#1712: Marine Links MI-3 (Dis)Honourable Artillery to General Obamacare Asset Tracker, Medicated Voices Navy Yard

Plum City – (AbelDanger.blogspot.com). United States Marine Field McConnell has linkedthe MI-3 (Dis)Honourable Artillery Company's assassination-by-proxy services, to the CGI asset tracking system ('JABS') apparently used by General Andrew Leslie, the Ottawa-based military overseer of CGI's Obamacare death panels to ensure voice messages reached medicated Navy Yard killer, Aaron Alexis.

McConnell claims that General Leslie used the CGI asset tracker to deploy MI-3 proxies for the Bullpup SA-80 murder of Pat Tillman in Afghanistan in 2004 and the 7/7 Black Cat bombing of the London Underground followed by spot-fixed body counting in the Resilience mortuary in the Artillery Grounds.

McConnell notes that MI-3 Artillery Agent Leslie was apparently able to use the CGI Hewlett Packard platform Kinnect to synchronize Alexis's medicated voices with spot-fixed body count calculations of Obamacare dead-peasant Insurers' risks .

"Mail Online Security at Washington Navy Yard was lax because of budget cuts, report written weeks before shooting found

Federal security assessment conducted over the past year pointed out that contractors were given too much access at the Navy Yards

The report will be released in full within the next month but early excerpts were leaked today following shooting that left 12 victims dead

Shooter Aaron Alexis was able to get inside the government building with his 'legitimate' ID from his work as a contractor

The report states that the Navy 'did not effectively mitigate access control risks associated with contractor installation access' to the Navy Yards.

Caught and killed: Aaron Alexis, 34, was identified as the shooter and had 'multiple engagements' with police firing shots at the officers during the shooting spree Monday

Time Magazine published excerpts from the report after having been read portions by an unidentified federal official who had access to the Inspector General's findings.

The security risks are placed squarely on the Navy administrators who were trying 'to reduce access control costs'.

The process of gaining access to the administrative facility- where about 3,000 people work- is under severe scrutiny.

In a Monday night press conference, FBI assistant D.C. director in charge Valerie Parlave said that they concluded he had legitimately accessed the building as his status as a contractor would have given him sufficient credentials to enter unquestioned.

'He utilized a valid pass,' Ms Parlave said during the press conference.

Alexis, 34, became a full-time Navy reservist in 2007 but was dismissed in 2011 following a series of 'misconduct' violations.

As a contractor for a group working for a subcontractor used by Hewlett-Packard, Alexis had the proper identification to be allowed into Navy Yard's Building 179 where he began shooting.'"

"CGI AND HP DELIVER BUSINESS PLATFORM FOR KINNECT, A LLOYD'S OF LONDON SPONSORED INITIATIVE -
KINNECT DRASTICALLY REDUCES THE COSTS OF COMMERCIAL INSURANCE BUSINESS TRANSACTIONS
London, United Kingdom, May 6, 2003 -

CGI Group (Europe) Ltd (CGI) (TSX: GIB.A; NYSE: GIB) and HP (NYSE:HPQ) have delivered a business platform for Kinnect Inc., a Lloyd's of London sponsored initiative, to improve the efficiency and effectiveness of trading relationships within the international commercial lines insurance market. Kinnect, previously operating as Project Blue Mountain, chose CGI and HP as lead technology partners in this innovative new business venture. The multimillion-dollar program provides an adaptable, accessible and secure platform enabling commercial lines trading partners to communicate risk data electronically.

Kinnect allows all participants to transfer data and information securely and have the flexibility to choose which of their processes are supported by the platform. This ensures that Kinnect customers retain the distinctive aspects of their business practice such as data, processes, systems and brand.

The platform enables insurance underwriters - the professionals who assess each insurance risk and agree a premium to accept the risk - to improve their daily working practices by giving them better accuracy and timeliness of incoming data, increased time to analyze risks and better exposure management.

Meanwhile brokers - the professionals who place risks on behalf of the insured - can benefit from a reduction in time-consuming administration processes and reduced errors and omissions. The platform enables brokers to concentrate on their core business and provide higher levels of service to clients and underwriters.

CGI's prime responsibility was the development of Kinnect's International Business-to-Business software platform and applications. By fielding a large multi-disciplined international team, within just nine months CGI has completed the design, development and delivery of the applications. Based on a J2EE platform, the applications provide Kinnect customers with both a standard browser interface for human interaction as well as an XML/SOAP-based interface enabling integration with existing front and back office systems.

HP's role has been to design and build the secure IT infrastructure platform. Working closely with CGI, HP's infrastructure and middleware capabilities have been integrated with networking and security to deliver to Kinnect's exact requirements.

"The flexibility, quality of delivery and the personal commitment of CGI and HP has helped us to build this exceptional venture from the ground up," commented Ashok Gupta, CEO of Kinnect.

"HP and CGI were chosen for their specialist industry knowledge and ability to respond to complex requirements within aggressive time-frames," added Phillip Bungey, CTO of Kinnect. "Both companies also demonstrated significant eCommerce development expertise and a capability to work in partnership with others. This assessment has proved accurate and they have done exactly what they said they would do on time and to budget."

Gavin Chapman, managing director of CGI Group Europe Ltd, said: "CGI is delighted to be a key partner in this exciting new venture, particularly as Kinnect is perfectly aligned with our growth plans within the insurance sector and our key target markets in the US and Europe."

"HP designed, built and delivered this adaptive infrastructure based on our customer's business requirements. Kinnect is an open, agile and secure platform, delivering value to the market by reducing costs and increasing productivity," commented Jim Kent, vice-president and general manager HP services UK and Ireland.

