Hamel led a small gathering for mass on Tuesday, Abdel Malik Petitjean stormed
the Église St Étienne in the northern town of Saint-Etienne-du-Rouvray alongside
accomplice Adel Kermiche, holding five people hostage before forcing the
church’s priest to kneel before them. The pair were armed with knives, as well
as fake weapons.
One of the pair, it is
still unclear who, proceeded
to slit Hamel’s throat and kill him in his place of worship, filming
the incident, according to authorities. The attack also left an elderly
worshipper in critical condition. Both attackers had pledged allegiance to the
Islamic State militant group (ISIS), stating their motives during the attack
and in a video recorded beforehand that was posted by the ISIS Amaq news
agency, which called the pair its “soldiers.”
Kermiche, a
19-year-old who grew
up on an estate in the town, had attempted to enter Syria twice in
2015. Authorities released him from
prison in March and he was under surveillance, forced
to wear an electronic tag and on probation at the time of the attack.
His radicalization was so severe that his family had alerted authorities so as
to prevent him attempting to reach Syria."

pounds every month for supplying electronic tagging equipment, more than a year
after both companies were barred from running the contract.
Both companies faced
criminal investigations by the Serious Fraud Office over allegations of
overcharging that led to them repaying nearly £180m.”

An extensive FBI
investigation found evidence that foreign government hackers accessed private
emails sent by former secretary of state Hillary Clinton but no direct evidence
spies hacked into the several unsecure servers she used.
FBI Director James
Comey revealed Tuesday the 11-month probe into Clinton’s private email servers
uncovered negligent handling of very sensitive classified information that was
placed on several unsecure servers between 2009 and 2013, when Clinton served
as secretary of state.
In an unusual public
announcement, Comey outlined findings that included discovery of highly
classified information sent and received on Clinton’s private email servers,
and signs that “hostile actors” gained
access to email accounts of people who were sharing emails with Clinton.”

A donor to the Clinton
Foundation reached out to Hillary Clinton’s office to promote a Haiti hotel
project that later received support from the U.S. government and Bill Clinton,
according to emails released by the Department of State.
Richard L. Friedman, a
Boston hotel developer emailed Cheryl Mills, Clinton’s chief of staff, to tout
the project on May 17, 2011.
“We had a good meeting
with Jean-Louis, Marriott executives, [the Overseas Private Investment
Corporation], etc regarding building hotels in Haiti—I am pursuing this
vigorously and hope to be able to develop 2 to 3 hotels with Marriott as
manager,” wrote Friedman. “I am talking with Commerce and Export/Import Bank
today.”
Friedman said he
recently had a discussion with Hillary Clinton at the White House and asked
Mills to forward her a note for him. It is unclear what he and Clinton
discussed, and portions of his email have been redacted by the State Department
due to “personal private interests.” The note he asked Mills to send to Clinton
is also redacted.
“I will keep you
informed about our progress in Haiti—we are going to need all the help we can
get,” Friedman wrote Mills.
Mills forwarded
Friedman’s full email to Clinton and her scheduler, Lona Valmoro, on June 7
with the note “See highlight—resending.” The copy released by the State
Department does not indicate which portion of the email Mills highlighted.
Friedman contributed
between $1,000 and $5,000 to the Clinton Foundation and gave $2,300 to
Clinton’s presidential campaign in 2008, records show.
He is not the only
Clinton donor associated with Marriott’s efforts in Haiti. The company Digicel
Group teamed up with Marriott International in 2011 in Port-au-Prince to build
a luxury hotel, which opened earlier this year.
Digicel has
contributed between $25,000 and $50,000 to the Clinton Foundation, and its
owner, the Irish billionaire Denis O’Brien, has donated between $5 million and
$10 million. Unigestion Holdings, a subsidiary of Digicel that was reportedly
tasked with managing the hotel project, gave between $10,000 and $25,000.
Marriott International
is also a hefty donor to the Clinton Foundation, contributing between $50,000
and $100,000.
According to a
Marriott press release on Nov. 28, 2011, the Clinton Foundation helped arrange
the partnership between the hotel group and Digicel.
The Port-au-Prince
hotel project continued to work closely with the Clinton Foundation during the
construction process. The foundation said on its website that it was “pleased to help
facilitate the groundbreaking of the new $45 million dollar Marriott/Digicel
hotel,” which opened last March.
Bill Clinton attended
the hotel’s opening, where he thanked Marriott for “giving all of you the chance to
show the real Haiti to the world that will come to this hotel.”
Marriott has received
support for its hotel projects from the U.S. government and affiliated
international donor groups. In 2012, the Overseas Private Investment
Corporation, a U.S. government entity whose budget is linked to the State
Department, pledged to provide long-term loans of up to $200
million to help finance Marriott International “environmentally-sustainable”
hotel construction in “emerging markets” in the Middle East, Africa, Latin
America, and the Caribbean.
The International
Finance Corporation, a member of the World Bank Group whose U.S. funding is
also linked to the State Department appropriations, provided $26.5 million in financing to help construct
the Port-au-Prince Marriott in 2013.
The luxury
accommodations are Haiti’s “first internationally branded hotel,” according to the Clinton Foundation website.
Marriott announced earlier this month that it plans to open 60
additional hotels in the Caribbean and Latin America by 2018.
Watchdogs said the
lack of transparency in this matter is unacceptable.
“Wherever government
money or support tied to the State Department is directed to a project in Haiti
involving a major donor to the Clinton Foundation, the public is entitled to
full transparency,” said Ken Boehm, chairman of the National Legal and Policy
Center, a government watchdog group.

capacity as Home Secretary, Brittan was handed a 40-page dossier by Geoffrey
Dickens MP that detailed alleged paedophile activity in the 1980s at

denied any knowledge of the matter in an e-mail to a Channel
4 Newsreporter in 2013,[28] and

later declared in 2014 that Dickens had met him at the Home Office and that he
had written to Dickens on 20 March 1984, explaining what had been done in
relation to the files.[28]
An initial review by
Home Office civil servant Mark
Sedwill in 2013 found that copies of Dickens's material had "not
been retained" but that Brittan had acted appropriately in dealing with
the allegations. In November 2014, a review by Peter
Wanless followed. Wanless said it was impossible to say whether files
were removed to cover up abuse.[30] The
chairman of the Home Affairs Select Committee Keith Vaz said
that files had been lost "on an industrial scale".[31]
Mark Sedwill found
that 114 files "potentially relevant" to child abuse were known to
have been lost or destroyed by the Home Office and at least four specific
allegations relating to child abuse were not passed to police for up to 35
years.[32]”

In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.
SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.
The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.
'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.
Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.
'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour."
