#2199: Marine Links Red Switch Obama Rendition Authority To Con Air Serco Sex-Tour Tags

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked Obama's use of the Defense Red Switch Network to authorize the rendition and interrogation of suspects or enemies to his [McConnell's] sister Kristine "Con Air" Marcy's alleged deployment of Serco tagged offenders as sex-tour guides for DOJ Pride.

McConnell claims that Marcy – the 1994 sponsor of the Con Air / Visa Center and former Senior Counsel for the U.S. Marshals – arranged guided "sex tours" of CIA rendition centers and other crime scenes (JonBenet) where members of DOJ Pride were filmed as they abused victims and later blackmailed into outsourcing key government functions such as the National Command Authority's Defense Red Switch Network and the U.S. Air Force Space Command to Serco.

McConnell believes that his sister recruited Obama and his terrorist mentors, Bernardine Dohrn and Bill Ayers, as Serco 'sex tour' guides and CIA entrapment/blackmail specialists soon after a meeting in Washington in 1988 with the founder of the Offender's Tag Association, Tom Stacey.

McConnell believes Marcy had Obama, Dohrn and Ayers' sex-tour profiles recorded in the files of Transitional Immigrant Visa Processing Center in Rosslyn, Va. prior to transfer to the National Visa Agency in 1994 and then to the Carlyle Group's U.S. Investigation Services in 1996.

McConnell believes Marcy ordered Obama handler Valerie Jarrett to remove the Red Switch telephone from the Oval Office in an attempt to give Obama plausible denial of any override authority which could have prevented the sex-tour torture and rendition of 'al-Qaeda' suspects.

McConnell claims Serco staffed the U.S. Air Force Space Command's Red Switch facility on Diego Garcia with the Con Air agents who procured the tranquilizer gas, waypoint switches and visas needed for 'al-Qaeda' 9/11 and subsequently extorted the 9/11 Commission into silence.

McConnell reminds his readers in the CIA that communications network for the most powerful spy ring in history – The Magnificent Five – was provided by the Serco root company RCA GB and just as RCA agents took care of the stand down of American defenses prior to the attack on Pearl Harbor, Serco double agents took care of the stand down of AF Space Command on 9/11.

McConnell invites those against whom he is alleging treason to rebut or face the consequences.

McConnell is making these allegations against the Serco directors and agents who developed an al-Qaeda database for the National Visa Center and 'Red Team' waypoint maneuvers for AF Space Command apparently intended to overthrow the American government by force on 9/11.

McConnell believes the penalties for failure to rebut his allegations will range from up to seven years imprisonment if an accused is found guilty of misprision of treason to the death sentence for American citizens found guilty of treason in a criminal trial or for non-citizens – including immigrants living in the United States – found guilty by a military tribunal.

"Obama's Order: Continued CIA Renditions are Okay

By Larry Jones "Rendition" is the term to describe the secret kidnapping of people the CIA may believe to be linked to "terrorism." Such abductees are then sent to undisclosed nations which cooperate with the U.S. where they have often been tortured. This practice received widespread criticism during the regime of George W. Bush, especially in Europe.

But now President Barack Obama has issued an executive order which allows this heinous practice to continue. The wording is hidden in the order Obama issued on January 22 entitled "Executive Order – Ensuring Lawful Interrogations." A quick reading of it may lead one to say, "Well, good, at last the Bush torture years are finally past." The order requires that interrogation of prisoners must follow the no-torture rules of the Army Field Manual, the Geneva Conventions and various other conventions making torture illegal.

BUT, and it's a big "but," after stating in Section 4 (a) that "The CIA shall close as expeditiously as possible any detention facilities that it currently operates and shall not operate any such detention facility in the future," Obama goes on to write in Section 2(g) that "The terms "detention facilities" and "detention facility" in section 4(a) of this order do not refer to facilities used only to hold people on a short-term, transitory basis." That means rendition facilities, although so far the CIA has had a very flexible view of what "short-term" means.

German citizen Khaled El-Masri tried to sue the CIA for wrongfully kidnapping and abusing him. But in May of 2006, a U.S. District Court dismissed the case on the grounds it would jeopardize state secrets. Secrets like the U.S. really does torture.

