#2416: Clinton-Trump Casino with Serco's 8(a) Hotel Clock – Friends, Felons and Flaperon – Marine Corps Intranet Tor

Briefing from United States Marine Field McConnell
Plum City Online - (AbelDanger.net)
August 4, 2015

1. In 2001, the Clinton Foundation and Trump Casinos allegedly launched a bookmaker service for online assassination betting where Serco's 8(a) clocks are used to transmit time-stamped images of victim deaths to high-roller suites in international hotel chains.

2.  In 2014, friends and felons in the Serco 8(a) supply chains, allegedly built by Field McConnell’s sister Kristine Marcy, appear to have transmitted ad hoc waypoint timing signals from an E4B cesium clock into the BUAP of MH Flight 370 as it flew near the British Indian Ocean Territory of Diego Garcia. It is believed that, due to electrical anomaly, the General Electric supplied BUAP extended the leading edge devices at 57 knots above the FLAP 1 MAX FLAP EXT airspeed of 255, i.e. 312 KIAS, and during asymmetrical extension the flaperon tried to compensate for asymmetry and was ripped off at 0642 local FJDG time prior to recovery of symmetrical flight landing at FJDG at 0651 according to last OOOI pings transmitted by Rolls Royce Trent engines installed on 9M-MRO. "6 big questions raised by the debris suspected to be from MH370
By William Wan July 30
After more than 16 months and a global effort involving more than 30 countries and 140 ships, the hunt for Malaysia Airlines Flight 370 finally yielded a clue Thursday.

A piece of debris — strikingly similar to a moveable wing part found on Boeing 777s like the Malaysia Airlines plane — was found washed up on a small, obscure island in the Indian Ocean called Reunion.

But what that debris means has investigators, experts and amateur sleuths around the world scrambling once again. Here are a few answers to the most pressing questions newly raised by the debris:

1. How will investigators be able to tell whether the debris is from the missing plane?

Authorities in France, Malaysia and Australia have yet to confirm conclusively that the debris comes from the missing plane, but officials in those countries and aviation experts said Thursday that preliminary photos and evidence point heavily in that direction.

Confirming that the debris came from a Boeing 777 would also almost certainly mean it came from the Malaysia Airlines plane, because no other Boeing 777s have crashed recently or gone missing in that region.

The debris has been sent to a French military laboratory in Toulouse for analysis. A spokeswoman from the Paris prosecutor’s office said that the debris will likely leave Reunion on a flight Friday and arrive in Toulouse on Saturday, according to the Associated Press.

[Debris in ocean may explain missing Malaysia Flight 370]

2. What will investigators try to learn from the debris?

Once investigators at Toulouse take apart the debris, they will likely be able to confirm that it came from MH370 almost immediately.

"There are serial numbers on so many of the the internal components of a plane — numbers that you can use to trace not just to the factory where it was made but to the lot number and when it was made," said Peter Goelz, a former managing director of the National Transportation Safety Board.

Investigators will also be scrutinizing the flaperon for signs of how it was torn away from the wing it was part of.

"You examine the fractures and tears under a microscope and see if it’s torn off a certain way," Goelz said. "From that you may be able to tell if the plane crashed nose first or flat" like a belly flop.

And while time and currents will have washed any residue from the debris, a pattern of little pits or gashes in the metal could indicate an explosion, he said.

3. Why is there confusion over the part number written on the debris?

One of the more tantalizing but confusing leads offered by the debris is a possible number written on it. The deputy prime minister of Australia, which is leading the underwater search effort, described the number visible as "BB670."

But a French-language newspaper from Reunion island, Le Journal, published a picture that it said it had obtained of the debris with the number 657BB stenciled along its body. The newspaper and other outlets matched the 657BB number to a component described in the Boeing 777 maintenance manual as the "flaperon leading edge panel."

4. What is a flaperon and how did it float as far as the island of Reunion?

Malaysia's deputy transport minister, Abdul Aziz Kaprawi, told reporters that the large, battered and barnacled item was "almost certain" to have been a wing component known as a "flaperon" from a Boeing 777.

The flaperon is a movable segment on the rear edge of the wing. It helps stabilize the plane while flying at low speeds like during takeoff and landing.

While some aluminum parts of the plane are likely to sink quickly, the flaperon is likely hollow with pockets of air, experts said. It may also have been made of a lighter composite material that gave it increased buoyancy.

