1. In 1994, David Cameron and Hillary Clinton allegedly launched a FVEY clock service to provide timing signals for remote (or online) assassinations from hedge-fund betting suites in the world's top hotels (cf. Falcon 50 shoot down – Rwanda Genocide – Hôtel des Mille Collines).

2. By October 1996, former Marine Corps and alumnus of the American School in Paris, James Jones had allegedly equipped women-in-hedge-fund suites with the Navy's onion router network (Tor) to bet on the times of death of any victim targeted by a FVEY 8(a) assassination team.

On 31 August 1997, Nicholas Soames, a fellow member of White's (Betting) Club with David Cameron and then UK Minister of Defence, allegedly deployed the Marine Corps Tor so Serco 8(a) protégés – operating out of a suite in the Ritz Paris Hotel – could spot fix the time of Princess Diana's death after a slow drive by ambulance to the Pitie-Salpetriere hospital in Paris.

The ambulance carrying the dying Diana, Princess of Wales to hospital was deliberately driven slowly due to the severity of her injuries, an inquest heard today.

The ambulance driver told the inquest jury that the on board doctor ordered him to drive slowly in an attempt to save the princess's life. The account of the driver, Michel Massebeuf, contradicted claims that the journey to hospital through central Paris was prolonged as part of a conspiracy to kill Diana.

At the start of the inquest into Diana's death, the coroner, Lord Justice Scott Baker, said questions had been raised as to why she was treated at the scene of the crash rather than being taken straight to hospital.

It has been claimed that rather than being taken to the Pitie-Salpetriere hospital where she died, Diana could have been treated at the Hotel-Dieu, which the ambulance passed on the way.

However, in a statement read to the jury today, Massebeuf, of the Service d'Aide Medicale d'Urgence (Samu), said he was told the Pitie-Salpetriere was ready to receive Diana but he was unable to set off until her condition was stable enough.

"Although I cannot say exactly when, we knew from very early on that there was a place available at the Pitie-Salpetriere hospital, and that as soon as the patient's condition allowed, I should make my way to that hospital," he said.

The onboard doctor, Jean-Marc Martino, treated Diana at the scene for almost 40 minutes before the ambulance set off. "The doctor instructed me to drive slowly because of the condition of the princess," he said.

"We had an escort of several police motorcyclists which enabled us to travel under optimal conditions at 40 or 50km per hour (25-31mph), smoothly, and without having to stop for traffic.

"I should point out that driving slowly is a rule, the sole objective of which is to preserve a casualty where necessary."

The court heard how the ambulance had to come to a complete stop a short distance from the hospital when Diana's blood pressure dropped, prompting fears her heart would stop.

Massebeuf said: "In front of the Jardin des Plantes, the doctor asked me to stop. We stopped for about five minutes, in order for him to be able to provide treatment that required a complete absence of movement. We continued our journey without having to stop again."

Earlier today a member of the medical team at Pitie-Salpetriere hospital that treated Diana said everything possible had been done to save her life. Daniel Eyraud said doctors agreed "by common consent" to abandon attempts to restart the princess's heart after prolonged surgery to treat severe injuries she suffered in the car crash in Paris in 1997.

Diana's inquest in London was told how staff at Paris's Pitie-Salpetriere hospital carried out cardiac massage constantly as surgeons attempted to clamp a ruptured blood vessel next to her heart.

But after repeated electric shocks also failed to revive the princess, medical staff accepted that the battle to save her life had been lost.

Eyraud, an anaesthetist, said in a statement read to the jury: "We decided by common consent to stop heart massage as it was completely impossible to restore cardiac activity after such a long period of arrest. From that point, the princess was pronounced dead."

He said he could not recall the exact time when the decision was taken but said staff had treated her for "a few hours". The jury was told Diana went into cardiac arrest at around 2.10am and was finally pronounced dead at 4am.

"I personally believe we did everything possible to save the princess with the appropriate means," Eyraud said."

