Friday July 31, 2015 06:53 AM GMT+8 KUALA LUMPUR, July 31 — An aviation expert yesterday said only Boeing has the key to unravel the mystery of the aircraft part that drifted ashore Reunion Island. Professor Captain Mohd Harridon Mohamed Suffian, head of research and innovation at Universiti Kuala Lumpur, said the aircraft manufacturing company stamps identification numbers on every part.
"It's a quick process to match the number on the debris with their list," said Harridon.
"It would take a couple of days at most, not that difficult. But be warned that some of the numbers might have been erased due to salt water corrosion," he said.
The manufacturers would also check the type of material and coating to see if it matches, but that too might have been marred by seawater, he said.
Harridon also said the possibility of the flaperon belonging to MH370 was quite high as it was found within the seventh arc of the search area.
"It is part of the speculated area. It's just that they haven't searched that far yet.
"But looking at the area the piece was found, it might just be what we were all waiting for, a clue to finding MH370," he said. v Former Malaysia Airlines (MAS) chief pilot Datuk Captain Nik Ahmad Huzlan Nik Hussain said Boeing and MAS would only need about a day or two to identify the item.
"Each part has a unique number. Boeing knows the numbers and MAS aircraft maintenance engineers know their planes intimately.
"Both will work hand in hand to ascertain if it is from MH370. They just need about 24 to 48 hours,” said Nik Ahmad.
He, however, pointed out an Airbus A310 crashed some 1,500km away from the island, and the flaperon might be from that plane.
“That plane has similar wings to the Boeing 777," he said.
Nik Ahmad said if the find is confirmed, this would be the first physical proof that it has crashed.
"Now it is merely missing. Confirmation would cross out most of the theories that rumour mongers have been spreading and we can get on with the real job of finding MH370,” he said.
He added the flaperon could have drifted from the crash site.
"Yes, it is far, but you have to understand that it has been more than 500 days. The debris could have easily travelled about 8,000km to 10,000km.
"The sea current runs in counter clockwise direction and other debris might have been washed up to the shores of Sri Lanka, Maldives, Madagascar or even the west coast of Indonesia," he said.
Nik Ahmad said marine biologists could lend a hand in investigations.
"They could check on the marine life encrusted on the debris and ascertain how long that it has been in the water."
He said the wings of aircraft are made of composite, not metal, and does not rust.
"When I saw the picture, the flaperon was white instead of the usual grey. The seawater might have caused the colour to fade.
"But I'm certain that it is part of a wing of a large plane," he said."

A decade after moving Boeing's headquarters from Seattle to Chicago, former chairman and CEO Phil Condit believes his controversial decision brought Boeing the improvements he had sought — and more. Condit, now 70, spoke in a rare interview about the Chicago move and its outcome, in the solarium of his 72-acre estate on the Redmond-Fall City Road.
One of the big surprises from the move, he said, was the cohesiveness of the Chicago business community, where Condit encountered CEOs frequently gathering to nail down civic goals ranging from landing new companies to building world-class parks.
"I was surprised by how much that happened,” Condit said. "For whatever reason, Seattle does that way, way less.
"A meeting in which Starbucks, Microsoft, Costco, Boeing and Weyerhaeuserand a bunch of small businesses are all in the same place — rarely happens in Seattle,” he added. “It happened all the time in Chicago.”
Condit and Boeing's board announced the Chicago headquarters choice in May 2001, and moved to the former Morton Salt headquarters, just outside the Chicago Loop, that September [11?].
Condit's reflections on the 2001 move come during a time of heightened worries in Washington state about Boeing’s commitment to the Seattle area, where the company was founded."

