January 1, 2016

1. Abel Danger (AD) asserts that Serco 8(a) companies triggered an incendiary bomb in "The Address Hotel" in Dubai on New Year’s Eve 2015 and used remotely-controlled fire alarm and sprinkler systems designed by international engineering firm Atkins to deliver spot-fixed carbon offsets and/or body counts.

2. AD asserts that Serco has configured the Defense Red Switch Network for Resilience exercises so Hillary Clinton's cabinet colleagues can inject news at Wag the Dog mass-casualty events and attribute 8(a) attacks to virtual long-range terrorist groups.

3. AD asserts that Serco's 8(a) operatives of security systems in the world's largest hotel chains have set up death-pool suites for Trump's high-roller guests to watch injected news of prospective mass-casualty events and share vigs for the delivery of spot-fixed carbon offsets and body counts.

United States Marine Field McConnell (http://www.abeldanger.net/2010/01/field-mcconnell-bio.html) offers to brief James Webb and Ben Carson on how to recognize Serco's role (RCA GB 1929) in the NYE 8(a) bomb attack in Dubai from Serco's Resilience news injects and media plays over Clinton Defense Red Switch Network into Trump's death-pool suites in the world's most elite hotels.

It is now D-Day + 32.

"Huge fire breaks out at Atkins-designed Dubai skyscraper
31 December 2015 | Leave a comment
A fire has engulfed The Address Downtown Dubai hotel tower near the Burj Khalifa, ahead of New Year's Eve celebrations.

Burning debris was seen falling from The Address, designed by international architecture and engineering firm Atkins.

According to the BBC, the cause of the fire is not yet known. The skyscraper occupies a site close to the world's tallest building, the Burj Khalifa, which hosted a massive fireworks display tonight despite the nearby blaze.

The 302-metre-tall, 63-storey tower was completed in 2008, and is currently the 19th tallest building in the Emirate.

The fire is thought to have engulfed around 20 floors of the building. According to the Dubai Media Office, the official government communications department, there were 14 minor injuries related to the fire, one major injury, and one person suffered a heart attack and smoke inhalation.

The blaze is contained to the outside of the building. Internal sprinkler systems have prevented it from spreading to the interior."

"Carbon Management - Supported by engineers, scientists and economists from across Atkins, our team of carbon experts support all sectors in the transition to a low carbon economy as part of mitigating climate change.

Our team of experts can provide strategic advice to help organisations not only comply with statutory requirements to measure and reduce their carbon footprint [Arkancide!] but also to improve carbon performance that will increase resource efficiency, cut costs and bring reputational benefits that can offer competitive advantage.

Our multidisciplinary experience encompasses: Carbon measurement, auditing and footprinting, whether it be for one of your operations or for the whole organisation.

Voluntary disclosure – For instance in the production of Environmental Product Declarations or returns [by way of protection-racket kickbacks into Tony Blair's] Carbon Disclosure Project (CDP).

Low carbon strategy design – In designing your bespoke strategy, we can outline a range of low carbon options from renewable and energy efficiency solutions for an entire building portfolio to travel planning, behavioural change and carbon offsetting. This may also include how to best develop and market low carbon products and services or how to enter the traded sector.

Advice on the EU Emissions Trading Scheme and Carbon Reduction Commitment.

Low carbon strategy implementation – We can run change programmes within an organisation or across the supply chain. In addition, we can also help set up a long term monitoring system for ongoing management of your carbon footprint.

Carbon critical design and engineering – Low carbon solutions are at the heart of everything Atkins does across the plan, design, enable cycle. We have developed a suite of carbon tools that enable our designers and engineers to optimise the carbon credentials of a project within the agreed brief, programme and budget.

Mapping both the embodied and operational carbon of any project enables our clients to make value based and robust decisions about which options to adopt in order to minimise carbon over the design life of their structure or scheme."

"Confidential project, Dubai, UAE This prestigious project had many integrated AV systems in auditoriums, theatres, conference rooms, board rooms and meeting rooms. The AV systems used in this project included digital PA / BGM system, digital signage, outdoor LED wall, videoconferencing and discussion and interpretation system. The PA / BGM system is entirely digital audio and the zones can be divided by the software to the client’s requirements and to match the fire alarm zoning. The Digital Signage system covers all lobbies, reception, lift cars, recreation centres providing facilities for meeting room management, RSS feeds, way finding, news, weather updates or any other digital video format displays through the Local Area Network (LAN). There are also three large outdoor LED walls on the podium which are able to display advertisements, signage contents and other digital video formats. Confidential project, Dubai, UAE Atkins concept design for this project included many integrated AV systems: multipurpose hall, cinema, ballrooms, conference rooms, training rooms and meeting rooms. The AV systems designed for this project included PA / BGM system, digital signage, video conferencing and discussion system etc. The Public Address (PA) / Background Music (BGM) system covers all the common areas and restaurants on all floors with separate zones. The PA system over-rides the BGM while announcements are made. Paging can be done to a single zone, multiple zones or to all zones according to the message types. The PA system also functions as a secondary alarm for the fire alarm system. The multipurpose hall and the conference rooms will have the facility for videoconferencing along with the projection system and sound reinforcement system. They all have the touch panel control system to control the input equipments along with lighting, volume, drapes etc. The training rooms have the interactive whiteboard as projection screen."