Calculating the 2,800-mile distance from where the debris was discovered to the suspected area investigators have been searching, the piece would have needed to travel roughly 6 miles a day over 500 days to make it to Reunion.

"That's very doable. The direction of those currents in that area are counter-clockwise, so they fit that as well," said David Gallo, an oceanographer who helped lead the underwater search for Air France 447, which crashed into the Atlantic in 2009 during a flight from Rio de Janeiro to Paris.

5. Can't investigators just trace the debris back to where it came from?

It would be difficult to use the debris and known currents to trace it back to an origin. During the Air France search, said Gallo, such retro-drift modeling actually led investigators on a wild-goose chase to an area where they found nothing.

"So, the idea that you can take something over 500 days and move it backwards over 3,000 miles, I'm not sure that's going to help us understand where better to map."

A more promising lead, he and other experts noted, are the barnacles and other marine life growing on the debris. The creatures growing on the piece can indicate how long it has been in the water, and certain species would suggest different paths across the Indian Ocean. 6. So what does this all mean?

If nothing else, if confirmed as part of MH370, the debris would give some closure to families and also put to rest an entire stable of wild theories that have only grown with each passing day — from secret landings in faroff Kazakhstan to spontaneous blackholes to time travel.

Such a major discovery would also inject much-needed energy into the long-running naval search, said John Goglia, a former member of the U.S. National Transportation Safety Board. “It’s an important factor in these long, drawn-out searches. The people searching out there on boats. You start to doubt, it begins to seem pointless. But a clue like this adds a little extra energy again. Just the fact that we know now for sure it’s out there somewhere." Ashley Halsey III contributed to this post, which has been updated.

"Only Boeing can confirm if flaperon is from MH370, aviation experts say
BY SK THANUSHA Friday July 31, 2015 06:53 AM GMT+8 KUALA LUMPUR, July 31 — An aviation expert yesterday said only Boeing has the key to unravel the mystery of the aircraft part that drifted ashore Reunion Island. Professor Captain Mohd Harridon Mohamed Suffian, head of research and innovation at Universiti Kuala Lumpur, said the aircraft manufacturing company stamps identification numbers on every part.

"It's a quick process to match the number on the debris with their list," said Harridon.

"It would take a couple of days at most, not that difficult. But be warned that some of the numbers might have been erased due to salt water corrosion," he said.

The manufacturers would also check the type of material and coating to see if it matches, but that too might have been marred by seawater, he said.

Harridon also said the possibility of the flaperon belonging to MH370 was quite high as it was found within the seventh arc of the search area.

"It is part of the speculated area. It’s just that they haven't searched that far yet.

"But looking at the area the piece was found, it might just be what we were all waiting for, a clue to finding MH370," he said.

Former Malaysia Airlines (MAS) chief pilot Datuk Captain Nik Ahmad Huzlan Nik Hussain said Boeing and MAS would only need about a day or two to identify the item.

"Each part has a unique number. Boeing knows the numbers and MAS aircraft maintenance engineers know their planes intimately.

"Both will work hand in hand to ascertain if it is from MH370. They just need about 24 to 48 hours," said Nik Ahmad.

He, however, pointed out an Airbus A310 crashed some 1,500km away from the island, and the flaperon might be from that plane.

"That plane has similar wings to the Boeing 777," he said.

Nik Ahmad said if the find is confirmed, this would be the first physical proof that it has crashed.

"Now it is merely missing. Confirmation would cross out most of the theories that rumour mongers have been spreading and we can get on with the real job of finding MH370," he said. He added the flaperon could have drifted from the crash site.

"Yes, it is far, but you have to understand that it has been more than 500 days. The debris could have easily travelled about 8,000km to 10,000km.

"The sea current runs in counter clockwise direction and other debris might have been washed up to the shores of Sri Lanka, Maldives, Madagascar or even the west coast of Indonesia,” he said.

Nik Ahmad said marine biologists could lend a hand in investigations.

“They could check on the marine life encrusted on the debris and ascertain how long that it has been in the water."

He said the wings of aircraft are made of composite, not metal, and does not rust.

"When I saw the picture, the flaperon was white instead of the usual grey. The seawater might have caused the colour to fade.

