#1421 Marine Links Serco P4-In-the-Middle Ambush to Marcy, Obama, Rumsfeld and Tillman Clocks

Plum City – (AbelDanger.net). United States Marine Field McConnell has linked a P4-in-the-Middle ambush in Afghanistan on April 22, 2004 to Serco (UK) agents’ apparent disruption of GMT Stratum 0 clocks allegedly used by Kristine Marcy (FEMA-NIST clock), Barack Obama (Boeing E4B clock, Chicago) and Donald Rumsfeld (United States Naval Observatory clock) to deny the late Pat Tillman’s superiors access to the synchronized battlefield awareness they would have needed to keep Tillman out of the P4 trap.

McConnell notes that Kristine Marcy (his sister) and Donald Rumsfeld began working together in 1968 at the Office of Economic Opportunity and he infers they went on to develop a joint time-stamping (?) venture with Serco and Barack Obama’s terrorist associates to support P4-in-the-Middle attacks and the eventual overthrow of the United States government by P4 insiders of the U.S. Senior Executive Service.

Atomic time boffins build better second-watcher NPL and precision on the final frontier

US researchers recently named [Serco’s] atomic clock at the UK's National Physical Laboratory (NPL) in London the most accurate atomic timepiece on the planet. xxxxxxExperts from the University of Pennsylvania found that NPL-CSF2 loses just one nanosecond every two months. It's a badge of honour for NPL, the birthplace of the first successful atomic clock [1], whose daddy was controversial physicist Louis Essen [2] who built Caesium I – in 1955. 

Essen worked with NPL's John Parry, as senior scientist on the clock. He went on in later years to outrage the scientific establishment by claiming that errors [3] in Albert Einstein's theory of relativity meant the formula E=mc² was wrong. Others have since followed Essen [4]. When it comes to clocks, the NPL-CSF2 descendant of Essen's original work is a big hitter. 

Dr Krzysztof Szymaniec, leader of NPL's CSF2 project, told us in an interview: "Whoever you get your time from, they get their time from a clock that uses international time, and we are at the top of the pyramid." NPL CSF2 is one of a six atomic clocks used to ensure the accuracy of the international standard for time, Universal Co-ordinated Time (UTC), upon which all clocks and devices rely for time. 

TAI is set by 300 atomic clocks but these also slip and it is NPL CSF2 – with its five atomic peers – that keep the rest honest [Except that Serco bankers have been using disruptive technologies to stop blue team from synchronizing response to P4itM attacks] , providing the primacy frequency standard.”

“The Accident On April 22nd, 2004, Tillman was operating as a member of 2nd Ranger Battalion around Khowst, Afghanistan. Tillman’s platoon, which included his brother Kevin Tillman, was sent out to do a clearing operation in the village of Manah. With them was a broken down HUMMV in tow. One of the platoon’s HUMMV began experience steering problems as a result of towing the HUMMV. At around 9:00 AM local time, the platoon stopped in a village to assess the situation and decided that the HUMMV could no longer be towed. After receiving word from superiors that there would not be support to come get the HUMMV the platoon hired a local tow truck to take the HUMMV with them on the mission. This took several hours as it was difficult for the platoon to organize the tow truck and deal with the curious locals. Superiors advised them to split into two serials (groups) to proceed with the mission. Serial 1, which contained Tillman, was sent on to Manah to complete the sweep mission there. Serial 2’s, containing Kevin Tillman, goal was to go meet with the tow truck driver, go to a hard topped road to drop off the HUMMV, and then to rendezvous with Serial 1 in Manah. Around 4:30 PM, dusk in this location, an ambush occurred on Serial 2 as they drove through a canyon with enemies firing from the canyon’s edge. Hearing the ambush, Serial 1 turned around to provide support for Serial 2. Part of Serial 1, including Tillman, dismounted from their HUMMVs and moved forward to secure the area. At this point Tillman and an Afghani soldier took cover behind a boulder where the Afghani soldier was killed. Tillman deployed a high-density smoke grenade to mark his location as friendly. When the firefight ended and a cease-fire was called, it was found that Tillman had been shot in the head three times and had been killed in action. The platoon immediately suspected that fratricide, friendly fire, was to blame for Tillman’s death. The platoon called their superiors and requested transport for Tillman’s body and the wounded as well as reinforcements to help secure the area. 