Mr. Obama taught at the University of Chicago's law school from 1994 through 2004.
In just over a week, the country will mark ten years since the September 11th terrorist attacks. We'll be bringing you all sorts of stories and conversations related to that anniversary.
Today we're going to focus on one Chicago resident: what he did that day, and how he reacted in the days that followed.
In 2001, Barack Obama was a lawyer, a professor and a state senator. We have this look at the president's 9/11 story.
As personal memories of September 11th go, President Obama's are remarkable in how unremarkable they are. Mr. Obama recounted the day as "one bright, beautiful Tuesday morning" a few years ago in an August 2007 speech captured by C-SPAN. v "I remember that I was driving to a state legislative hearing in downtown Chicago when I heard the news on my car radio, that a plane had hit the World Trade Center," he said.
Then an Illinois state senator, Barack Obama recalled he was on Lake Shore Drive. He continued to the Thompson Center, the state building in downtown Chicago, for a meeting of the policy wonky Joint Committee on Administrative Rules. Vicki Thomas is the committee's director. She and her staff rushed to the Thompson Center when they heard of the attacks.
"And on the plaza outside, we began to see members arriving, so we all kind of clustered," Thomas recalled. "They decided to cancel the meeting."
"As members arrived, we told them that that had been the decision, and everyone was sharing news, of course, about what had happened, what they had heard," Thomas said. Thomas doesn't remember exactly who was in the group. Mr. Obama may have even arrived at the building a bit later.
"By the time I got to my meeting, the second plane had hit and we were told to evacuate," Mr. Obama said. "People gathered in the streets in Chicago, looking up at the sky and the Sears Tower, transformed from a workplace to a target."
He went next to his day job, at the law firm Miner, Barnhill and Galland.
"Back in my law office, I watched the images from New York - the plane vanishing into glass and steel, men and women clinging to window sills, then letting go. Tall towers crumbling to dust," Mr. Obama said. "It seemed all the misery and all the evil in the world were in that rolling black cloud blocking out the September sun."
In his book, The Audacity of Hope, Mr. Obama wrote about the scene in the law office. "A group of us sat motionless," he wrote, "as the nightmare images unfolded across the TV screen."
"This is our conference room, and this is where we had the television when the 9/11 explosions happened," said William Miceli, a partner at the firm, standing in the small basement room, with old furniture, law books and green carpeting.
The firm's offices are kind of hidden in a three flat, with no sign on a relatively quiet street just North of downtown.
"The firm was clustered in this room - basically everyone - lawyers, secretaries, paralegals - and the room was full," Miceli said. "We were all watching...it was a small screen.... As I remember it, there was really little conversation. There was no talking. People were just transfixed by what they were seeing on the screen."
So transfixed, Miceli said this week, that he wasn't aware of exactly who was in the room. He has no specific memory of Mr. Obama being there.
Miceli recalled that most people left early that day. At some point, Mr. Obama did too, to his home at the time, a condo not far from Hyde Park's Promontory Point. He described that night in a recent interview on CBS.
"I remember going home and Sasha had just been born," he said. "And I usually had night duty, so Michelle could get some sleep. And I remember staying up...late into the middle of the night, burping my child and changing her diapers, and wondering, 'What kind of world is she going to be inheriting?'"
At that time, few were interested in any profound thoughts this Illinois legislator had on the state of the world. His reaction to the attacks did not appear in the local newspapers, except for a very local one: the Hyde Park Herald.
The paper frequently ran columns by the neighborhood's elected officials, including Mr. Obama. After 9/11, then-editor Caitlin Devitt invited them to submit short statements for the following week's edition.
"The essence of this tragedy, it seems to me, derives from a fundamental absence of empathy on the part the attackers: an inability to imagine, or connect with, the humanity and suffering of others," Mr. Obama wrote. "Such a failure of empathy, such numbness to the pain of a child or the desperation of a parent, is not innate; nor, history tells us, is it unique to a particular culture, religion, or ethnicity. It may find expression in a particular brand of violence, and may be channeled by particular demagogues or fanatics. Most often, though, it grows out of a climate of poverty and ignorance, helplessness and despair."
Devitt said these comments were perhaps more nuanced that most political reactions at the time. Politicians like Mr. Obama, she said, know how to write for the less-hawkish Hyde Parkers. Devitt doesn't remember taking special notice of Mr. Obama's September 19th statement.
"I mean, I never really imagined that these words that I'm reading now would one day maybe be translated into policy - foreign policy, you know, or our national policy, that's, you know, that's pretty, I don't think I thought that big about him," Devitt said.
At that time, the future president was also a senior lecturer at the University of Chicago's law school. The fall quarter hadn't yet begun, but a university spokesman said that by late September, Mr. Obama was teaching a couple courses.
Jaime Escuder was in one of them: Constitutional Law III: Equal Protection and Substantive Due Process. Escuder said in a recent interview that he can remember only one time that Mr. Obama made a comment related to September 11th.
"People starting wearing...the American flag starting appearing everywhere, and particularly - frankly - Republicans, although he didn't mention Republicans," Escuder said. "He did make a comment, though, such that it was clear he was uncomfortable with the - I guess you could say - the effort to politicize the American flag."
Escuder is a public defender now, and remembers his professor's comment when he sees other lawyers wearing flag pins, and when he sees President Obama wearing one. He said it maybe disappoints him a little, but he doesn't fault the president.
"He probably made the calculation that it could be turned into something far bigger than it really was, if he didn't wear it," Escuder said. "He is a patriot and it just takes away one more argument that people could be making against him, if he just sort of goes with the flow on that small issue."
In the fall of 2001, Mr. Obama's political future was cloudy. The year before he'd had an embarrassing primary election loss when he tried to oust U.S. Rep. Bobby Rush. But he'd started to think about a statewide run.
"We went to lunch right after 9/11," said Eric Adelstein, a political consultant based in Chicago.
At lunch, he and Mr. Obama talked about the terrorist attacks, which dominated most conversations at the time, Adelstein recalled. And the state senator with eyes for a bigger office asked him about the logistics of a U.S. Senate campaign. Adelstein said they both acknowledged a specific hurdle.
"He or I might have said, 'You know, now his name rhymes with this horrible mass murderer who's been accused of doing this thing and that would just create an added challenge," Adelstein said this week.
In his book, Mr. Obama wrote about this lunch with an unnamed "media consultant."
"We both looked down at the newspaper beside him," Obama wrote. "There, on the front page, was Osama bin Laden."
"Hell of a thing, isn't it?" Mr. Obama quoted the consultant. "Really bad luck. You can't change your name of course."
Mr. Obama wrote that the consultant "shrugged apologetically before signaling the waiter to bring us the check."
Adelstein doesn't remember it quite like that.
"I think I'd write that off to the poetic license of the author," Adelstein said. "It didn't exactly happen that way. But, you know, he's become president at a difficult time. Everyone who knew him back then, knew that this guy was going to go far, and I think we're grateful that he has."
Adelstin doesn't remember the exact date of the lunch, name of the restaurant or what the two men ate.
A lot of details get fuzzy over ten years. And it's not like everyone in the aftermath of 9/11 made a conscious decision to remember their interactions with Barack Obama, on the off-chance he would someday be in a position to, say, order a military operation to kill the terrorist behind the attacks.
Back then, he was a lawyer, a professor and a state senator. No more important than any of us, on a day that nonetheless would largely shape his presidency."

