On "Special Report" tonight, Charles Krauthammer discussed the tragic shootings in Chattanooga, Tennessee. Four Marines were killed today when a gunman opened fire at two separate military centers.
A police officer was also wounded and suffered non-life threatening injuries. The suspected shooter has been ID'd as 24-year-old Muhammad Youssef Abdulazeez.
The names of the Marines who were reportedly shot were not immediately released pending notification of their families.
Krauthammer said that today's shooting is "in all probability an example of radical Islam at work" in America. "The general issue is radical Islam," he stated.
He said that when Obama called the shooter a "lone gunman" earlier at his press conference, he "disconnected the dots."
"I think it's sort of the whole six and a half years of Obama always wanting to err on the side of downplaying the threat. The threat is radical Islam, which he won't say," Krauthammer said. "The war is going to be generational."

On Valentine's Day 2013, the heads of the Chicago Crime Commission and the Chicago office of the U.S. Drug Enforcement Administration named infamous Mexican drug lord Joaquín "El Chapo" Guzmán as the city's Public Enemy No. 1.
The timely label, occurring 84 years after gangster Al Capone first earned it following the St. Valentine's Day Massacre in 1929, lasted only a year as Guzmán was arrested in Mexico the following February, but the imprint his organization made – and continues to make – on Chicago has helped turn the U.S.'s third-largest city into one of the nation’s largest drug trafficking hubs, replete with the violence and related crimes that come with that designation.
"Sinaloa Cartel traffickers sit on the top of the pile, and they feed down all the way to the street level dealers," Dennis Wichern, special agent in charge for the Drug Enforcement Administration’s Chicago field division, told Fox News Latino.
The drug trade in Chicago has helped fuel pervasive gang violence that has resulted in a quickly rising homicide rate. Chicago ended 2014 with 425 murders, and this year the city had seen 30 slayings by the end of January.
New York may have the famed five families of the Mafia, and Los Angeles is the cradle of the Bloods and the Crips, but Chicago remains gangland capital in the United States.
From Capone and his North Side Gang rival, Hymie Weiss, in the 1920s to the Vice Lords and Latin Kings in the 1950s to biker gangs like the Outlaws that emerged in the city’s suburbs, the Second City has bred some of the U.S.'s most dangerous and famous criminals over the past century.
Now, however, the heavy-hitters from the criminal class appear to be moving to Chicago from south of the border and using the city's ever-growing Mexican population to camouflage themselves and recruit new members.
"It's not a new phenomenon up here in Chicago," Wichern said. “Like any population, there will be a small element that gets involved in criminal activities."
Cook County police say that the neighborhoods of Pilsen and Little Village, both of which are about 82 percent Hispanic according to Census data, have become hubs for Sinaloa Cartel associates who traffic heroin, cocaine, marijuana and methamphetamine across the city and – with easy access to the Stevenson, Dan Ryan, and Eisenhower Expressways – across the country.
Chicago is one of the U.S.'s largest interior cargo ports, the world's third-largest handler of shipping containers, and is located along the Burlington Northern Santa Fe rail line. It also sees 1.5 million tons of imports and exports a year go through O'Hare International airport alone in a year.
The city has 1.3 billion square feet of warehouse property – one of the largest concentrations of industrial space in the U.S. – which offers plenty of space for traffickers to hide their product.
"It's a huge distribution center with so many interstates and train lines that [traffickers] can run their products out of the city," Adam Isacson, a senior associate for regional security policy at the Washington Office on Latin America told FNL.
The biggest cash earner for the Sinaloa Cartel – which controls about 45 percent of the entire U.S. drug market – in Chicago is heroin. Many people addicted to painkillers have switched to heroin both because it's cheaper than prescription pills and because purity levels of heroin have risen in recent years.
In Chicago, the largest increase in heroin overdoses has occurred in the suburban areas surrounding the city, according to the DEA’s 2014 National Drug Threat Assessment.
The Mexican cartels, especially Guzmán's Sinaloa group, have also found heroin to be very profitable as they deal with falling cocaine consumption and marijuana legalization in parts of the United States. Once known as small-scale producers of low-quality heroin, the Mexican cartels are now refining opium paste into high-grade, white heroin that sells for a fraction of the cost that it did a few years ago.
"Heroin is making a ridiculous comeback in the U.S. right now," Isacson said. "It's not that low-grade, black tar stuff anymore… It's now so pure you don't even need a needle to get high because you can just snort or smoke it."
The DEA's 2014 National Drug Threat Assessment found that while Afghanistan is by far the world's largest producer, it largely sends its heroin to markets in Europe and Asia. While half the heroin found in the United States now comes from Mexico, up from 39 percent in 2008.
The Sinaloa cartel's near-monopoly on the drug trade in Chicago has led to skyrocketing levels of violence among lower-level drug gangs throughout the Windy City and left drug enforcement officials in the Midwest struggling to catch up.
Officials at the DEA admit that winning the drug war is not something that is entirely feasible, but they did highlight a number of recent high-profile arrests and convictions that put dents in the Sinaloa Cartel's armor.
The DEA in Chicago has a very strong case against Guzmán if he is ever extradited to the U.S. – something that is being debated in Mexico right now. Also last week two major capos-turned-informants in Sinaloa's Chicago organization were convicted of running a $2 billion drug ring. That was quickly followed by a federal indictment of nine alleged drug traffickers connected to the Mexican crime group.
"The DEA is out there banging away and making arrests every day," Wichern said.
Even so, Wichern added, it is difficult to keep up with the evolving tactics of the cartels and the market which they cater to.
"The game is always changing out there,” he said.

