Philip Zelikow wrote the 9/11 Commission Report before the 9/11 hearings even began. He and his team wrote the "headers" – the outline – and all of the questions that the 9/11 Commissions were allowed to ask. So even before the hearings, the "official story" had already been written, only needing some details to be filled in.

Every single 9/11 Commissioner went on record complaining that they were "set up to fail" that Zelikow was "working against them" and that the staff had "conflicts of interest" and that the whole thing was a "cover up."

So, naturally, the Philip Zelikow who was in charge of the 9/11 coverup will be in charge of the investigation into the Covid-19 phenomenon.

As with the 9/11 Commission, Zelikow has already determined the "official story" with his "planning group." Eventually, they will have some purportedly powerful senior politicians, perhaps William Barr and Robert Mueller, on the Commission, who will read and paraphrase the text that Zelikow has already written, and then include the "testimony" of people who will appear by Zoom and discuss the topics that Zelikow has prepared. Surely there will be some controversy at some point to garner attention and ratings but the story line has already been written.

It is a safe bet that the conclusions will be it was due to bureaucratic malfunction but no individual was responsible and the remedy is to increase budgets.
