The US government (mostly privatized) has been building underground facilities (DUMBs) for decades and have been logistically supplying them. The Sun is the primacy of our lives. When it does unpredictable things it causes mayhem down here apparently. Abandon civilization? Then when this coming catastrophe destroys life on the surface, what do these billionaires do? Return to the surface and start all over with a slave survivor class used to rebuild another civilization?
