Only three wounded patients were evacuated to the hospital, where two children were later declared dead. The other unidentified adult victim was not evacuated to Danbury Hospital. The New York City medical examiner dispatched a portable morgue to assist with the aftermath.”

Frank A. Ciaccio joined Kenyon International Emergency Services, Inc. after coming from the National Transportation Safety Board (NTSB) where he was a Forensic Investigator. Prior to that he was with the Maricopa County Medical Examiners Office in Phoenix, Arizona where he was the Chief Medical Investigator. During his time in Phoenix he was in charge of developing the investigation division. Prior to moving to Phoenix, he was an investigator with the New Mexico Office of the Medical Investigator.
Frank received a Bachelor of Science degree in Forensic Anthropology and Biology and a joint Masters degree in Forensic Anthropology and Public Administration from the University of New Mexico. He is board certified death investigator by the American Board of Medicolegal Death Investigators.
He has an extensive teaching background lecturing both nationally and internationally to medical examiners/coroners and law enforcement officers in the areas of forensic anthropology, injuries associated with aviation disasters, survival factors in aviation disasters and crime scene investigations. He is a member of the National Association of Medical Examiners and American Academy of Forensic Science. He currently is an adjunct faculty member at the Virginia Institute of Forensic Sciences and Medicine and he sits on the Forensic Advisory Committee for the National Center for Forensic Sciences and currently on the forensic technical advisory panel for the National Institute of Justice He was appointed the U.S. Representative to the committee on Disaster Victim Identification at INTERPOL and served from 1999-2003.
Most recently Frank was the Operations Site Director for the recovery of two United Nations planes that crashed in Angola, Africa involving 24 fatal victims. In addition, during Hurricane Katrina and the Thailand Tsunami Disaster in Phuket, Thailand Frank was in charge of victim recovery operations. . Frank has participated in the recovery and identification of human remains following the aviation disasters of several major and high profile crashes including, United Express flight 5926, ComAir flight 3272 and Korean Airlines flight 801. He has been appointed survival factors group chairman for several major commercial bus accidents, Amtrak train accident, marine accidents, and aviation accidents. In addition, he has participated in the investigation of several general and commercial aviation accidents both nationally and internationally. To include the investigation of Singapore Airlines flight 006 in Taiwan, Swiss Air flight 111 in Canada, American Airlines flight 1420 in Arkansas, EgyptAir flight 990 over the Atlantic Ocean, Alaska Airlines flight 261 over the Pacific Ocean and most recently American Airlines flight 587 in New York City. He was in charge of recovery operations of high profile accidents such Payne Stewart, John F. Kennedy Jr. and NASA Space Shuttle STR-7 (Columbia) crashes.
During the terrorist attack on the World Trade Center in NYC, Frank worked closely with the FBI and the New York City Medical Examiner’s Office in the recovery and identification of remains and collection of evidence at ground zero and Fresh Kills landfill in Staten Island.”

In 1995, the air fleets of the Marshals Service and the Bureau of Immigration and Customs Enforcement (ICE) merged to create the Justice Prisoner and Alien Transportation System (JPATS). The merger created a more efficient and effective system for transporting prisoners and criminal aliens.
