
