Memo Places Hillary Clinton At Core of Travel Office Case
By DAVID JOHNSTON Published: January 5, 1996 WASHINGTON, Jan. 4— A memorandum by a former Presidential aide depicts Hillary Rodham Clinton as the central figure in the 1993 travel office dismissals, a politically damaging episode that the aide said had resulted from a climate of fear in which officials did not dare question Mrs. Clinton's wishes.
The newly released draft memorandum, written by David Watkins, the former top administrative aide at the White House, also sharply contradicts the White House's official account of Mrs. Clinton as merely an interested observer in the events that led to the dismissal of the White House travel staff and their replacement with Clinton associates from Arkansas.
In the memorandum, apparently intended for Thomas F. McLarty, who was the White House chief of staff, Mr. Watkins wrote that "we both know that there would be hell to pay" if "we failed to take swift and decisive action in conformity with the First Lady's wishes."
Mr. Watkins, a close Clinton associate from Arkansas, wrote the memorandum to respond to criticism of his role in the dismissal of all seven employees of the travel office in May 1993.
He was dismissed himself in 1994 after using a Government helicopter for a golf outing, and White House officials said today that his description of Mrs. Clinton's role was inaccurate.
In the memorandum, Mr. Watkins gives a detailed account that says the pressure for action came directly from Mrs. Clinton and indirectly through two close Clinton friends: Harry Thomason, a Hollywood producer and part-owner of an air-charter consulting firm, and Vincent W. Foster Jr., the deputy White House counsel who committed suicide in July 1993.
"Once this made it onto the First Lady's agenda," Mr. Watkins wrote, "Vince Foster became involved, and he and Harry Thomason regularly informed me of her attention to the travel office situation -- as well as her insistence that the situation be resolved immediately by replacing the travel office staff.
"Foster regularly informed me that the First Lady was concerned and desired action -- the action desired was the firing of the travel office staff. On Friday, when I was in Memphis, Foster told me that it was important that I speak directly with the First Lady that day."
He wrote that he had called Mrs. Clinton that evening and that she had conveyed "her desire for swift and clear action to resolve the situation." A White House report on the affair, issued in July 1993, said Mrs. Clinton had been informed of problems at the travel office and had asked questions but had done little more. By contrast, in Mr. Watkins's account, written in fall 1993, the dismissals were precipitously pushed through almost entirely at Mrs. Clinton's insistence, despite his preference for a gradual reorganization. He would have resisted, he said, but he was afraid of dismissal. In explaining that fear, Mr. Watkins referred to an earlier incident in which he said Mrs. Clinton had become furious over his failure to transfer Secret Service agents whom she blamed for disclosing an unflattering story to a news magazine. "If I thought I could have resisted those pressures, undertaken more considered action, and remained in the White House, I certainly would have done so," he wrote. "But after the Secret Service incident, it was made clear that I must more forcefully and immediately follow the direction of the First Family." Mr. Watkins said he had spoken directly with Mrs. Clinton about the matter once, five days before the travel office dismissals, after Mr. Foster told him he should speak directly with her. During that conversation, according to the memorandum, Mrs. Clinton told him that "she thought immediate action was in order" because the company that had handled the Clinton campaign's charters [whose Travelgate clients allegedly used Hotel Serco's assassination betting onion router networks] could pick up the work."
"Vince Foster – The Man Who Knew Too Much
22 years have passed since Vince Foster allegedly ended his life, by shooting himself in the head on July 20, 1993. Foster was said to have been depressed, at the time of his suicide, but don’t know whether to take those reports at face value.
There have been reports, that Foster knew too much about the shady dealings on the Clintons, and was shot and then staged to appear as if he had committed suicide.
BACKGROUND ON VINCE FOSTER – He was born Vincent Walker "Vince" Foster Jr. on January 15, 1945 in Hope, Arkansas. He was a childhood friend and neighbor of future president Bill Clinton as a youngster. Foster joined the Rose Law Firm in 1971 and later helped Hillary Rodham gain employment with the law firm.
He was chosen Outstanding Lawyer of the Year in 1993, by the Arkansas Bar Association. Foster was appointed as White House Defense Counsel, but that did not go that well, when he submitted the names of three people, who were rejected by Congress, as political appointees.
The Travelgate incident concerned the firings of seven employees and Foster and Hillary Clinton were reportedly involved in the firings.
Deputy White House Counsel Vince Foster became worried about the firings about to take place and ordered the KPMG Peat Marwick review. The review started on May 14 and the report was given to the White House on May 17. KPMG was unable to do an actual audit, because there were so few records in the Travel Office that could be audited and because the office did not use the double-entry bookkeeping system that audits are based upon. One KPMG representative later described the office as "an ungodly mess in terms of records" with ten years of material piled up in a closet. When the review came back with its reports of irregularities, Watkins went ahead with the terminations on May 19.
It would be only two months after the firings, that Foster would allegedly end his life on July 20, 1993.
We may never know what happened the night that Foster is said to have committed suicide. One of the 101 peculiarities is that nobody heard gunshots, but that could be because Foster may have been killed elsewhere and then brought to the staged scene, where it would appear that he committed suicide. The closest house was 490 feet away, which equals to 163 yards, which is equivalent to a football field, plus another 63 yards of a second football field.
These are a few of the peculiarities mentioned in The Vince Foster Case:
1. The man who discovered the body in Ft. Marcy Park says he was curious about the cause of death and looked closely for a gun. He emphatically says there was no gun in either hand. The FBI put great pressure on this witness to change his testimony. Why? Did he interrupt the staging of a suicide that was only completed after he had left the scene?
15. Medical technician Richard Arthur was one of the first to reach the death scene. Arthur emphatically says he saw an automatic pistol in Foster's hand. His description of the weapon is very precise and correctly matches the profile of an automatic. He adamantly swears it had a barrel with straight lines as opposed to a tubular shape and a hand grip that was "square in shape." If his testimony is correct, it suggests an automatic was replaced with a revolver sometime after the police arrived.
18. Five homes are located an average of 490 feet from the crime scene, yet nobody in the neighborhood heard a shot. The residence of the Saudi Arabia ambassador is 700 feet from the crime scene. Guards at the residence heard no shot. Presumably the sound of a shot would greatly alarm trained bodyguards. This anomaly is neatly accounted for if (1) a silencer was used, or (2) Foster was shot at another location.

The Sheraton Chicago Hotels & Towers will serve as headquarters for President Barack Obama during the NATO/G8 summits in May.
The hotel, which has three presidential suites, each with a separate parlor and conference table for 12, has plenty of experience handling high-profile guests in town for heady events.
The Sheraton served as headquarters to former President Bill Clinton during the 1996
Democratic Convention and during the Trans-Atlantic Business Dialogue in 2002, and it's been the hotel of choice for the former president for events related to his Clinton Global Initiative.
In September, the Sheraton was the site of a high-profile fundraiser for Mr. Obama's re-election bid.
Now that the president has settled on a home base for the mid-May summits, hotels are hoping the rest of the G8 delegations — the delegations hoteliers care about most — will fall in accordingly.
There's been some jockeying as to who would be willing to stay in the same hotel as whom — does anyone want to stay with the Russians?
Dignitaries have made verbal commitments, but they haven't yet signed on the dotted line.

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.
In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