"The Sinaloa Cartel has a presence in 17 Mexican states, with important centers in Mexico City, Tepic, Toluca, Zacatecas, Guadalajara, and most of the state of Sinaloa.[30] The cartel is primarily involved in the smuggling and distribution of Colombian cocaine, Mexican marijuana,methamphetamine and Mexican and Southeast Asian heroin into the United States.[31][32] It is believed that a group known as the Herrera Organization would transport multi-ton quantities of cocaine from South America to Guatemala on behalf of the Sinaloa Cartel. From there it is smuggled north to Mexico and later into the U.S.[33] Other shipments of cocaine are believed to originate in Colombia from Cali and Medellíndrug-trafficking groups from which the Sinaloa Cartel handle transportation across the U.S. border to distribution cells in Arizona, California, Texas, Chicago and New York.[11][31][34]
Prior to his arrest, Vicente Zambada Niebla ("El Vicentillo"), son of Ismael Zambada García ("El Mayo"), played a key role in the Sinaloa Cartel. Vicente Zambada was responsible for coordinating multi-ton cocaine shipments from Central and South American countries, through Mexico, and into the United States for the Sinaloa Cartel. To accomplish this task he used every means available: Boeing 747 cargo aircraft, narco submarines, container ships, go-fast boats, fishing vessels, buses, rail cars, tractor trailers and automobiles. He was arrested by the Mexican Army on 18 March 2009 and extradited on 18 February 2010 to Chicago to face federal charges.[16]
In the late 1980s, the United States Drug Enforcement Administration believed the Sinaloa Cartel was the largest drug trafficking organization operating in Mexico.[35] By the mid-1990s, according to one court opinion, it was believed to be the size of the Medellín Cartel during its prime.[35] The Sinaloa Cartel was believed to be linked to the Juárez Cartel in a strategic alliance following the partnership of their rivals, the Gulf Cartel and Tijuana Cartel.[32][35][36] Following the discovery of a tunnel system used to smuggle drugs across the Mexican/US border, the group has been associated with such means of trafficking.[34][37]
By 2005, the Beltrán-Leyva brothers, who were formerly aligned with the Sinaloa Cartel, had come to dominate drug trafficking across the border with Arizona. By 2006, the Sinaloa Cartel had eliminated all competition across the 528 km of Arizona border. The Milenio (Michoacan), Jalisco (Guadalajara), Sonora (Sonora), and Colima (Colima) cartels are now branches of the Sinaloa Cartel.[38] At this time the organisation was laundering money at global scale, mainly through British bank HSBC.[39]
In January 2008 the cartel allegedly split into a number of warring factions, which is a major cause of the epidemic of drug violence Mexico has seen in the last year.[40] Murders by the cartel often involve beheadings or bodies dissolved in vats of alkali and are sometimes filmed and posted on the Internet as a warning to rival gangs.[41]
As of 2013, the Sinaloa Cartel continues to dominate the Sonora-Arizona corridor, which extends for nearly 375 miles. It relies on eight "plaza" bosses, leaders of a specific geographic region along the corridor, to coordinate, direct, and support the flow of narcotics north into the United States. Key cities along the corridor include theMexicali plaza, San Luis Rio Colorado plaza, Sonoyta plaza, Nogales plaza, and the Agua Prieta plaza.
The Tucson and Phoenix, Arizona metropolitan areas are major trans-shipment and distribution points for the cartel in the US.[42] To coordinate operations in the southeast US, Atlanta has emerged as a major distribution center and accounting hub and the presence of the Sinaloa Cartel there has brought ruthless violence to that area.[43] Chicago continues to be a major Sinaloa distribution point for the Midwest, taking advantage of a strong local demand market and convergence of several major interstate systems that offer distribution throughout the US. The cartel also benefited for a long time of easiness in cash transactions and money laundering through banks with presence both in the US and Mexico like HSBC. In 2013, the Chicago Crime Commission named Joaquin "Chapo" Guzmán "Public Enemy No. 1" of a city Guzmán has never set foot in. He is the only individual to receive the title since Al Capone.[47]
The focal point for Sinaloa in Chicago is the city's "Little Village" neighborhood. From this strategic point, the cartel distributes their product at the wholesale level to dozens of local street gangs, as much as 2 metric tons a month, in a city with over 120,000 documented gang members. The Gangster Disciples are one of the local gangs most actively working with the cartel.[48]"

Serco Inc., a provider of professional, technology, and management services, announced the award of a new contract to provide training support to the US Marine Corps (USMC). The Marine Air Ground Task Force (MAGTF) Training Systems Support contract has a one-year base period and one six-month option period valued at nearly $18 million, if the option is exercised.
Under this contract, Serco will support Combat Instructor School training, systems integrations and operations in a classroom and operations center environment in support of MAGTF Staff Training Program Division-sponsored and supported events. Serco will deliver collaborative tools and web development for garrison and tactical event environments. Training support will include warfighting skills and seminars, mission rehearsal exercises, C2 systems, and combat simulation. Serco expects to hire over 100 new employees to support this contract at 6 sites around the world.

Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks. .. In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy [Field McConnell's sister] said. SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001. .. Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a [onion router] turnaround time of one hour. The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.
In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