The Cover Up 

By 10:00 p.m. on the day of Pat’s death, Kevin Tillman was arriving at Forward Operating Base Salerno. All phones and Internet terminals available to enlisted men had been shut down to prevent information reaching the press before the next of kin was notified. 8:30 a.m. the following day Lieutenant Colonel Jeffrey Bailey arrived on scene and spoke with the soldiers from both serials. Bailey determined that, in accordance with Article 15-6 of the Uniform Code of Military Justice, an investigation was necessary and informed his superior saying “I’m sure it’s a fratricide, sir, but I think I owe you the details. Let me do this investigation and I’ll give it to you as quickly as I can.” Bailey appointed Captain Richard Scott to head the 15-6 investigation. Though Scott was a highly regarded officer he was under direct command of those he was expected to investigate. As Bailey was well aware, Article 15-6 required “the investigating officer to be senior in rank to anyone whose conduct or performance he may investigate,” yet this decision that was first of numerous irregularities that spanned years and caused the Tillman family prolonged and significant pain. Captain Richard Scott completed his 15-6 investigation on the 4th of May, the day after Tillman’s memorial service. The report claimed, among other things, that “leadership played a critical role and greatly contributed to the fratricide incident…” The report proceeded up the chain of command until it reached Colonel Nixon and Lieutenant Colonel Bailey, at which point it disappeared. Additionally, when a 15-6 investigation is initiated, military law dictates that those in command must alert the Criminal Investigation Division (CID), who in turn would complete an independent criminal investigation. When the CID heard of suspected fratricide, they immediately sent a special agent to inquire. The special agent was intercepted by the legal advisor of Bailey’s boss, Major Charles Kirchmaier, who provided fraudulent information and was congratulated on “keeping the CID at bay.” Over the course of three years, four separate investigations were completed: three deficient Army 15-6 investigations and one two-year long investigation conducted by the Department of Defense inspector general’s office, which was also glaringly deficient. [1] 

As soon as Bailey informed his superior, Colonel Nixon, that the cause of Tillman’s death was friendly fire, Nixon delivered the shocking news to his boss, Brigadier General Stanley McChrystal. McChrystal in turn shared the information with Lieutenant General Philip Kensinger, commander of U.S. Army Special Operations Command, and General Bryan Brown, commander of U.S. Special Operations Command. From there, the word of fratricide was sent via secret back channels to the highest levels of the Pentagon and the White House. As decreed by a federal statute and several Army regulations, Marie Tillman was supposed to be notified that an investigation was being conducted, even if fratricide was only suspected, and “be informed as additional information about the cause of death becomes known.” In addition to this initial oversight, all those involved with the investigation were under strict orders to say nothing about friendly fire to the Tillman Family. These orders lead to several instances where those involved had to explicitly deceive the Tillman’s, even at the memorial service of their loved one. In fact, the Tillman family wasn’t informed that fratricide was suspected until the 24th of May, when Bailey recognized that it was no longer possible to keep the secret contained. [1] The glaring deficiencies described above, though they caused a great deal of pain, could all be a terrible collection of oversights and mistakes. Though a number of things happened that removed all doubt as to whether the deceit was intentional. Standard operating procedures for soldiers killed in action require that his or her uniform, and all other appropriate articles, be returned to the United States with the body for use as forensic evidence. When Corporal Tillman’s body was returned to Forward Operating Base Salerno, his uniform, body armor, notebook and other belongings were burned. In addition to the destruction of evidence, McChrystal submitted a falsified award recommendation. It contained misleading information pertaining to the events surrounding Tillman’s death, as well as two forged witness statements. The documents mentioned nothing of fratricide and in fact stated, “Corporal Tillman put himself in the line of devastating enemy fire.” Many times throughout the document it creates the impression that Tillman was killed by enemy fire. By any measure, the recommendation was fraudulent. [1] 

After four failed investigations, the Tillman family was summoned to testify before the House of Representatives Committee on Oversight and Government Reform. It was here the Tillman’s learned that punishment was meted out by the same party that was guilty and investigating itself. Of those that were responsible for the death of Corporal Tillman some received written reprimands while a few were “released for standards” – often referred to as a “slap on the wrist.” A soldier can be RFS’d for accidentally discharging a weapon, or talking back to an officer. For their part in the ordeal, both Bailey and Nixon were promoted. Of those responsible for the “cover-up” most received “memoranda of concern” or nothing at all, and the only officer that received anything resembling punishment was Lieutenant General Philip Kensinger Jr., who was censured for lying under oath but had conveniently retired from the army 18 months earlier. Needless to say the Tillman family was stunned.”