"On 31 August 1997, Diana, Princess of Wales died as a result of injuries sustained in a car crash in the Pont de l'Alma road tunnel in Paris, France. Her friend, Dodi Fayed, and the driver of the Mercedes-Benz W140,[1] Henri Paul, were pronounced dead at the scene; the bodyguard of Diana and Dodi, Trevor Rees-Jones, was the only survivor. Although the media blamed the paparazzi following the car, an 18-month French judicial investigation found that the crash was caused by Paul, who lost control of the car at high speed while drunk. Paul was the deputy head of security at the Hôtel Ritz and had earlier goaded the paparazzi waiting outside the hotel.[2] His inebriation may have been exacerbated by anti-depressants and traces of a tranquilizing anti-psychotic in his body.[3][4] The investigation concluded that the photographers were not near the Mercedes when it crashed.[5]"

The final, haunting photo of Princess Diana, taken on the night she died, shows her sitting with her boyfriend Dodi Fayed in the back of a Mercedes car as it roars away from the rear entrance of the Paris Ritz Hotel, heading for the couple’s secret love-nest near the Champs-Elysees.

Diana is twisting her head to peer out of the Mercedes’ rear window, anxiously looking to see if her car is being chased by the paparazzi who had besieged her and Dodi since their arrival in the French capital from a Mediterranean holiday eight hours earlier.

What happened over the next two minutes is central to a new probe by Scotland Yard into an astonishing claim from an SAS sniper, known as Soldier N, that members of his elite regiment assassinated Diana seconds after the Mercedes sped at 63mph into the notoriously dangerous Pont d’Alma road tunnel.

Many will dismiss Soldier N's claims as yet another conspiracy theory. After all, millions of words have been written about Diana’s death at 12.20am on Sunday, August 31, 1997.

Two inquiries, by Scotland Yard and the French police, have found the deaths were a tragic accident.

An official inquest, which ended five years ago, came to the same conclusion.

The world was led to believe the blame lay with the grossly negligent driving of an intoxicated Mr Paul and the pursuing paparazzi. But — however unlikely they may seem at first glance — I am convinced there is something in Soldier N's claims.

Ever since Diana’s death at the age of 36, I have investigated forensically the events that led up to the crash and what happened afterwards. I have spoken to eye-witnesses, French and British intelligence officers, SAS soldiers and to friends of Diana and Dodi. And I have interviewed the Brittany-based parents of the 41-year-old chauffeur Henri Paul. They told me, with tears in their eyes, that their son was not a heavy drinker: his chosen potion was a bottle of beer or the occasional Ricard, a liquorice-flavoured aperitif.

The fact is that too many of these accounts suggest that Diana’s death was no accident.

Crucially, my investigations show that the paparazzi who supposedly hounded Diana to her death were not even in the Pont d’Alma tunnel at the time of the car crash.

They also reveal how a high-powered black motorbike — which did not belong to any of the paparazzi — shot past Diana's Mercedes in the tunnel.

Eyewitnesses say its rider and pillion passenger deliberately caused the car to crash.

In addition, my inquiries unearthed the existence of a shadowy SAS unit that answers to MI6, as well as the names of two MI6 officers who were linked by a number of sources to Diana’s death.

Could the Establishment really have turned Henri Paul and the paparazzi into scapegoats? Could there have been a skilful cover-up by people in powerful places to hide exactly what did happen?

There is little doubt that Diana, recently divorced from Prince Charles, was a thorn in the side of the Royal Family. Her romance with Dodi, though only six weeks old, was serious.

The Princess had given her lover her ‘most precious possession' — a pair of her deceased father's cufflinks — and phoned friends, saying she had a ‘big surprise’ for them when she returned from Paris.

Dodi had slipped out of the Ritz Hotel, as Diana was having her hair done, to collect a jewel-encrusted ring adorned with the words 'Tell Me Yes' from a swanky Paris jeweller. It came from a collection of engagement rings.

Rumours were circulating, too, that the Princess was pregnant. Photographs of her in a leopard-print swimsuit, on holiday in the South of France 14 days earlier, show an unmistakable bump around her waistline.

And, as the Mail revealed after Diana's death, she had visited — in the strictest secrecy — a leading London hospital for a pregnancy scan just before that photo was snapped.

To add to the disquiet, the mother of a future King of England and head of the Church of England was threatening to move abroad with her Muslim boyfriend and take the royal Princes, William and Harry, with her.

Dodi had bought an estate, once owned by film star Julie Andrews, by the beach in Malibu, California, and shown Diana a video of it. He told her the sumptuous house was where they would spend their married life.

Ostracised by the Royal Family and stripped of her HRH title, Diana was said to be excited by the prospect.

