Senior Executive Service (SES) functions as the
managerial backbone of CoG: senior career executives (
Trump wants them out) are designated to run Continuity of Operations (COOP) programs within their agencies, staff Emergency Relocation Groups, maintain classified continuity plans, and ensure rapid execution when CoG is activated.
