POLICE have discovered a chilling text message which said "OK, let’s go” along with a map of the Bataclan theatre on the mobile phone of one of the evil suicide bombers behind the Paris attacks.

Samy Amimour is a suspected suicide bomber who blew himself up near the Bataclan theatre Communications are thought to have been sent in hard-to-crack encryptions making their conversations hard to monitor, it was revealed today.
The mobile was found in a bin outside the popular music venue, where 89 concert goers were murdered by three gunmen who open fired and launched a horrific attack before blowing themselves up.
Officers have not yet been able to confirm which of the three terrorists the phone belongs to, but say the phone also contained and detailed plans of the concert hall, where the American metal band Eagles of Death were playing.
The revelation comes as at least two suspected terrorists died in a raid carried out by French police targeting the alleged mastermind behind the Paris terror attacks, Abdelhamid Abaaoud, in the early hours of this morning.

Mastermind Abaaoud, from Belgium, was originally thought to have fled to Syria but police have confirmed he is caged inside the flat.
The revelation comes as officials attempt to figure out how the attacks communicated prior to the night of atrocities.
They said it was likely new and difficult to break "end-to-end" encryption technologies were being used by individuals in Belgium, France and Syria.
Republican Senator Richard Burr, chairman of the Senate Intelligence Committee, said: "We can't tell you today specifcally that they were using a specific encrypted platform.
"We think that's a likely communication tool because we didn't pick up any direct communication [before the attacks]."
Security officials have been on high alert since Islamic State (ISIS) militants claimed responsibility for last week's atrocities in Paris, that killed 129 people.
Germany's friendly with Holland was called off at the last minute last night after a "concrete" threat to the football stadium."

Weapons used in the Paris terror attack on November 13 were supplied by the United States Government and traced back to the federal sting operation "Fast & Furious!"
One of the guns used in the November 13, 2015 Paris terrorist attacks came from Phoenix, Arizona where the Obama administration allowed criminals to buy thousands of weapons illegally in a deadly and futile "gun-walking" operation known as "Fast and Furious." A Report of Investigation (ROI) filed by a case agent in the Bureau of Alcohol, Tobacco Firearms and Explosives (ATF) tracked the gun used in the Paris attacks to a Phoenix gun owner who sold it illegally, "off book," law enforcement sources confirm. Federal agents tracing the firearm also found the Phoenix gun owner to be in possession of an unregistered fully automatic weapon, according to law enforcement officials with firsthand knowledge of the investigation.
The investigative follow up of the Paris weapon consisted of tracking a paper trail using a 4473 form, which documents a gun’s ownership history by, among other things, using serial numbers. The Phoenix gun owner that the weapon was traced back to was found to have at least two federal firearms violations—for selling one weapon illegally and possessing an unregistered automatic—but no enforcement or prosecutorial action was taken against the individual. Instead, ATF leaders went out of their way to keep the information under the radar and ensure that the gun owner’s identity was “kept quiet,” according to law enforcement sources involved with the case. “Agents were told, in the process of taking the fully auto, not to anger the seller to prevent him from going public," a veteran law enforcement official said.
It's not clear if the agency, which is responsible for cracking down on the illegal use and trafficking of firearms, did this because the individual was involved in the Fast and Furious gun-running scheme. An ATF spokesman, Corey Ray, at the agency's Washington D.C. headquarters said that "no firearms used in the Paris attacks have been traced" by the agency. When asked about the ROI report linking the weapon used in Paris to Phoenix, Ray said "I'm not familiar with the report you're referencing." SuperStation95 also tried contacting the Phoenix ATF office, but multiple calls were not returned.