Dodi’s father, Mohamed Al Fayed, the multi-millionaire former owner of Harrods, insists Diana was pregnant by his son and preparing to tell the young Princes about her forthcoming marriage when she returned to Britain on September 1 — the day after the crash — before they went back to boarding school.

However far-fetched it sounds, all the Establishment concerns about Diana were genuine. But could this really have led to her assassination? And if so, how could it have been carried out?

These questions are partially answered by the compelling testimony of 14 independent eyewitnesses near the crash scene that night. They say Diana’s car was surrounded at the entrance to the Alma tunnel by a phalanx of cars and motorcycles, which sped after the Mercedes.

The assumption has always been that the cars and bikes were carrying the paparazzi. By the Monday morning after the crash, outside the Alma tunnel, a huge message had appeared. ‘Killer paparazzi’ had been sprayed in gold paint on the walls.

No one, to this day, knows who put it there — or why they were not stopped by the French authorities from doing so.

Yet the paparazzi following Diana did not reach the Pont d’Alma tunnel until at least one minute after the crash, so they cannot be to blame. Indeed, two years later they were cleared of manslaughter charges after the French state prosecutor said there was 'insufficient evidence’ of their involvement in Diana’s death.

What happened is that the paparazzi had been deceived. In a clever ploy devised by Henri Paul, the Ritz had placed a decoy Mercedes at the front of the hotel to confuse the photographers, which allowed the lovers to slip out of the back door into a similar car.

The last picture of Diana peering from the rear window was taken by a France-based photographer who had seen through the ruse and was standing on the pavement by the hotel’s rear entrance watching as the ‘real’ Mercedes sped off.

The allegation that Princess Diana was murdered by the SAS is under investigation Yet that Mercedes was definitely being hotly pursued when in the tunnel. The independent witnesses insist it was being followed not only by the black motorbike, but by two speeding cars, a dark saloon and a white turbo Fiat Uno.

There is no evidence to link these cars or the motorcycle to the paparazzi who had been waiting at the Ritz.

The saloon tail-gated the Mercedes, which made the chauffeur — thinking, wrongly, he was being pursued by paparazzi — drive even faster and more erratically. Meanwhile, the Uno accelerated, clipping the side of the Mercedes to push it to one side.

This maneuver allowed the black motorbike to speed past Diana’s car, with its two riders wearing helmets that hid their faces.

Witnesses claim that when the bike was about 15ft in front of the car, there was a fierce flash of white light from the motorbike. The suggestion is that this came from a laser beam carried by the pillion passenger and directed at the car.

The witnesses' view is that the flash of light blinded Henri Paul temporarily. It was followed by a loud bang as the limousine swerved violently before slamming into the 13th pillar in the tunnel and being reduced to a mass of wrecked metal.

One of those eyewitnesses, a French harbour pilot driving ahead of the Mercedes through the tunnel, watched the scene in his rear-view mirror.

Chillingly, he recalls the black motorbike stopping after the crash and one of the riders jumping off the bike before going to peer in the Mercedes window at the passengers.

The rider, who kept his helmet on, then turned to his compatriot on the bike and gave a gesture used informally in the military (where both arms are crossed over the body and then thrown out straight to each side) to indicate 'mission accomplished'.

Afterwards, he climbed back on the motorcycle, which raced off out of the tunnel. The riders on the bike, and the vehicle itself, have never been identified.

The harbour pilot, whose wife was with him in the car, has described the horrifying scenario as resembling a 'terrorist attack'.

So, who could have been driving the bike and the other vehicles that did follow Diana’s car into the Alma tunnel that night?

Could they really have been part of the plot to get rid of Diana and her lover — a plot orchestrated by MI6 or the SAS regiment, as the latest sensational claims suggest?

After Diana's death, I received a nine-line note in the post containing the names of two MI6 men who have spent their entire careers working at the heart of the British Establishment, representing the Government as senior diplomats, whom I will call X and Y.

Written in blue felt-tip pen on a flimsy piece of paper ripped from an A4 exercise book, the note said: 'If you are brave enough, dig deeper to learn about X and Y. Both MI6. Both were involved at the highest level in the murder of the Princess.' It signed off with the words: 'Good luck.'

Of course, an unsigned note does not provide firm evidence, or anything like it, that MI6 spies were operating in Paris that evening or were connected with Diana's death.

Yet their names came up again when I received a call from a well-placed source within the intelligence services.

