For decades, critics of the U.S. Continuity of Government (CoG)...

Editor's note: ...apparatus have warned that it functions not merely as an emergency safeguard but as a parallel power structure that has steadily expanded beyond normal constitutional oversight. Reporting and congressional testimony dating back to the Cold War (extremely profitable), and intensifying during the Reagan era, show that CoG (who knows what these people are up to) planning networks that are closely intertwined with the CIA, other intelligence agencies, national security lawyers, and classified executive authorities, were repeatedly activated, tested, and refined outside the bounds of genuine national emergencies. This normalization of "extraordinary powers" allows the same security and intelligence networks that define threats to also exploit or manufacture crises to justify CoG activation (Americans should prevent CoG from being activated), shifting real decision-making away from elected institutions and into a permanent, opaque national security state (privatized) operating through secrecy, continuity protocols, and the intelligence surveillance state. The CoG apparatus functions as a "secretive government" within the government, exercising extraordinary power (not to mention billions of dollars) through classified networks and unelected authorities who operate largely beyond constitutional and democratic oversight. The Senior Executive Service (SES) functions as the managerial backbone of CoG: senior career executives (Trump wants them out) are designated to run Continuity of Operations (COOP) programs within their agencies, staff Emergency Relocation Groups, maintain classified continuity plans, and ensure rapid execution when CoG is activated.