I just saw the movie the Pat Tillman story. I listened intently when several 4 stars and the previous Secretary of Defense, Donald Rumsfeld, were being questioned about the P4 memo written by General Stanley McChrystal. I thought to myself why ask these folks who you know were lying when they received the P4 memo. It is clearly a shame when we cannot get to the truth. There would have been other means available to Pat Tillman's family to get to the bottom of the P4 memo. How can a football player (Roger Clemens) be found guilty of lying to Congress and go to a federal prison to serve time, yet, our elected officials cannot get to the truth regarding the Tillman "Conspiracy". Look at the P4 memo. I found two versions on the internet. One is redacted the other appears to be real but maybe not. Those who have served in the military and have had the experience of reading "secure" communications know there is more to this. How was the P4 memo communicated from General McChrystal to those commands/commanders in charge? Via a secure communication line. Once received by the communication folks what happens? lets see.. depending on its urgency.. it gets delivered to the person who is suppose to receive it. Who delivers it and when? That is where the Tillman family needed to be investigating. Not with the liars at the top. Once received the person who delivered it to the various 4 star generals (General Abizaid and General Myers) would have kept a copy in a file. It could not be destroyed. Proof of delivery would have been available and the Tillmans could have obtained this via a freedom of information act request. What do I mean by proof of delivery? When a secure communication is received it must be delivered. The secure communication will have a stamp on it for routing and receipt. Once received it is stamped by the receiving agency/office. The Tillman family would have been entitled to this as part of the Congressional investigation. Why did they not receive it? Why did Congress not ask for it?

You can download the document but it is a large pdf file. Was this message sent "cryptically"? How are "top secret" messages sent by military telecommunications? It was sent a certain way so it could be passed to the Secretary of Defense and the White House. 

Next what does this all mean in the message? It has been redacted as well... if the Tillman's knew this.. it would have helped solve the puzzle.

3.4.11 PERSONAL FOR 

PERSONAL FOR messages are those classified and unclassified messages marked "PERSONAL FOR" a person by name or title, and are treated as a personal message. The use of PERSONAL FOR messages is reserved for officers of flag rank and officers in a command status. This special delivery instruction is intended to insure greater privacy than ordinary messages and to convey information on a personal basis. Distribution is made solely to the designated recipient. Additional distribution may be made as directed by the recipient. 

PERSONAL FOR messages are handled by regularly assigned communications personnel who possess a security clearance commensurate with the classification of the particular message. Do not use any special procedure to account for, log, or destroy PERSONAL FOR messages, i.e., attach a disclosure sheet, etc., except as specifically required by the classification applied to the individual message. Transmit PERSONAL FOR messages per the classification of the message. 

3.6.4 TOP SECRET CONTROL LOG 

Upon receipt of a TOP SECRET, including all types of TOP SECRET SPECAT, addressed to the parent command or subscriber of the telecommunications facility, the center will assign a sequential number and enter the originator, date-time-group and copy count of the message into a log. A separate entry will be made for each customer addressed. The messages will be annotated "Copy_____of____" and "Page____of____". 

3.6.11 CRYPTO CENTER FILE 

The cryptocenter file will contain a copy of each message sent or received by the telecommunications facility which is TOP SECRET, SPECAT less SIOP-ESI, or designated for special privacy regardless of classification. TICON/NATO traffic must be filed separately. Messages are to be in date-time-group order and fillers for these messages will be placed in appropriate files. 

3.6.12 BROADCAST FILE 
TOP SECRET messages addressed to the command will be filed as directed in paragraph 3.6.4.”