"But I'm certain that it is part of a wing of a large plane," he said."

"Obama Elevates SBA to Cabinet-Level Agency
Patricia Orsini|
Small Business Editor
Friday, 13 Jan 2012 | 2:53 PM ETCNBC.com CNBC.com
Barack Obama President Barack Obama today announced that the head of the U.S. Small Business Administration, Karen Mills, will be the newest cabinet member.

He made the announcement that the SBA would become a cabinet-level agency in front of small-business owners at the White House. The head of the SBA was a cabinet-level position under the Clinton Administration.

The announcement was part of a larger proposal that would combine the SBA with five other government agencies that focus on business and trade.

Those organizations include the Commerce Department's core business and trade functions; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency.

These agencies combined would, according to Obama, create a more efficient climate for business development and entrepreneurship. In addition, according to AP, the merger would save the federal government $3 billion over 10 years by eliminating duplicate costs and human resources.

Barry Sloane, CEO of the Small Business Authority, applauded the move. "I think it's constructive for two reasons," he told CNBC.com. "By doing this, Obama is making a statement that small business is important. And, he's making good on his promise of reducing overlapping agencies, which will reduce government spending."

The proposal to merge the agencies must be approved by Congress. If the merger is approved, the SBA would no longer be in the cabinet.

Sloane the SBA has been an engine for recovery from the recession. "Under the Obama Recovery Act, he increased loan size from the SBA from $2 million to $5 million, and increased the amount of government guarantee on those loans, which has been helpful to business owners. This proposal is another acknowledgment of the importance of small business."

House Small Business Committee Chairman Sam Graves (R-MO) said in a statement today that "I look forward to examining the [proposed merger] further, and I hope the President will work very closely with Congress before finalizing any changes."

While he was non-committal on whether he would vote to approve the changes, he said: "Decreasing the size of government and reducing bureaucracy is something that I support in principle, however, it is important that any effort to make significant changes to federal commerce and trade programs be done carefully, and in a way that protects America's small businesses."

Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"

"On October 6, 2000, the NMCI contract was awarded to Electronic Data Systems (EDS), now HP Enterprise Services (HP).[11] Secretary of the Navy Gordon England summed up the Navy's IT Environment prior to the commencement of NMCI: "We basically had 28 separate commands budgeting, developing, licensing, and operating IT autonomously. It was inefficient and from the larger Department perspective, produced results that were far from optimal."[12]

NMCI consolidated roughly 6,000 networks—some of which could not e-mail, let alone collaborate with each other—into a single integrated and secure IT environment. HP updated more than 100,000 desktop and laptop PCs in 2007.[13] The program also consolidated an ad hoc network of more than 8,000 applications to 500 in four years and 15,003 logistics and readiness systems to 2,759 over a two-year period.[14]

Sub-contractors to HP include:

Apple Inc., Cisco, Dell, McAfee, Microsoft, Oracle Corporation, Sun Microsystems, and Symantec[15]

Harris Corporation (which acquired Multimax formerly known as Netco Government Services and WAM!NET), which provided enterprise network infrastructure design and support until its contract expired in 2014.[16]

Verizon, which provides wide area network (WAN) connectivity.

HP also provides the security services once provided by Raytheon.

"HP also has worked with more than 400 small businesses, with 5 percent for small disadvantaged businesses, 5 percent for women-owned small businesses and 1.5 percent for HUBZone small businesses. Since its inception, NMCI has exceeded the minimum 40% small business objective set for the contract.[17]

The Department of the Navy has shown no desire to scale back or cancel the program. On 24 March 2006 the Navy exercised its three-year, $3 billion option to extend the contract through September 2010.[1] In April 2006, users began to log on with Common Access Cards (CACs), a smartcard-based logon system called the Cryptographic Log On (CLO). In October 2008, NMCI’s prime contractor HP posted a set of procedures so Apple Mac users can access NMCI's public-facing Web services, such as the e-mail and calendar functions, using their CAC readers with their Macs. The workaround also works with other Defense Department CAC-enabled networks.[27] Alternatively, NMCI and all other CAC-authenicated DoD websites may be accessed using LPS-Public."

"Government still paying G4S and Serco millions for tagging despite ban Alan Travis Home affairs editor
Thursday 25 June 2015 00.01 BST
The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.

Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.

The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.

The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.

In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