Soon after Bush began his war of terror, El-Masri was abducted in Macedonia and taken to a facility in Afghanistan, Here is how he described his treatment at the hands of the CIA:

[Translation] They took me to this room, and I had handcuffs and I had a blindfold. And when the door was closed, I was beaten from all sides. I was hit from all sides. I then was humiliated. And then I could hear that I was being photographed in the process, when I was completely naked. Then my hands were tied to my back. I got a blindfold, and they put chains to my ankles and a sack over my head, just like the pictures we have seen from Guantanamo, for example. Then I was dragged brutally into the airplane, and in the airport I was thrown to the floor. I was tied to the floor and to the sides of the airplane. At some point when I woke up again I found myself in Afghanistan. I was brutally dragged off the airplane and put in the trunk of a car. I was thrown into the trunk of a car.

In a February 1 article in the Los Angeles Times, Greg Miller wrote: "Current and former U.S. intelligence officials said that the rendition program might be poised to play an expanded role going forward because it was the main remaining mechanism - aside from Predator missile strikes - for taking suspected terrorists off the street. The rendition program became a source of embarrassment for the CIA, and a target of international scorn, as details emerged in recent years of botched captures, mistaken identities and allegations that prisoners were turned over to countries where they were tortured."

PRISONS IN IRAQI AND AFGHAN HANDS

This month the infamous Abu Ghraib prison in Iraq will reopen under Iraqi control, according to a report in the Times of India. Abu Ghraib was closed in 2006 after the abuses at the hands of the U.S. in 2003 were revealed to the world and the insurgency received a huge boost leading to a major setback for the U.S. war of terror. The Iraqis will rename the facility Baghdad’s Central Prison because the tem "Abu Ghraib" causes such bitterness in the minds of Iraqi citizens. Deputy Justice Minister Busho Ibrahim told the Associated Press that the prison will house 3,500 inmates when it reopens in mid-February and will have a capacity for about 15,000 by the end of this year.

The United Nations has recently warned about overcrowding and "grave human rights violations" of detainees in Iraqi custody. Attorney Sahar Yasiri, representing the Federation of Prisoners and Political Prisoners in Iraq, said there are more than 400,000 detainees in Iraq being held in 36 prisons and camps and that 95 percent of the 10,000 women among them have been raped. Children, he said, "suffer from torture, rape, (and) starvation" and do not know why they have been arrested. He added the children have been victims of "random" arrests "not based on any legal text."

As Jill McLaughlin wrote on this site on February 1: "Then there is also the prison outside of Kabul, Afghanistan called Pul-i-charki which expanded in 2006 and is run by U.S. allies in Afghanistan. There is little known about this prison since the detainees there are denied legal counsel, and the International Red Cross has been denied access there.. There are also possible loopholes in this ban on torture. Obama may decide to employ some interrogation techniques not outlined in the Army Field Manual."

Large numbers of very good and progressive people are excited about Obama's election and many of them are allies and potential World Can't Wait activists. But they and all of us must not let hope in the new head of the U.S. empire blind us to the realities of a world for which we must accept responsibility."

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post. The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area. The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years."

"Privatization crisis: Taxpayers shafted as contractors 'fail to work in public interest'

Britain's heavily privatized economy is in crisis, jeopardized by "quasi-monopoly" private contractors' failure to work in the public interest, and the government's poor safeguarding of taxpayers' money, says the Commons Public Accounts Committee (PAC).

The spending watchdog, which is responsible for ensuring government financial operations are transparent and accountable, also suggested the coalition is far too reliant on a small group of private contractors to provide vital public services.

This dependence is highlighted by government departments continuing to offer Serco and G4S lucrative contracts, while both firms were being investigated by the Serious Fraud Office (SFO) for overcharging Whitehall departments to the tune of tens of millions of pounds, the PAC said.

The Committee's sharp critique surfaced in a report published on Wednesday entitled 'Transforming Contract Management'. It follows a probe earlier this year, sparked by concerns the government's inadequate management of £40 billion worth of outsourced public contracts had left taxpayers funds vulnerable to widespread fraud.

Privatization crisis

At present, private firms deliver £90 billion worth of services to Britain's public sector. This figure represents half of the state's expenditure on public goods and services.

In light of the key role private firms play in sustaining UK residents’ social and economic lives, the PAC insists Britons should have confidence that outsourced government contracts are "managed well by both government departments and the contractors themselves."

The watchdog's report says Serco and G4S have been overcharging the Ministry of Justice (MoJ) for years with respect to lucrative electronic tagging, and this is a stark illustration of contractors' failure to work in the wider public interest. It also suggests these scandals highlighted the government’s clear failure to safeguard public money.

Reflecting on the Serco and G4s scandals, the committee said they amounted to a "wake-up call." The PAC confirmed in its report it has uncovered similar allegations of the misappropriation of taxpayer funds, and insisted the "present crisis" Britain faces could have been averted if its previous recommendations had been adopted.

