Monday, October 10, 2005; Posted: 11:48 a.m. EDT (15:48 GMT) WASHINGTON (CNN) -- Former FBI Director Louis Freeh on Sunday accused former President Bill Clinton of ditching the investigation into the 1996 bombing of a U.S. barracks in Saudi Arabia to pursue better relations with Iran.
In an interview with CBS' "60 Minutes," Freeh said Clinton failed to seek Saudi cooperation with the investigation into the Khobar Towers attack, which killed 19 U.S. airmen. He said Clinton instead pressed then-Crown Prince Abdullah, now king, for a donation to his presidential library -- a charge the former president's spokesman and a former adviser told CBS was false.
"I was very disappointed that the political leadership in the United States would tell the families of these 19 heroes that we were going to leave no stone unturned and find the people who killed them, to give that order to the director -- because that's the order that I got -- and then do nothing to assist and facilitate that investigation, and, in fact, to undermine it," Freeh said.
Representatives of the former president did not return CNN calls seeking comment. But former Clinton spokesman Joe Lockhart said Freeh's accusation has been disputed by "everyone who was in those meetings."
"All he is trying to do is follow the right-wing playbook, which is to make up a bunch of charges about President Clinton and do it in a way that you can line your own pockets," Lockhart said.
Freeh is promoting a new memoir, "My FBI: Bringing Down the Mafia, Investigating Bill Clinton and Waging War on Terror." He said his Khobar Towers investigation pointed to Iran, but said the probe was derailed by Clinton's desire to improve relations with the reformist Iranian government elected in 1997.
He said U.S. investigators only gained access to Saudi suspects in the bombing when former President George Bush, who sent American troops to defend the kingdom in the first Persian Gulf War, asked Abdullah for his assistance.
Asked why he did not resign and go public earlier, he said, "I had a different response. I said, 'This is too damn important for me to stop investigating it,' and I didn't stop investigating it. I wanted for a change of administration, which happened when this President Bush was elected."
Clinton named Freeh, a former FBI agent and federal judge, to lead the bureau in 1993 after the fiery raid that ended the Branch Davidian standoff in Waco, Texas. But Freeh's agents ended up conducting multiple investigations of his boss during the 1990s -- including the probe of the president's sexual relationship with White House intern Monica Lewinsky, which resulted in his 1998 impeachment and eventual acquittal by the Senate.
Freeh said those investigations dominated his tenure. But Lockhart said Freeh wasted his time pursuing allegations of wrongdoing leveled by Clinton's political opponents.
"No one made Mr. Freeh go around and chase political rumors and scandals, to go and get into the depths of the president's personal life," Lockhart told CNN. "He did that to win favor and curry favor with the far right wing of this country. What he didn't do was run the FBI."
In his book, Freeh writes that he realized the United States was in a global war with terrorists after the 1993 bombing of the World Trade Center and responses to terrorist attacks in the 1990s were inadequate.
"We lacked the political will, the spine, to take military action against our enemies," he told CBS. "It was obvious for years that that's what our position had been."
The 9/11 commission report issued in 2004 credited Freeh with recognizing the terrorist threat early on -- but it also criticized him for failing to shift FBI resources to combat it. And the Justice Department criticized him for failing to improve the FBI's computer network, which investigators said kept agents from "connecting the dots" before the 9/11 attacks.
Freeh told CBS that he had to ask Congress for permission to reassign agents.
Freeh resigned in June 2001, less than three months before al Qaeda's attacks on New York and Washington. On his last day in office, he revealed indictments against 13 Saudis and a Lebanese citizen in connection with the Khobar Towers bombing, all accused of being members of the Iranian-backed Islamic militia Hezbollah. The indictment stated that Iranian officials directed the bombing, but none were charged.
He said he remained in office until 2001 because he didn't want Clinton to name his successor.
"I was concerned about who he would put in there as FBI director because he had expressed antipathy for the FBI, for the director," he said. "I was going to stay there and make sure that he couldn't replace me."
"The Khobar Towers bombing was a terrorist attack on part of a housing complex in the city of Khobar, Saudi Arabia, located near the national oil company (Saudi Aramco) headquarters of Dhahran on June 25, 1996. At that time Khobar Towers was being used as quarters for foreign military personnel.