The families of Henri Paul and Dodi al Fayed (pictured with Princess Diana) have always believed there was a murder plot He named the same two men, X and Y, who had overseen the 'Paris operation' and said the crash was designed to frighten Diana into halting her romance with Dodi because he was considered an unsuitable partner.

'We hoped to break her arm or cause a minor injury,' said my informant. 'The operation was also overseen by a top MI6 officer known as the tall man, who is now retired and living on the Continent. He admits it went wrong. No one in MI6 wanted Diana to be killed.'

And this week the men’s names were mentioned again, this time by Moscow intelligence.

According to the author of a new book, the Russian Foreign Intelligence Service, the SVR, knew that X and Y were in Paris on the night Diana died. And after the car crash the SVR set out to find out why.

Gennady Sokolov, whose book The Kremlin vs The Windsors will be published next year, told me this week: 'Of course our people were following your agents.

They were senior MI6 officers operating secretly in Paris that night, without the knowledge of even French counter-intelligence. They left again after she was dead.

'Her relationship and possible marriage to Dodi was deeply worrying to senior royals in Britain. The Princess's phone was constantly listened to and she was followed all the time.

'After the crash, public opinion was deliberately led astray. Scapegoats were created, such as the paparazzi and the drunk driver. There was a dance around Henri Paul, saying he was an alcohol addict, a virtual kamikaze, who helped to destroy them all. It is total nonsense.

'From the very beginning, it was clear to me it was not just an accident. My sources in the SVR and other Russian secret services are sure it was a very English murder.

‘They have talked to me about an SAS squad called The Increment, which is attached to MI6, being involved in the assassination.

‘These guys work on the top level without leaving a single trace, and — perhaps — one was on the motorbike following Diana's car.' But why did none of this extraordinary story come out at the inquest into Diana’s death, which should have been the final word on it?

It's true that 14 tunnel witnesses were at least allowed to appear or send their testimonies. But much of their vital information was completely submerged by the sheer volume of evidence presented over the six months of the hearing.

We heard that chauffeur Henri Paul and Dodi Fayed were killed instantly; that the sole survivor was the bodyguard Trevor Rees Jones, who suffered such devastating facial injuries he has no memory of events in the tunnel, and that with the pulmonary vein in her chest torn, Diana died nearly four hours later of heart failure and blood loss at Paris's Pitie Salpetriere hospital.

But we also know that the inquest never unravelled the full truth. More than 170 important witnesses, including the doctor who embalmed Diana's body (a process that camouflages pregnancy in post-mortem blood tests) were never called to the inquest.

One radiologist from Pitie Salpetriere hospital, who said that she had seen a small foetus of perhaps six to ten weeks in the Princess's womb during an X-ray and a later sonogram of her body, was not questioned.

Instead, she was allowed by the judge heading the inquest, Lord Justice Scott Baker, to send a statement giving her current address in America and no more details.

Crucially, the hearing was cruelly unfair to chauffeur Henri Paul, who was vilified from the beginning.

On the day after the crash, French authorities insisted that he was an alcoholic and 'drunk as a pig' when he left the Ritz that night to drive the lovers to Dodi’s Paris apartment near the Champs-Elysees.

It has since emerged that the blood tests on Paul’s body had not been completed when they made the announcement to journalists.

Furthermore, the chauffeur had passed an intensive medical examination for flying lessons three days before the crash — his liver showed no sign of alcohol abuse.

A string of witnesses at the Ritz say Paul drank two shots of his favourite Ricard at the bar before taking to the wheel, which was confirmed by bar receipts at the hotel.

However, after a shambolic mix- up over his blood samples (deliberate or otherwise), it was pronounced by a medical expert at the inquest that Paul had downed ten of the aperitifs, was twice over the British driving limit and three times over the French one, when he drove the Mercedes that night.

Today is the 16th anniversary of Diana's death and there are bunches of fresh flowers on the gilded gates leading to her London home, Kensington Palace. The flowers to commemorate the Princess may be fewer now, but there are still as many questions into her death as ever."

The Hôtel des Mille Collines is a large hotel in Kigali, Rwanda. It became famous after 1,268 people took refuge inside the building during the Rwandan Genocide of 1994. The story of the hotel and its manager at that time, Paul Rusesabagina, was used as the basis of the film Hotel Rwanda.

