#2196: Marine Links Serco Hijack Space Command To Tranquilizer Patent, Fly-Over Waypoint Switch

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked hijackers, apparently embedded by Serco as expendables or experts in the U.S. Air Force Space Command, to Serco's alleged use of patented tranquilizer devices to switch a plane from fly-by waypoints' needing pilot anticipation to fly-over waypoints for a Cat IIIc landing or crash.

McConnell believes that Serco recruits its hijackers through the National Visa Center and began installing Space Command tranquilizer and waypoint switching devices in Boeing and Lockheed Martin aircraft after silencing objectors with the NORAD Santa murder of JonBenet Ramsey.

McConnell claims that Serco extorted U.S. government officials into outsourcing the pre-grant publication (PGPubs) classification services of the U.S. Patent & Trademark Office (USPTO) to a Serco team so that the company could "cherry pick" applications and build a patent pool of tranquilizer and waypoint-switching devices for its hijackers embedded in AF Space Command.

McConnell invites those against whom he is alleging treason to rebut or face the consequences. McConnell is making these allegations against the Serco directors and operatives who developed an al-Qaeda database for the National Visa Center and Red Team waypoint maneuvers for AF Space Command apparently intended to overthrow the American government by force on 9/11.

McConnell believes the penalties for failure to rebut his allegations will range from up to seven years imprisonment if an accused is found guilty of misprision of treason to the death sentence for American citizens found guilty of treason in a criminal trial or for non-citizens – including immigrants living in the United States – found guilty by a military tribunal.

Detective Inspector Lestrade of Scotland Yard enlists Sherlock's help with the case of a man who managed to avoid dying in a plane crash—despite checking into the flight—only to be found dead in the trunk of a car. Sherlock can't figure this one out, and later, as Watson writes the case up on the blog, Sherlock peeks at the screen. "No, no, no, don't mention the unsolved ones!" he protests. "Serco Processes 2 Millionth Patent Application for U.S. Patent and Trademark Office
RESTON, VIRGINIA – March 18, 2013 – Serco Inc., a leading provider of professional, technology, and management services to the federal government, announced today that their Pre-Grant Publication (PGPubs) Classification Services team recently processed their 2 millionth patent application for the U.S. Patent & Trademark Office (USPTO). USPTO is the government agency that grants U.S. patents and registers trademarks. In 2006 Serco was awarded the contract with USPTO to manage their Pre-Grant Publication (PGPubs) Classification Services. In a single day, Serco's PGPubs Patent Classifiers process approximately 1,450 patent applications by analyzing more than 21,800 patent claims and assigning more than 7,900 U.S. and international classifications while exceeding quality goals with a better than 97% accuracy rate. The Serco team has received multiple awards from the government for greatly exceeding quality standards.

The Serco PGPubs team has also been extremely innovative in responding to USPTO’s challenges by implementing new methods and systems for better business processes. Since 2006 the team has built a virtually paperless classification operation. The operation includes a secure facility with IT infrastructure, procedures for recruiting and training highly skilled staff, and implementation of a set of automated tools that streamlined the classification process while minimizing errors. The facility is located in Harrisonburg, VA and the project now employs 135 people.

Figure 2: Fly-by and Fly-over Waypoints A change in direction at a fly-by waypoint requires the navigation system to "anticipate" the turn in order to intercept and fly the next leg. The amount of distance of turn anticipation (DTA), (see Figure 2) prior to the waypoint depends primarily on the aircraft speed and the angle of the turn. At a fly-over waypoint, the aircraft will not turn to intercept the following leg until passing over or abeam the waypoint. Aircraft speed and angle of turn will influence the resulting flight path. Fly-over waypoints are shown on charts within a circle.

Given that some variation will always exist in the flight path, there is a much higher level of predictability and repeatability with a fly-by versus a fly-over waypoint. Fly-by waypoints also require less protected airspace than fly-over waypoints. Controllers should remember that aircraft normally maneuver inside of the turn prior to reaching a fly-by waypoint. For a fly-over waypoint, the turn will occur after reaching the waypoint. The final (terminating) waypoint of a procedure will be flown as a fly-over waypoint."

Richmond, B.C. - MacDonald, Dettwiler and Associates Ltd. (TSE: MDA) announced today the company has been awarded a contract by the United States Air Force to develop a system to be used by specialists at Air Force bases to design Instrument Approach Procedures (IAPs).

IAPs are published instructions to pilots specifying a series of aircraft maneuvers that must be executed for the aircraft to transition safely from an en route airway to a runway final approach when flying by instruments. MDA's system ingests digital terrain and elevation data, air navigation data (such as the locations of navigation aids, runways, buildings and towers) to build and display a virtual model of the physical environment surrounding an airport. It then develops the complex surfaces that define a safe approach corridor for any of the dozens of IAP variants, and determines whether any of the defined surfaces are penetrated by terrain or man-made obstacles. It flags these incursions to the operator [hijacker], who can quickly modify the approach procedure through a drag-and-drop user interface.

This initial award, valued at $2.9 million (CDN), consists of a fixed price element to develop, integrate, and test the system. The next phase will include installation, government testing, and operator training. The contract includes an option for the U.S. Federal Aviation Administration (FAA) to adapt the system for their needs. The U.S. Air Force also has options to field the successful system at up to 108 air bases around the world, and to award T&M support contracts for up to 8 years. MDA plans to team up with Air Navigation Data (AND) of Ottawa to offer a custom solution, based on AND's "Final Approach" product.

NVC Contract Award. On January 31, 2006, in a recompetition for our expiring National Visa Center, or NVC, contract, we were awarded the successor contract for the NVC contract by the Department of State. Under the contract, we anticipate performing over 20 million immigrant visa transactions each year at the NVC in Portsmouth, New Hampshire and at the Kentucky Consular Center in Williamsburg, Kentucky. The prime contract has a one-year base period and four one-year options with an announced value of approximately $84 million, inclusive of the options.

We are a provider of mission critical information technology and network solutions primarily to the Federal Government. Our business is guided by our experienced team of eight executive officers and over twenty-five other corporate officers who manage and are responsible for successfully growing our business. As of the end of fiscal year 2005, we employed over 4,000 employees. Approximately 85% of our employees hold Federal Government security clearances or have passed National Agency Checks. Approximately 15% of our employees hold Top Secret security clearances. A significant portion of our employees who hold Top Secret security clearances also hold Sensitive Compartmental Information clearances, which permit us to bid on highly classified projects.

Our broad set of contract vehicles gives us extensive reach and enables us to deliver a full range of our services and solutions to the Federal Government. Risks Related to Our Industry

We depend on contracts with the Federal Government for most of our revenue, and our business would be seriously harmed if the government ceased doing business with us or significantly decreased the amount of business it does with us.

We derived 98.1% and 96.6% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, from Federal Government contracts, either as a prime contractor or a subcontractor. This includes 46.9% and 52.8% of our total revenue in fiscal 2005 and in fiscal 2004, respectively, that we derived, either as a prime contractor or a subcontractor, from contracts with agencies of the DoD and Intelligence community. We expect that we will continue to derive most of our revenue for the foreseeable future from work performed under Federal Government contracts. If we were suspended or otherwise prohibited from contracting with the Federal Government generally, or with any significant agency of the DoD or the Intelligence community, or if our reputation or relationship with the Federal Government or any significant agency of the DoD or the Intelligence community were impaired, or if any of the foregoing otherwise ceased doing business with us or significantly decreased the amount of business it does with us, our business, prospects, financial condition and operating results would be materially adversely affected.

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.

The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.

The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling.

The NVC also preprocesses the chief of mission (COM) application required for the fi ling of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