A truck-bomb was detonated adjacent to Building #131, an eight-story structure housing United States Air Force personnel from the 4404th Wing (Provisional), primarily from a deployed rescue squadron and deployed fighter squadron. In all, 19 U.S. servicemen were killed and 498[1] of many nationalities were wounded. Although al-Qaeda has been described by some sources as the likely culprit, the official June 25, 1996 statement by the United States named members of Hezbollah Al-Hejaz (English: Party of God in the Hijaz)[2][3] as responsible. In 2006, a U.S. court found Iran and Hezbollah guilty of orchestrating the attack.[4]"

"Watchdog: Clinton, Abedin and Mills Have Broken 2 Federal Laws
Director of Investigations for Judicial Watch and former Army counterintelligence agent, Chris Farrell, says that Hillary and her top two advisers, Huma Abedin and Cheryl Mills, appear to have broken at least two federal National Security laws in the handling of their emails. The first violation is that they transmitted and received classified information using a private server. He says that Hillary's supporters claim that using a private server to transmit classified information is a minor offense. Farrell says that is anything but the truth.
Farrell points out that Hillary using a private server is the first time ever in this country that a cabinet member has used a private server for their administrative duties. Despite what Hillary tries to lie about, it’s never been done before. Her claims about former Secretaries of State Condi Rice and Colin Powell using private emails is disingenuous in that they used their private emails sparingly and not solely as Clinton did and the fact they used devices supplied by the government with protective software installed.
Farrell also pointed out that Abedin and Mills have both failed to certify they have turned over all of their emails as they were ordered to do by a federal judge. They were ordered to provide the State Department with sworn statements under oath and under the threat of perjury that they turned over all of thei documents from their time in government service.
Responding to Clinton, her campaign staff and supporters, who claim nothing Hillary did was of a serious nature, Farrell stated:
"It is not," he said. "It is a national security crime, and should be a national security crime investigation," he said, noting that Clinton created the private email server a week before she took up her duties at Foggy Bottom, indicating that she planned to avoid using official email that must be stored under federal rules.
Two laws apply to the mishandling of classified data on unsecure networks, Farrell said.
The first is 18 USC Sec. 1924, which outlaws the unauthorized removal and storage of classified information. Penalties can include fines and imprisonment for up to one year.
That statute was used to prosecute retired Army General David Petraeus, a former CIA director who provided classified documents to his mistress and biographer, Paula Broadwell. Petraeus was sentenced to two years' probation and a $40,000 fine as part of a plea deal in March.
A second federal statute that prosecutors could use to charge Clinton and her aides is 18 USC Sec. 793, a more serious felony statute Farrell described as a "hammer."
That law covers national defense information and people who misuse it to injure the United States or benefit a foreign power.
Those convicted of violating that law face fines and up to 10 years in prison.
Farrell points out that unlike other crimes, intentions cannot be taken into account.

In fact, these are some of the most powerful and influential individuals to have gathered at St James's Palace. All leading figures in finance, they help to control assets totalling £1.3 trillion.
The 14 women posed with the royal couple at a gala evening this month which raised £675,000 for charity. Now their identities and the extraordinary wealth for which they are responsible can be revealed.
They range from the senior executive at one of the world's biggest banks who competes in triathlons in her spare time, to the investment consultant who admits to owning 110 pairs of shoes.
The event marked a rare foray into the public arena for the women. Several are heads of hedge funds, the secretive investment vehicles which put money into complex financial schemes and can profit in a downturn by effectively betting on markets falling.
Others are executives at banks or asset management companies. Among them are chief executives, presidents, directors, and consultants. Members cover a range of nationalities, reflecting the cosmopolitan nature of the industry.
All are senior figures in 100 Women in Hedge Funds, a philanthropic organisation. The duke became a patron last year, and 100WHF will raise money for charities he is associated with; this month's gala supported the Child Bereavement Charity.
The link-up suggests that the Duke and Duchess are following the lead of the Prince of Wales in ensuring that their charitable initiatives win support from wealthy and influential figures.
100WHF, which has branches around the world, has raised millions of pounds for causes including women's health, education and mentoring.
Anne Popkin, chair of the organisation's global board, flew over from San Francisco for the London event. She said: "It is wonderful to raise such an amount. The reason we work so well with His Royal Highness is our aims and his aims are the same."