The Belgian airline Sabena owned the hotel during the Genocide. According to the film, Rusesabagina bribed the Interahamwe militia with money and alcohol to keep them from killing the refugees in the hotel, and to obtain food and water. The United Nations mission, foreign governments, and the Rwandan Patriotic Front exerted pressure on the Rwandan government forces to ensure the safety of those trapped in the complex. The four-star hotel continues to operate. It has 112 rooms, a bar, a café, three conference rooms, a restaurant, a swimming pool, and tennis courts.[1][2]

In 2005, Sabena sold the Hôtel des Mille Collines to Mikcor Hotels Rwanda.[3]

In July 2014, Kempinski Hotels took over management of the hotel, which is now known as the Hôtel des Mille Collines by Kempinski.[4]

The hotel does not actually appear in the film Hotel Rwanda, which was largely shot in South Africa. The hotel does however appear in the 2005 HBO film Sometimes in April and the 2007 Canadian film Shake Hands with the Devil, which were shot on location in Rwanda. It also appears in "The State of Oklahoma"."


"The 'Five Eyes', often abbreviated as "FVEY", refer to an intelligence alliance comprising Australia, Canada, New Zealand, the United Kingdom, and the United States. These countries are bound by the multilateral UKUSA Agreement, a treaty for joint cooperation in signals intelligence.[1][2][3] The origins of the FVEY can be traced back to World War II, when the Atlantic Charter was issued by the Allies to lay out their goals for a post-war world. During the course of the Cold War, the ECHELON surveillance system was initially developed by the FVEY to monitor the communications of the former Soviet Union and the Eastern Bloc, although it allegedly was later used to monitor billions of private communications worldwide.[4][5]

In the late 1990s, the existence of ECHELON was disclosed to the public, triggering a major debate in theEuropean Parliament and, to a lesser extent, the United States Congress. As part of efforts in the ongoing War on Terror since 2001, the FVEY further expanded their surveillance capabilities, with much emphasis placed on monitoring the World Wide Web. The former NSA contractor Edward Snowden described the Five Eyes as a "supra-national intelligence organisation that doesn't answer to the known laws of its own countries".[6]Documents leaked by Snowden in 2013 revealed that the FVEY have been spying on one another's citizens and sharing the collected information with each other in order to circumvent restrictive domestic regulations on surveillance of citizens.[7][8][9][10]

Despite the impact of Snowden's disclosures, some experts in the intelligence community believe that no amount of global concern or outrage will affect the Five Eyes relationship, which to this day remains one of the most comprehensive known espionage alliances in history.[11]”

In fact, these are some of the most powerful and influential individuals to have gathered at St James's Palace. All leading figures in finance, they help to control assets totalling £1.3 trillion.

The 14 women posed with the royal couple at a gala evening this month which raised £675,000 for charity. Now their identities and the extraordinary wealth for which they are responsible can be revealed.

They range from the senior executive at one of the world's biggest banks who competes in triathlons in her spare time, to the investment consultant who admits to owning 110 pairs of shoes.

The event marked a rare foray into the public arena for the women. Several are heads of hedge funds, the secretive investment vehicles which put money into complex financial schemes and can profit in a downturn by effectively betting on markets falling.

Others are executives at banks or asset management companies. Among them are chief executives, presidents, directors, and consultants. Members cover a range of nationalities, reflecting the cosmopolitan nature of the industry.

All are senior figures in 100 Women in Hedge Funds, a philanthropic organisation. The duke became a patron last year, and 100WHF will raise money for charities he is associated with; this month's gala supported the Child Bereavement Charity.

The link-up suggests that the Duke and Duchess are following the lead of the Prince of Wales in ensuring that their charitable initiatives win support from wealthy and influential figures.

100WHF, which has branches around the world, has raised millions of pounds for causes including women's health, education and mentoring.

Anne Popkin, chair of the organisation's global board, flew over from San Francisco for the London event. She said: "It is wonderful to raise such an amount. The reason we work so well with His Royal Highness is our aims and his aims are the same."

"Avenue Capital's Plan Picked for Trump Casinos

A group of bondholders aligned with real-estate magnate Donald Trump won a victory over financier Carl Icahn Monday in a bid to control three casinos in Atlantic City that bear Mr. Trump's name.

