McConnell believes that St. Ermin's habitué Tom Stacey deployed some of British Columbia's tagged offenders to spot fix the time of death of their victims so that Serco could use GPS packet switching to backhaul real-time snuff content from the Starnet studios in Vancouver and the Pickton pig farm in Port Coquitlam.
McConnell believes Serco directors moved former Vancouver Mayor and B.C. Premier, Gordon Campbell, with his wife Nancy to London in 2011 so that they could extort the new Canadian High Commissioner to the UK into paying vigs to the ISIS tagged offenders to backhaul the St. Ermin's snuff films from Syria.
McConnell alleges that Serco's academic investors including trustees of Obama's Teachers pension fund and Gabriele Taylor's University Superannuation Scheme (Oxford PPE - David Cameron!) used the Serco GPS clock in July to deploy St. Ermin's tagged offenders as the spot-fixing experts of unknown provenance who backhauled snuff-film content from the MH Flight 17 crash scene near Donetsk.
McConnell notes that Dr. Thomas Barnett of the Naval War College used Serco GPS clock timing signals to stage a phony continuity-of-government exercise in the One World Trade Center offices of Cantor Fitzgerald and its carbon credit brokerage CantorCO2e and that Barnett would subsequently describe the 9/11 events as the "first live-broadcast, mass snuff film in human history."

Why are so many Britons fighting for ISIS?
LONDON -- It is not just American citizens fighting along the Islamic State of Iraq and Syria, the extremist group known as ISIS.
British citizens are doing the same. One is suspected in the murder of an American journalist.
CBS News looked at how Britain became a center for terrorist recruitment.
At home in Britain, he was Nasser Muthanna, a gifted 20-year-old who once dreamed of becoming a doctor. But in Syria, he is now Abu Muthanna al-Yemeni - one of hundreds of young men who have left the U.K. to join the brutal terrorist group ISIS.
The execution of American journalist James Foley, apparently at the hands of a British citizen, has left Britain struggling to understand how one of its own could be responsible for such an atrocity.
Shiraz Maher is an analyst at the International Center for the Study of Radicalization.
"It was a shocking thing to see but it wasn't surprising. If you look at British fighters in Syria over the last year, we've seen them operate as suicide bombers. We've seen them execute prisoners of war. They are participating in most of the brutal acts out there," Maher said.
He said these men no longer see themselves as being British.
"They've disengaged from British society, they've disengaged from British values, they've bought into something else -- a different identity," Maher said.

They see themselves as defenders of Islam in a war against nonbelievers. Their barbaric tactics have been glamorized on social media, a powerful recruitment tool that British authorities are now trying to crack down on.
But the challenge is a formidable one. With every victory on the battlefield, ISIS' appeal grows. Many are concerned that it is only a matter of time before their jihad spreads beyond the Middle East.
On a video posted on YouTube, ISIS foreign fighters are seen burning their passport.
"This is a message for to Canada and all the American power-elite, we are coming and we will destroy you," one jihadi says on the video.
"We are coming for you, Barack Obama!" he adds.
One thing that is striking about these jihadis is that some of them are religious novices. Two fighters who came from Britain reportedly purchased copies of "Islam for Dummies" on Amazon. So they don't necessarily have a sophisticated understanding of Islamic theology. They are drawn to the idea of being warriors.