While it acknowledged the government is trying to improve its management and procurement of outsourced contracts, it warned "problems with contracting are widespread, long standing and rooted in the culture of the civil service."

Government departments have systematically neglected to channel sufficient resources and expertise into the oversight of "live contracts" and have placed "too much trust" in private contractors, the PAC said.

Remarkably, certain government departments have cut staff numbers assigned to the monitoring of such contracts at a time when the private sector's role in delivering public services is expanding, it noted.

The watchdog acknowledged the government's recent attempts to address these issues.

Poor ethical standards

The PAC's report sharply criticized contractors, warning some have failed to demonstrate an acceptable "duty of care" in their use of taxpayers' funds. It added contractors' ethical standards are not high enough, and certain suppliers appear oblivious to the fact they are delivering public services and must do so in the public interest.

With respect to the G4S and Serco scandals, the committee denounced the government's misleading of the public, arguing state authorities had given the impression business with the firms had been suspended in the wake of the SFO’s investigations.

"It was not acceptable for government to give the impression that all business with Serco and G4S was halted whilst investigations took place, when in fact contracts were extended, new contracts were awarded and negotiations for new business continued," the watchdog's report said.

The government must vigilantly prevent suppliers from becoming "too important to fail," and encourage greater competition in this sector, the report concluded.

The PAC also called for the government to realign commercial relationships central to outsourcing with the public interest in mind."

Following the release of a long-awaited report examining the CIA's use of torture post 9/11, Britain's previously undisclosed role in the controversial rendition program is somewhat clearer.

In the wake of a six-year examination of CIA documents, the US Senate Select Committee on Intelligence (SSCI) published a 480-page summary on Tuesday of its investigation into CIA mistreatment and abuse of terror suspects.

The probe examined the CIA's maltreatment of Al-Qaeda suspects in secret prisons throughout Europe, Asia and the Middle East. It also details assistance offered by foreign allied states.

America's program of "enhanced interrogation," deployed by the CIA on terror suspects post 9/11, was much more brutal than the intelligence agency admitted, the Senate report reveals.

Despite repeated violent interrogation of terror suspects – instances of which Dianne Feinstein, the committee chair, admitted were "torture" – the CIA failed to gather any information that foiled subsequent threats to US national security, the report found.

It also revealed the CIA's treatment of terror suspects breached the body's legal mandate and uncovered evidence of what investigators concluded was the intelligence agency’s systematic deception of Congress.

Reflecting on the contentious CIA rendition program, Feinstein said the covert practices were a "stain" on American values and American history.

The document was redacted amid a string of consultations with top CIA officials. Nevertheless, recent reports reveal the committee chair battled to retain significant details about the involvement of Britain and other US allies in the controversial CIA rendition program.

The UK government, which has failed to oversee an adequate state investigation into Britain's involvement in these practices, will be concerned about the contents of the Senate’s report.

In August, records published under Britain's Freedom of Information (FoI) Act heightened fears the British government lobbied US officials to sanitize the report, and obscure the UK's role in CIA rendition.

At the time, it emerged UK ambassador to the US, Peter Westmacott, engaged in at least 21 separate meetings with members of SSCI prior to the publication of its long-awaited report.

UK complicity in CIA torture & rendition
In recent years, some detail on the scope of Britain's involvement in US rendition practices post 9/11 has surfaced.

An array of leaks, which surfaced prior to the publishing of the Senate's report, highlighted Britain's collaborative role in the CIA's mistreatment and abuse of terror suspects. Of particular note, are allegations that British foreign territory Diego Garcia was used to transfer detainees via rendition flights, contradicting a series of UK government denials that Britain presided over such practices.

It has also emerged that MI6 was complicit in a least two separate CIA rendition cases in 2004, which resulted in the kidnapping and transfer of two Libyans to prisons run by the Muammar Gaddafi regime. Both men's families were also abducted. The pregnant wife of one of the men claims she was bound to a stretcher with tape from head-to-toe for the duration of a 17-hour flight.

A Metropolitan Police investigation into both Libyan rendition cases has been in motion for almost three years. The Crown Prosecution Service (CPS) is currently assessing a file of evidence.

Reports have surfaced that UK intelligence officers interrogated prisoners detained in Guantánamo Bay and at Bagram in Afghanistan, in full knowledge they were being maltreated. and it has also been revealed that the British government offered logistical support for key aircraft in CIA rendition exercises, permitting them to refuel at UK military and civilian airports hundreds of times.

Covert cover-up?