“Leslie joined the 30th Field Regiment when at University of Ottawa.[3] He went on to be Commanding Officer of 1st Regiment Royal Canadian Horse Artillery in Shilo, Manitoba.[3] While in London, England, as a graduate student he was attached to the Honourable Artillery Company.[4] [where he allegedly learned the tradecraft needed to create, hide and deploy virtual proxies such as Osama Bin Laden]

In 1995 he was promoted to Colonel and sent to the Former Yugoslavia as Chief of Staff for Sector South.[3] He then became the Chief of Staff and Deputy Commander of United Nations Confidence Restoration Operation in Croatia.[3]

He was the Area Chief of Staff during the Manitoba floods in Spring 1997.[3] Later in 1997 he became the commander of 1 Canadian Mechanized Brigade Group which was sent to the South shore of Montreal to help with disaster relief operations.[3]

In 2000 he was given responsibility for communications in the Canadian Forces and in 2002 he became the commander of Land Force Central Area.[3]

He became Deputy Commander of the International Security Assistance Force in Afghanistan in 2003 and then became Assistant Chief of the Land Staff in 2004.[3] In June 2006 he was appointed Chief of the Land Staff.[5] [Allegedly organized the MI-3 proxy hit of Pat Tillman]

In June 2010, General Leslie was replaced as Chief of Land Staff by Lieutenant-General Peter Devlin.[6] At the same time, LGen Leslie was named Chief of Transformation for the Canadian Forces.[7]

Leslie retired in September 2011, and was subsequently hired by CGI Group to lead their new Defence, Public Safety and Intelligence unit in Ottawa.[8]

On September 18, 2013, Leslie was named co-chair of the Liberal International Affairs Council of Advisors, providing advice on foreign and defence issues to Liberal Party of Canada leader Justin Trudeau.[9][10]"

"Canada.com .. Latest Trudeau adviser, retired general Andrew Leslie, won't rule out running for Liberals
Published: September 18, 2013, 10:30 am

OTTAWA – The Liberal party's new senior adviser on foreign and defence issues is a "warrior" with a strong combat history who hasn't ruled out running for a House of Commons seat in 2015.

On Wednesday, Federal Liberal leader Justin Trudeau named recently retired general Andrew Leslie, former commander of the Canadian Army, to his advisory committee on international affairs.

"I am extremely proud of the strength that Gen. Leslie has always shown in any task offered to him and as a Canadian who has a tremendous amount of support and pride for our Canadian Forces," said Trudeau in announcing the move.

Leslie retired from the Canadian Forces two years ago, after 35 years in uniform. In 2011 he produced an influential and widely discussed report that called for "more teeth, less tail," in the Canadian Forces – in other words the reduction of staff jobs at head office in favour of more resources for equipment, training and operations. Since then, he has grown progressively more critical of the Harper government's defence policies, in particular the way it has allocated dwindling budget dollars.

"I believe in public service, I believe it’s a worthy calling," the retired three-star general told Postmedia News ahead of the announcement. "I'd like to continue serving in whatever way I can." Dan Ross, former procurement chief with the Canadian Forces and a close friend of Leslie’s, said the appointment will increase credibility for the Liberals.

"He's a warrior, and probably the best combat training guy we've ever had since probably World War II," said Ross, noting Leslie is "politically ambitious" and would surprise no one if he chose to run as a Liberal candidate in the next election.

Although the Liberal stance toward defence has traditionally emphasized Canada's role in peacekeeping over combat, Ross said Leslie will offer realistic advice on dealing with contemporary conflicts, which have become more brutal with the rise of insurgencies since the Liberals last formed a government.

"The world is a pretty bad, dangerous place and IEDs (improvised explosive devices) and that kind of stuff are the norm now, they're not unusual. Very few countries actually participate in blue-beret stuff with pistols anymore because there are very few locations like that,” said Ross. "That's what he’ll say to Trudeau."

Asked if Leslie's involvement with the Liberals represented a shift away from the party's long-held stance on military intervention, Trudeau answered that bringing on someone with Leslie's experience will benefit the Liberal team.

"We have always been a team who has gathered together voices from across the spectrum, right and left."

Leslie added that armed conflict is often unavoidable, although peacekeeping and diplomacy should be the first options exercised.

"Sometimes to keep the peace you have to fight," he said, adding he felt his stance on conflict was consistent with Liberal values.

"I think it carries on a great tradition, with the Liberals being focused on diplomatic peacekeeping but being prepared to use force, as they have throughout the sweep of time, when it's absolutely (necessary)."

In addition to military funding, another key area of focus for Leslie will be the welfare of Canadian military veterans.

Leslie said he’d been non-partisan throughout his 35-year career, but his decision to join the Liberals was cemented last week by Trudeau’s response to Quebec’s proposed charter of values.

"The only leader who stood up and articulated my views in clear and convincing fashion was Justin," he said, adding he felt the proposed charter was divisive and discriminatory.

Leslie’s decision to don Liberal stripes is in keeping with his family history: Both his grandfathers served as Liberal defence ministers. One, Andrew McNaughton, commanded Canadian troops in the Second World War and was a friend of William Lyon Mackenzie King.

Leslie said he hasn’t decided yet whether to run for office, but isn't ruling it out. "Keep in mind our remit is to co-ordinate and listen and help craft," he said. “But like any good soldier – including generals, retired – I'm keeping my options open."

For now, his only official role in the Liberal party will be to serve as an unpaid co-chair of Trudeau's 'council of advisers' on foreign and defence policy, alongside retired astronaut, MP and former Liberal leadership candidate Marc Garneau. Tuesday, Trudeau named Toronto Centre Liberal candidate Chrystia Freeland and Nova Scotia MP Scott Brison as co-chairs of a similar 'council of economic advisers.'"