"Malaysia Airlines Flight 370 (MH370/MAS370)[b] was a scheduled international passenger flight that disappeared on 8 March 2014, while flying from Kuala Lumpur International Airport near Kuala Lumpur, Malaysia, to Beijing Capital International Airport in Beijing, China. Flight 370 last made voice contact withair traffic control at 01:19 MYT (17:19 UTC, 7 March) when it was over the South China Sea, less than an hour after takeoff. The aircraft disappeared from air traffic controllers' radar screens at 01:22.[3][4] Malaysian military radar continued to track Flight 370 as it deviated from its planned flight path and crossed the Malay Peninsula. "Obama Elevates SBA to Cabinet-Level Agency

Barack Obama President Barack Obama today announced that the head of the U.S. Small Business Administration, Karen Mills, will be the newest cabinet member.
He made the announcement that the SBA would become a cabinet-level agency in front of small-business owners at the White House. The head of the SBA was a cabinet-level position under the Clinton Administration.
The announcement was part of a larger proposal that would combine the SBA with five other government agencies that focus on business and trade.
Those organizations include the Commerce Department's core business and trade functions; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency.
These agencies combined would, according to Obama, create a more efficient climate for business development and entrepreneurship. In addition, according to AP, the merger would save the federal government $3 billion over 10 years by eliminating duplicate costs and human resources.
Barry Sloane, CEO of the Small Business Authority, applauded the move. "I think it's constructive for two reasons," he told CNBC.com. "By doing this, Obama is making a statement that small business is important. And, he's making good on his promise of reducing overlapping agencies, which will reduce government spending."
The proposal to merge the agencies must be approved by Congress. If the merger is approved, the SBA would no longer be in the cabinet.
Sloane the SBA has been an engine for recovery from the recession. "Under the Obama Recovery Act, he increased loan size from the SBA from $2 million to $5 million, and increased the amount of government guarantee on those loans, which has been helpful to business owners. This proposal is another acknowledgment of the importance of small business."
House Small Business Committee Chairman Sam Graves (R-MO) said in a statement today that "I look forward to examining the [proposed merger] further, and I hope the President will work very closely with Congress before finalizing any changes."
While he was non-committal on whether he would vote to approve the changes, he said: "Decreasing the size of government and reducing bureaucracy is something that I support in principle, however, it is important that any effort to make significant changes to federal commerce and trade programs be done carefully, and in a way that protects America's small businesses."

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.
The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.
The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling. ….
The NVC also preprocesses the chief of mission (COM) application required for the fi ling of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"

"On October 6, 2000, the NMCI contract was awarded to Electronic Data Systems (EDS), now HP Enterprise Services (HP).[11] Secretary of the Navy Gordon England summed up the Navy's IT Environment prior to the commencement of NMCI: "We basically had 28 separate commands budgeting, developing, licensing, and operating IT autonomously. It was inefficient and from the larger Department perspective, produced results that were far from optimal."[12]
NMCI consolidated roughly 6,000 networks—some of which could not e-mail, let alone collaborate with each other—into a single integrated and secure IT environment. HP updated more than 100,000 desktop and laptop PCs in 2007.[13] The program also consolidated an ad hoc network of more than 8,000 applications to 500 in four years and 15,003 logistics and readiness systems to 2,759 over a two-year period.[14]

The Department of the Navy has shown no desire to scale back or cancel the program. On 24 March 2006 the Navy exercised its three-year, $3 billion option to extend the contract through September 2010.[1] In April 2006, users began to log on with Common Access Cards (CACs), a smartcard-based logon system called the Cryptographic Log On (CLO). In October 2008, NMCI’s prime contractor HP posted a set of procedures so Apple Mac users can access NMCI's public-facing Web services, such as the e-mail and calendar functions, using their CAC readers with their Macs. The workaround also works with other Defense Department CAC-enabled networks.[27] Alternatively, NMCI and all other CAC-authenicated DoD websites may be accessed using LPS-Public."

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.
In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