The ATF ran the Fast and Furious experiment and actually allowed criminals, "straw purchasers," working for Mexican drug cartels to buy weapons at federally licensed firearms dealers in Phoenix and allowed the guns to be "walked"—possessed without any knowledge of their whereabouts. The government lost track of most of the weapons and many have been used to murder hundreds of innocent people as well as a U.S. Border Patrol agent, Brian Terry, in Arizona. A mainstream newspaper reported that a Muslim terrorist who planned to murder attendees of a Muhammad cartoon contest in Garland, Texas last year bought a 9-millimeter pistol at a Phoenix gun shop that participated in the ATF's Fast and Furious program despite drug and assault charges that should have raised red flags. A group called Judicial Watch thoroughly investigated Fast and Furious and has sued the Obama administration for information about the once-secret operation.
So there you have it: Barack Obama's Administration was the supplier of one or more guns used in the Paris Terrorist attacks which killed 130 and left hundreds more wounded. When will Congress impeach this guy?"
""Gunwalking", or "letting guns walk", was a tactic of the Arizona Field Office of the United States Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which ran a series of sting operations[2][3] between 2006[4] and 2011[2][5] in the Tucson and Phoenix area where the ATF "purposely allowed licensed firearms dealers to sell weapons to illegal straw buyers, hoping to track the guns to Mexican drug cartel leaders and arrest them."[6] These operations were done under the umbrella of Project Gunrunner, a project intended to stem the flow of firearms into Mexico by interdicting straw purchasers and gun traffickers within the United States.[7] The Jacob Chambers Case began in October 2009 and eventually became known in February 2010 as "Operation Fast and Furious" after agents discovered Chambers and the other suspects under investigation belonged to a car club.[1]
The stated goal of allowing these purchases was to continue to track the firearms as they were transferred to higher-level traffickers and key figures in Mexican cartels, with the expectation that this would lead to their arrests and the dismantling of the cartels.[6][8][9] The tactic was questioned during the operations by a number of people, including ATF field agents and cooperating licensed gun dealers.[10][11]
[12][13][14] During Operation Fast and Furious, the largest "gunwalking" probe, the ATF monitored the sale of about 2,000[1]:203[15] firearms, of which only 710 were recovered as of February 2012.[1]:203 A number of straw purchasers have been arrested and indicted; however, as of October 2011, none of the targeted high-level cartel figures had been arrested.[6]
Guns tracked by the ATF have been found at crime scenes on both sides of the Mexico–United States border, and the scene where United States Border Patrol Agent Brian Terry was killed December 2010. The "gunwalking" operations became public in the aftermath of Terry's murder.[2] Dissenting ATF agents came forward to Congress in response.[16][17] According to Humberto Benítez Treviño, former Mexican Attorney General and chair of the justice committee in the Chamber of Deputies, related firearms have been found at numerous crime scenes in Mexico where at least 150 Mexican civilians were maimed or killed.[18] Revelations of "gunwalking" led to controversy in both countries, and diplomatic relations were damaged.[2]
As a result of a dispute over the release of Justice Department documents related to the scandal, Attorney General Eric Holder became the first sitting member of the Cabinet of the United States to be held in contempt of Congress on June 28, 2012.[19][20] Earlier that month, President Barack Obama had invoked executive privilege for the first time in his presidency over the same documents.[21][22]"