In 2013, the British government shelved a state inquiry into Britain’s role in CIA rendition, only to be criticized by the probe's presiding judge, who suggested the investigation lacked sufficient depth and stringency. The inquiry is now expected to be managed by Britain's intelligence and security committee – a group of peers and MPs who concluded seven years ago that Britain bore no complicity in CIA rendition practices. But the UK’s leading human rights organizations have declared a boycott against the new parliamentary inquiry.

The letter detailing the boycott, first seen by the Observer, warned the influential coalition of groups had no trust in the committee’s capacity to uncover the truth.

While descriptions of the roles adopted by US-allied states in the Senate Committee's report were comprehensive, they were portrayed anonymously.

Concrete evidence that Britain was explicitly implicated in severe violations of human rights common to extraordinary rendition could expose the UK government to legal action.

In July, the European court of human rights ruled Polish government officials had actively facilitated the CIA's European secret prison program.

Legal proceedings and official inquiries have also concluded that Sweden, Italy and Macedonia were implicated in CIA renditions. Romania and Lithuania currently face European Court of Justice (ECJ) proceedings with respect to their involvement in the CIA's program for interrogating and detaining terror suspects.

Commenting on the UK’s involvement in these practices, Clare Algar, a lawyer who works for UK human rights group Reprieve, said it is widely known Britain was "up to its neck in the CIA's rendition and torture program."

"MI6 fell over themselves to take credit for the rendition of Gaddafi opponents – along with their wives and young children – to Libyan prisons in 2004,” Algar said.

But the British government continue to battle against “real accountability in the UK courts," and have reneged on their "promise to hold an independent, judge-led inquiry into the UK's role in CIA torture," she added.

"This is not the behavior of a government committed to transparency and democratic accountability," she concluded."

We depend on contracts with the Federal Government for most of our revenue, and our business would be seriously harmed if the government ceased doing business with us or significantly decreased the amount of business it does with us.

We derived 98.1% and 96.6% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, from Federal Government contracts, either as a prime contractor or a subcontractor. This includes 46.9% and 52.8% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, that we derived, either as a prime contractor or a subcontractor, from contracts with agencies of the DoD and Intelligence community. We expect that we will continue to derive most of our revenue for the foreseeable future from work performed under Federal Government contracts. The fascinating story of the three most famous of the Magnificent Cambridge Five spies continues to this very day as the subject of documentary accounts (as on RT in March 2012) and in the movies where the 2004 Sharon Stone film A Different Loyalty features all three of the principal actors (Kim Philby, Guy Burgess and Donald Maclean) and their flights to Moscow as the center of the story line (although the names were changed in the script) and is well worth your watching.

Orlov was a genius as Stalin had recognized many years earlier and in no single area of expertise than that of selecting his chief captains did he excel more. In charge of recruiting the scions of the British ruling class he appointed Arnold Deutsch. Orlov traveled to London as Chief Resident Spy for the Cheka in 1934, and in that capacity oversaw Deutsch’s work first hand. In February, 1935, after being warned by Stalin that Deutsch was under MI-5 surveillance, Orlov took direct command of Philby, Burgess and Maclean. Let me quote just two more paragraphs from Orlov’s 1963 book (Handbook of Intelligence and Guerrilla Warfare, 1963, Alexander Orlov, The University of Michigan Press, Ann Arbor, 187 pp.) to illustrate one of Arnold's main recruiting methods.

"A very important part in influencing the young men was played by idealistic young women of various nationalities who already had a smattering of Marxian theory and who had acted as a powerful stimulus which spurred the young converts to action. Having been brought up first by governesses as sissies and later sent to exclusive private schools, they were charmed by the daring Amazons, and their intellectual association with them often blossomed into romances which frequently culminated in marriages. These young men hardly regarded themselves as spies or intelligence agents. They did not want anything for themselves – least of all money. What they wanted was a purpose in life, and it seemed to them they had found it. By their mental makeup and outlook they remind one of the young Russian Decembrists of the past century, and they brought into the Soviet intelligence the true fervor of new converts and the idealism which their intelligence chiefs had lost long ago.

Along the way Churchill mentions having seen David, while in the early charge of Wallis Simpson, naked after bath, and that he was to paraphrase "completely shaven from neck to toe, like a newborn baby, including his genitalia." One can imagine the Amazon Simpson babying her lover and then fucking him to death in those ways only an experienced courtesan of her sort can. Wallis Simpson not simply acquired a laundry list of men as lovers and husbands before she met the Prince but had survived in the tough world of Shanghai prostitution where one would have to be very competent just to maintain one's head above water. She made short work of David and forever after had him under her Amazonian spell."