"ISIS release horrific footage showing slaughter of 250 Syrian soldiers
Aug 28, 2014 18:04 By Gavin Allen
The footage shows piles of bodies face down in the dust with the victims in nothing but their underwear
Stripped to their underwear and marched to their deaths, this shocking video shows the fate of 250 soldiers executed by Islamic State fighters.
The horrific footage shows a long row of dead bodies with the victims in nothing but their underwear, face down in the dust.
Their bodies stretch out in a long line that appeared to be dozens of metres long.
A separate pile of corpses is visible near-by.
The Syrian soldiers were captured buy the extremists when IS seized an air base in the province of Raqqa at the weekend, according to the video posted on YouTube.
"The 250 shabeeha taken captive by the IS from Tabqa in Raqqa have been executed," read the caption posted with the video.
Th term 'shabeeha' refers to the soldiers loyal to President Bashar al-Assad, and is used by the Islamist militants fighting him.
An IS fighter in Raqqa confirmed the video's authenticity to Reuters news agency in a telephone conversation, saying: "Yes we have executed them all.""
"Tom Stacey ... His considerable energy led him into national affairs in the 1960s and saw him standing twice for Parliament for the Conservatives. In 1967 he withdrew from his candidature at an eminently winnable seat at Dover on the grounds of public life blunting creative spontaneity.
Becoming, however, a prison visitor in 1974, in 1981 he conceived the electronic tagging of offenders in lieu of custody to reduce reoffending, taking his feasibility study to the Home Office and launching the Offender's Tag Association in 1982. He remains Director of that research and lobbying group. He has seen the introduction of the idea into the penological tariff in Britain since 1989 and the subsequent nationwide usage of the electronic tag in the monitoring of offenders or bailees, and the spread of the sanction around the world. Stacey is repeatedly called upon by the media to explain or defend the method and value of tagging, as the scheme approaches the availability of round-the-clock surveillance by means of the satellite tag."
"The St Ermin's Hotel has a reputation for use by the UK's secret intelligence agencies. During the 1930s the hotel and the building at 2 Caxton Street were used by officers of the Secret Intelligence Service (SIS or MI6) located close by at 54 Broadway to meet agents and is well documented from March 1938 as the headquarters first of SIS's Section D, headed by Australian George Taylor and then as home of the SOE, working under "Statistical Research Department" cover. Among the more famous personnel known to have worked from offices in the building are Kim Philby, Guy Burgess, Laurence Grand, H. Montgomery Hyde and Eric Maschwitz.
Throughout the Second World War the building operated as a convenient annexe for SIS as it was surrounded by other secret organisations, including the London branch of Government Communications Headquarters (GCHQ) in Palmer Street; MI9 in Caxton Street; the SIS Chief's office at 21 Queen Anne's Gate; the SIS offices in Artillery Mansions on Victoria Street and in the basement of St Anne's Mansions and the MI8 listening post on the roof of what was then the Passport Office in Petty France.[5]
In addition, the hotel was used regularly by SIS, MI5 and Naval Intelligence Division case officers, as mentioned in Snow by Madoc Roberts and Nigel West[6] while the SIS also interviewed prospective employees there, usually by Marjorie Maxse, the organisation's recruiter as detailed in Kim Philby's autobiography My Silent War.[7] Shortly before the war the hotel was the venue for guerrilla warfare classes run partly by MI6, and among those working for 'King and Country' within that group at the time was Noël Coward, as well as art expert and member of the Cambridge Five spy ring, Anthony Blunt.[8]"
"At the Naval War College, Barnett served as Director of the New Rule Sets Project an effort designed to explore how the spread of globalization alters the basic "rules of the road" in the international security environment, with special reference to how these changes redefine the U.S. military's historic role as "security enabler" of America's commercial network ties with the world.[2] The project was hosted by Cantor Fitzgerald and took place near the top of One World Trade Center. After the offices of Cantor Fitzgerald and its carbon credit brokerage subsidiary Cantor CO2e were destroyed at One World Trade Center on 9/11/2001, Barnett described the event as the "first live-broadcast, mass snuff film in human history."[3]"

Time called on Serco's NPL contract"
By Gill Plimmer
Serco, the FTSE 100 outsourcing company, has lost its contract to run the National Physical Laboratory – which built the first atomic clock – after the government said it would seek academic partners to take over the centre instead.
The laboratory has been managed by Serco on a profit-share basis since 1994. But David Willetts, science minister, has decided that the government can "encourage greater interaction with businesses" by ending the contract in March 2014 [Now you know why MH Flight 370 was disappeared], when the company's 17-year tenure comes to an end."
