'He utilized a valid pass,' Ms Parlave said during the press conference.
Alexis, 34, became a full-time Navy reservist in 2007 but was dismissed in 2011 following a series of 'misconduct' violations.
As a contractor for a group working for a subcontractor used by Hewlett-Packard, Alexis had the proper identification to be allowed into Navy Yard's Building 179 where he began shooting.'"

OTTAWA – The Liberal party's new senior adviser on foreign and defence issues is a "warrior" with a strong combat history who hasn't ruled out running for a House of Commons seat in 2015.
On Wednesday, Federal Liberal leader Justin Trudeau named recently retired general Andrew Leslie, former commander of the Canadian Army, to his advisory committee on international affairs.
"I am extremely proud of the strength that Gen. Leslie has always shown in any task offered to him and as a Canadian who has a tremendous amount of support and pride for our Canadian Forces," said Trudeau in announcing the move.
Leslie retired from the Canadian Forces two years ago, after 35 years in uniform. In 2011 he produced an influential and widely discussed report that called for "more teeth, less tail," in the Canadian Forces – in other words the reduction of staff jobs at head office in favour of more resources for equipment, training and operations. Since then, he has grown progressively more critical of the Harper government's defence policies, in particular the way it has allocated dwindling budget dollars.
"I believe in public service, I believe it’s a worthy calling," the retired three-star general told Postmedia News ahead of the announcement. "I'd like to continue serving in whatever way I can." Dan Ross, former procurement chief with the Canadian Forces and a close friend of Leslie’s, said the appointment will increase credibility for the Liberals.
"He's a warrior, and probably the best combat training guy we've ever had since probably World War II," said Ross, noting Leslie is "politically ambitious" and would surprise no one if he chose to run as a Liberal candidate in the next election.
Although the Liberal stance toward defence has traditionally emphasized Canada's role in peacekeeping over combat, Ross said Leslie will offer realistic advice on dealing with contemporary conflicts, which have become more brutal with the rise of insurgencies since the Liberals last formed a government.
"The world is a pretty bad, dangerous place and IEDs (improvised explosive devices) and that kind of stuff are the norm now, they're not unusual. Very few countries actually participate in blue-beret stuff with pistols anymore because there are very few locations like that,” said Ross. "That's what he’ll say to Trudeau."
Asked if Leslie's involvement with the Liberals represented a shift away from the party's long-held stance on military intervention, Trudeau answered that bringing on someone with Leslie's experience will benefit the Liberal team.
"We have always been a team who has gathered together voices from across the spectrum, right and left."
Leslie added that armed conflict is often unavoidable, although peacekeeping and diplomacy should be the first options exercised.
"Sometimes to keep the peace you have to fight," he said, adding he felt his stance on conflict was consistent with Liberal values.
"I think it carries on a great tradition, with the Liberals being focused on diplomatic peacekeeping but being prepared to use force, as they have throughout the sweep of time, when it's absolutely (necessary)."
In addition to military funding, another key area of focus for Leslie will be the welfare of Canadian military veterans.
Leslie said he’d been non-partisan throughout his 35-year career, but his decision to join the Liberals was cemented last week by Trudeau’s response to Quebec’s proposed charter of values.
"The only leader who stood up and articulated my views in clear and convincing fashion was Justin," he said, adding he felt the proposed charter was divisive and discriminatory.
Leslie’s decision to don Liberal stripes is in keeping with his family history: Both his grandfathers served as Liberal defence ministers. One, Andrew McNaughton, commanded Canadian troops in the Second World War and was a friend of William Lyon Mackenzie King.
Leslie said he hasn’t decided yet whether to run for office, but isn't ruling it out. "Keep in mind our remit is to co-ordinate and listen and help craft," he said. “But like any good soldier – including generals, retired – I'm keeping my options open."
For now, his only official role in the Liberal party will be to serve as an unpaid co-chair of Trudeau's 'council of advisers' on foreign and defence policy, alongside retired astronaut, MP and former Liberal leadership candidate Marc Garneau. Tuesday, Trudeau named Toronto Centre Liberal candidate Chrystia Freeland and Nova Scotia MP Scott Brison as co-chairs of a similar 'council of economic advisers.'"