The ruling, issued by U.S. Bankruptcy Court Judge Judith Wizmur in New Jersey, puts bondholders owed $1.2 billion in unsecured debt and led by Avenue Capital Management, in charge of steering Trump Entertainment Resorts Inc. out of bankruptcy protection. It also would ensure that the casinos will retain the Trump brand that Mr. Trump first established in the seaside casino resort in the 1980s. The use of the name had turned into something of a spat between the two high-profile investors.

Mr. Trump aligned with private investment fund Avenue Capital, threatened to contest the use of his brand name if the victory had gone to Mr. Icahn. Mr. Trump boasted that the name on the casinos was worth at least $50 million and that overall his brand name was worth more than $3 billion.

Judge Wizmur wrote that while some aspects of the bondholder agreement was less favorable than Mr. Icahn's plan, the use of the name and likeness of Mr. Trump and his daughter Ivanka "tilt the balance in favor of approving the settlement as being in the paramount interest of the Reorganized Debtors." The plan will require some changes to the original plan that bondholders presented. But David Friedman, an attorney for Mr. Trump, said he expected all parties to agree to the terms.

Attorneys aligned with Mr. Icahn had argued that in Atlantic City, the value of Mr. Trump's name was diminished by previous bankruptcies and by delayed capital investment. Neither Mr. Icahn nor his attorneys could be reached for comment.

In an interview, Mr. Trump and Ms. Trump said they saw the victory over Mr. Icahn's plan as a confirmation of their brand value because the judge had written in an opinion that the bondholders' deal to use the brand name was a significant component of her decision. The Trumps will take an equity stake of up to 10% in the company, under the deal.

"The name is the hottest name, period," Mr. Trump said.

In making her decision, Judge Wizmur also rejected Mr. Icahn's argument that the bondholder plan would leave the company too heavily in debt as it emerged from bankruptcy.

With the loss in court, Mr. Icahn, who purchased the $480 million mortgage at a discount, will remain a creditor in the company. He will have 10 days to appeal the decision after a hearing Thursday, attorneys involved in the case said.

The decision comes amidst a period of instability in Atlantic City, where a number of properties are actively seeking buyers even as revenue has plummeted to its lowest point in a decade.

"I think Atlantic City has a great future," Mr. Trump said Monday.

Bondholders warned Mr. Icahn would cannibalize the Trump casinos to strengthen his Tropicana Casino & Resort in Atlantic City, which he acquired in another bankruptcy case.

Mr. Icahn denied the accusation, and said he wanted to get the three on sound financial footing and prevent their fourth return to bankruptcy.

"Obama Elevates SBA to Cabinet-Level Agency

Barack Obama President Barack Obama today announced that the head of the U.S. Small Business Administration, Karen Mills, will be the newest cabinet member.

He made the announcement that the SBA would become a cabinet-level agency in front of small-business owners at the White House. The head of the SBA was a cabinet-level position under the Clinton Administration.

The announcement was part of a larger proposal that would combine the SBA with five other government agencies that focus on business and trade.

Those organizations include the Commerce Department's core business and trade functions; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency.

These agencies combined would, according to Obama, create a more efficient climate for business development and entrepreneurship. In addition, according to AP, the merger would save the federal government $3 billion over 10 years by eliminating duplicate costs and human resources.

Barry Sloane, CEO of the Small Business Authority, applauded the move. "I think it's constructive for two reasons," he told CNBC.com. "By doing this, Obama is making a statement that small business is important. And, he's making good on his promise of reducing overlapping agencies, which will reduce government spending."

The proposal to merge the agencies must be approved by Congress. If the merger is approved, the SBA would no longer be in the cabinet.

Sloane the SBA has been an engine for recovery from the recession. "Under the Obama Recovery Act, he increased loan size from the SBA from $2 million to $5 million, and increased the amount of government guarantee on those loans, which has been helpful to business owners. This proposal is another acknowledgment of the importance of small business."

House Small Business Committee Chairman Sam Graves (R-MO) said in a statement today that "I look forward to examining the [proposed merger] further, and I hope the President will work very closely with Congress before finalizing any changes."

While he was non-committal on whether he would vote to approve the changes, he said: "Decreasing the size of government and reducing bureaucracy is something that I support in principle, however, it is important that any effort to make significant changes to federal commerce and trade programs be done carefully, and in a way that protects America's small businesses."

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m. 

The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
 
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year. 

In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