"Serco Combined Resilience Exercising
http://www.epcollege.com/EPC/media/MediaLibrary/Downloads/Gold-Standard.pdf

Types of Exercise Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurised environment.

They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations.

Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan. Such exercises also test information flow, communications, equipment, procedures, decision making and coordination.

Simulation and Media Support The method of delivering an exercise is flexible and will be designed with the client to meet their requirements with options ranging from simple paper-based delivery through to full use of their real communications systems [Red Switch Network and Hawkeye onion router surveillance aircraft] and advance computer simulation [In Trump's death pool and war room suites]. In addition, media play can also be added in the form of news injects and the provision of experienced journalists and television crews to help test procedures and also assist in training key staff.

"Charles de Gaulle is the flagship of the French Navy (Marine Nationale) and the largest western European warship currently in commission. She is the tenth French aircraft carrier, the first French nuclear-powered surface vessel, and the first and so far only nuclear-powered carrier completed outside of the United States Navy. She is named after French statesman and general Charles de Gaulle.

The ship carries a complement of Dassault-Breguet Super Étendard, Dassault Rafale M and E‑2C Hawkeye aircraft, EC725 Caracal and AS532 Cougar helicopter for combat search and rescue, as well as modern electronics and Astermissiles. She is a CATOBAR-type carrier that uses two 75 m C13‑3 steam catapults of a shorter version of the catapult system installed on the U.S. Nimitz-class aircraft carriers, one catapult at the bow and one across the front of the landing area.[6] Thanks to her characteristics, Charles de Gaulle is the only non-American carrier-vessel in the world able to  operate American aircraft such as the F/A-18E/F Super Hornet [7] or C-2 Greyhound,[8] which operate from American carrier-vessels.[9] …

In 1993, it was alleged by The Guardian that a group of engineers inspecting the vessel during her construction were British Secret Intelligence Service (MI6) operatives [allegedly deployed by the Auld Alliance booster David Cameron to integrate the Nine Eyes surveillance network with the French Force de Frappe], believed to have been learning the method of shielding the nuclear reactors, amongst other technical details.[11] However, the newspaper published a denial by both the British government and the Direction de la surveillance du territoire (DST) (in English: Directorate of Territorial Surveillance) that there had been any incident.[12]"

"The Northrop Grumman E-2 Hawkeye is an American all-weather, carrier-capable tactical airborne early warning (AEW) aircraft. This twin-turboprop aircraft was designed and developed during the late 1950s and early 1960s by the Grumman Aircraft Company for the United States Navy as a replacement for the earlier, radial piston-engined E-1 Tracer, which was rapidly becoming obsolete. The aircraft's performance has been upgraded with the E-2B, and E-2C versions, where most of the changes were made to the radar and radio communications due to advances in electronic integrated circuits and other electronics. The fourth version of the Hawkeye is the E-2D, which first flew in 2007. The E-2 was the first aircraft designed specifically for its role, as opposed to a modification of an existing airframe, such as the Boeing E-3 Sentry. Variants of the Hawkeye have been in continuous production since 1960, giving it the longest production run of any carrier-based aircraft.

The E-2 also received the nickname "Super Fudd"[2] because it replaced the E-1 Tracer "Willy Fudd". In recent decades, the E-2 has been commonly referred to as the "Hummer" because of the distinctive sounds of its turboprop engines, quite unlike that of turbojet and turbofan jet engines. In addition to U.S. Navy service, smaller numbers of E-2s have been sold to the armed forces of Egypt, France, Israel, Japan, Mexico, Singapore and Taiwan."

"Serco farewell to NPL after 19 years of innovation
[outsourced by David Cameron at Treasury] … 8 January 2015
Serco said goodbye to the National Physical Laboratory (NPL) at the end of December 2014 after 19 years of extraordinary innovation and science that has seen the establishment build a world-leading reputation and deliver billions of pounds of benefit for the UK economy. It has been estimated that work carried out by the Centre of Carbon Measurement at NPL will save eight million tonnes of carbon emissions reductions (2% of UK footprint) and over half a billion pounds in economic benefit [bullshit] over the next decade. .. · NPL's caesium fountain atomic clock is accurate to 1 second in 158 million years and NPL is playing a key role in introducing rigour to high frequency

"Spectre – On a mission in Mexico City, unofficially ordered by the previous M by way of a posthumous message, James Bond kills two men arranging to blow up a stadium and gives chase to Marco Sciarra, an assassin who survived the attack. In the ensuing struggle, Bond kills Sciarra and steals his ring, which is emblazoned with a stylised octopus. On his return to London Bond is indefinitely suspended from field duty by the current M, who is in the midst of a power struggle with C, the head of the privately-backed [Serco] Joint Intelligence Service, which consists of the recently merged MI5 and MI6. C also campaigns for Britain to join "Nine Eyes", a global surveillance and intelligence co-operation initiative between nine member states [Five Eyes + BRIC]. C uses his influence to close down the '00' section, believing it to be outdated."
"8(a) Business Development Program[edit] The 8(a) Business Development Program [controlled through Serco protégée Base One Technologies and Clinton Nine Eyes servers] assists in the development of small businesses owned and operated by individuals who are socially and economically disadvantaged, such as women and minorities. The following ethnic groups are classified as eligible: Black Americans; Hispanic Americans; Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians); Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan [Mineta interned in WWII], China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). In 2011, the SBA, along with the FBI and the IRS, uncovered a massive scheme to defraud this program. Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"