Fast and Furious Cover-up Rewarded in Appointment of New ATF Director

On Friday, March 20, 2015, B. Todd Jones, the Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF,) announced his resignation. Mr. Jones's departure comes on the heels of the disastrous attempt by the ATF to ban a common rifle ammunition, yet another federal sub rosa effort at gun control through governmental constriction of the ammunition supply. The real news is Mr. Jones's replacement, although you would not know that from any mainstream reporting.
The announced new Acting Director is the current Deputy Director, Thomas Brandon, a man with an apparently secret history at the ATF. In news dispatches of March 20th, Mr. Brandon is described blandly by the AP, CNN and ABC as a 26-year veteran at the agency who was appointed Deputy Director in 2011. This gives the impression of an earnest, knowledgeable, hard working civil servant, does it not?
Perhaps all of the professional reporters are too pressed for time these days to perform a basic Google search. Or, perhaps not a single so-called journalist has the brain capacity to remember a shameful, deadly national disaster called Fast and Furious. In that government-operated illegal gun running scheme, thousands of guns were allowed to be straw purchased in the U.S. and transported to Mexico for sale to drug cartels so the Feds could track them. Rather than tracking the guns, however, the Feds lost them. That gross incompetence cost the lives of U.S. Border Agent Brian Terry, I.C.E. Agent Jaime Zapata and an untold number of Mexicans who were murdered with those unlawfully trafficked firearms.
For those of us who do not live in the memory hole that shields this administration from any accountability, here are some relevant facts about Acting Director Brandon and his involvement in the Fast and Furious cover-up.
According to outgoing Director Jones's sworn testimony of April 2, 2014 before the House Oversight and Government Reform Committee, Mr. Brandon was the person who determined disciplinary punishments for all of the ATF personnel involved in Fast and Furious. Brandon was "the ultimate decision maker." Director Jones confirmed that Thomas Brandon did not fire a single person for participation in Fast and Furious.
The 471 page Justice Department Inspector General Report by Michael E. Horowitz recommended disciplinary action be considered for 14 federal officials. Let's examine what happened to just a few key ATF players. Special Agent William Newell was the Agent in Charge of Fast and Furious. The IG Report specifically recommended his termination. Per an August 17, 2011 ATF press release, Mr. Newell was initially reassigned to the Office of Management "to assist with the OIG investigation and congressional inquiry."
Director Jones confirmed in his testimony on April 2nd that although the ATF Professional Review Board (PRB) also recommended Newell's firing, Mr. Brandon saw fit to impose a far lighter penalty. Mr. Newell was only demoted from Senior Executive Service to a GS 13 grade pursuant to a settlement. Director Jones also confirmed during testimony that the PRB recommended a 14-day suspension for Lead Case Agent Hope MacAllister. Deputy Director Brandon issued her only a letter of reprimand. David Voth was the Phoenix Group Supervisor during Fast and Furious. Per the August 17, 2011 ATF press release, Mr. Voth was transferred laterally to ATF Headquarters in 2011. The PRB recommended demotion to a non-supervisorial Special Agent status. In settlement, Mr. Brandon issued a simple demotion.
According to a March 28, 2014 letter to Director Jones from Senator Charles Grassley and Congressman Darrell Issa, it appeared that all three of these Fast and Furious alumni were still on the ATF payroll. Through Director Jones's testimony, we now know that Mr. Newell retired at some point and at his higher pay rate of the Senior Executive Service. As the Director did not dispute the congressional presumption that Agents MacAllister and Voth remained employed, we are left to assume that they are still working for the ATF.
This easily researched history reveals Brandon's key role in keeping the truth of Fast and Furious hidden from Congress and the public. Had heads rolled, angry ex-employees might have turned whistle-blower and implicated higher-ups at DOJ and even the White House. The game of mutual extortion; employee silence in exchange for job security, achieved its purpose.
Bear in mind that Brandon's efforts were only a part, albeit a critical one, of a larger information black-out strategy. The suppression of information was further assured by Obama's assertion in 2012 of executive privilege to shield from disclosure Fast and Furious documents Congress sought. Eric Holder's stonewalling and misrepresentations to Congress provided the third prong of the cover-up. For his role in information suppression, Mr. Holder received a civil contempt citation from the House.
Brandon's team player credentials, earned by keeping ATF silence, explain his continued value to the administration. Although out of the media spotlight, of course, the facts of Fast and Furious and the ensuing cover-up continue to be probed by a determined few.
Judicial Watch has multiple Freedom of Information Act suits pending against the DOJ and the ATF. Eric Holder's intention to resign was announced in striking proximity to a federal court ruling in one of those actions which compelled the DOJ to release certain information regarding Fast and Furious. For this victory, Judicial Watch was treated to an election eve document dump from DOJ on 11/04/14.
In addition to the Judicial Watch suits, the House filed a lawsuit for judicial enforcement of congressional subpoenas issued to and ignored by DOJ, during the Fast and Furious oversight investigation (Oversight Committee v. Holder.) So far, the Federal District Court Judge has compelled the obstructionist DOJ to prepare an "executive privilege log" of the documents it is withholding. The ruling is another significant step in forced extraction of information sequestered by administration fiat.
So, now that you know a few facts about Mr. Brandon, his elevation to Acting Director makes complete sense. This most deadly and despicable of scandals is still simmering. Thomas Brandon was just handed the ATF Directorship to keep the lid on that pot for the next two years.

Serco awarded new European External Action Service IT contract
Serco has secured a new service contract to deliver a central management service for IT classified systems. The services will be delivered in Brussels with all staff executing the service holding security clearance up to 'Secret UE' level to access the classified zones. The duration of the contract is 4 years and it is valued at 9,000,000 EUR. The European External Action Service is the European Union's diplomatic corps. It supports the EU foreign affairs chief (High Representative for Foreign Affairs and Security Policy, Catherine Ashton) in conducting the common foreign and security policy. It has Delegations around the world working on behalf of the people of Europe and representing the EU as a whole. The EEAS manages the EU's response to crises, has intelligence capabilities and cooperates with the European Commission in areas which it shares competence with. The EEAS operates classified information systems (CIS) in order to securely exchange and process classified information. Serco are responsible for ensuring these CIS will be maintained, supported and monitored on a daily basis to ensure reliable and performing services.
The service's that Serco will be responsible for include, setting up a Service Centre to manage the services in a global approach, beyond pure support. This Service Centre will resolve all tickets and service requests related to CIS:

The FBI responded today to release of the National Academy of Public Administration (NAPA) report entitled Transforming the FBI: Progress and Challenges.
The FBI appreciates the efforts of the NAPA Panel on FBI Reorganization, led by former Attorney General Dick Thornburgh. For more than two years, the panel has monitored the FBI's progress in adapting to new threats, and has made constructive recommendations that have contributed greatly to the success of the Bureau's reorganization and transformation efforts to date.
The findings and recommendations of this report, which focused on counterterrorism, intelligence, and security, are timely, constructive, and helpful to our efforts to improve our capabilities in these areas. We are pleased that the panel reported progress in all of the areas examined and that the panel's number one recommendation is "that the FBI continue to be the key domestic intelligence agency responsible for such national security concerns as terrorism, counterintelligence, cyber, and transnational criminal activity."
The FBI agrees that there are areas where we need to strengthen our efforts and improve our performance. As a general matter, the recommendations in the report are consistent with initiatives that are either currently underway or in the planning stages. The FBI continues to enhance processes and technologies to improve information sharing. We continue to strengthen our intelligence capabilities by standing up the Directorate of Intelligence and instituting recruitment and training initiatives to build an intelligence workforce. We also have efforts underway to strengthen management and enforcement of our security program.
Director Robert S. Mueller, III said, "NAPA's Panel on FBI Reorganization has been a valuable partner in the FBI's transformation efforts. We are gratified that the panel has endorsed our overall approach to reform the Bureau and enhance its capabilities. The City of London Police has closed an investigation into Serco's prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
"The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company," the firm said in a statement.
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong."

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year. In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock.
The MoJ agreed that Capita should continue to use the older G4S/Serco tagging equipment until the first satellite tracking tags were due to come into use by the end of last year.
But there have been continued delays in the development of the satellite tracking tags and the contracts with G4S and Serco to use their equipment have been extended. The Guardian understands that they were given a 15-month extension earlier this year with a further extension possible when that expires in 2016.
Richard Garside of the Centre for Crime and Justice Studies said: "The ministry is continuing to pay G4S and Serco for the supply of electronic tagging equipment months after the contracts should have been terminated, because the timetable for the next generation of satellite tagging technology has slipped and slipped.
"The ministry needs to clarify, as soon as possible, when payments to G4S and Serco will end."
Garside claimed that the MoJ had originally published inaccurate data showing that the two companies had been paid a total of £32m but had since clarified the figure as being £13.2m.
An MoJ spokeswoman said: "G4S and Serco no longer deliver electronic monitoring services. We have always been clear Capita would continue to use their systems until new tags were developed, which gave taxpayers value for money and put public safety first."
She said that the Centre for Crime and Justice Studies' original interpretation of the MoJ data had been incorrect as the bulk of the reported £32m that had been spent had been for the period in 2013 and 2014 when G4S and Serco still held the tagging contract.
The former justice secretary, Chris Grayling, announced in July last year that a small Redditch company, Steatite, would supply the new generation of satellite GPS tracking tags. They in turn sub-contracted to a Taiwanese company, Sanav. But it is understood that the first Steatite tags were rushed into use last year in an attempt to meet Grayling's end-of-year deadline, but had to be withdrawn amid a dispute over intellectual property rights and other issues. The tags may not be ready until 2016 or later.
G4S runs the largest current satellite tracking programme in the world in France where it tracks the daily movements of 12,000 offenders. A G4S spokesman said: "Our GPS-enabled electronic monitoring technology is a world-leader – designed, developed and exported from our base in Leicester to 17 countries around the world – and we will continue to support the ministry of justice in England and Wales in any way we can."

Soames was educated at St. Aubyns Preparatory School in Rottingdean, East Sussex and Eton College,[2] and then Worcester College at the University of Oxford,[3] during which time he worked as a DJ at the London nightclub Annabel's, as well as being elected to the Presidency of the Oxford Union.[3]
Career[edit]
Upon graduation, he was offered a position at General Electric Company (GEC) by the managing director Arnold Weinstock. He remained at GEC for 15 years, working in the company's avionics and computing divisions, and became managing director of Avery Berkel, running the company's UK, India, Asia and Africa operations.[4]
After leaving GEC in 1997, Soames joined the software company Misys as chief executive of its Midas-Kapiti division. He was promoted to chief executive of the Banking and Securities Division in June 2000.[5]
Soames left Misys after a disagreement with Misys founder Kevin Lomax on the company's direction, and was appointed chief executive of power hire group Aggreko in June 2003,[6] replacing Philip Harrower who died when his car collided with a train in the United States.[7]
Soames was appointed Officer of the Order of the British Empire (OBE) in the 2010 New Year Honours.[8] In November 2010 Rupert Soames gave a speech to Holyrood in which he warned, "In the UK, we are already close to the rocks, because, over the next 8 years a third of our coal-fired capacity, two-thirds of our oil-fired capacity, and nearly three-quarters of our nuclear capacity will be closed down either through age or the impact of the European Large Combustion Plant Directive. Absent a massive and immediate programme of building new power stations, with concrete being poured in the next two years, we will be in serious danger of the lights going out."
