Plum City - (AbelDanger.net): United States Marine Field McConnell has linked Serco's procurement of hollow-point ammunition for agents in emergency operations centers ('EOCs') in Virginia and Chicago to its alleged reconfiguration of the U.S. Defense Red Switch Network to support a coup d'état by the cake-boy president of the United States, Barack Obama.

"To this day, people in Chicago are still scared about being murdered for talking about Barack Obama being gay or about what goes on at Trinity United with the still-active "Down Low Club". Young, gay, black men are mentored into the club and are eventually paired up with often unattractive and difficult to deal with straight black women who never have boyfriends (since guys don't want to have anything to do with them). A friend of mine in the "Think Squad" of prominent black professionals I talk to regularly calls these women "heifers" and says it's very common for "cake boys" to be paired up with "heifers" so that "dummies are fooled" into thinking they are straight."

McConnell believes Serco has reconfigured Vancouver's E-Comm 9-1-1 facility as a Red Switch hub so that Canada can override the U.S. National Command Authority during periods of civil unrest and use Virginia's mobile emergency operations centers to direct mass murder of citizens with hollow-point ammunition and force Washington to surrender to Obama paramilitaries.

McConnell suggests that Canadians check out 32-year veteran Serco manager Bob Coulling who appears to have the tradecraft skills needed for scripted killings at staged mass casualty events, especially his experience in electronic warfare, tagging, asset recovery and paedophile image analysis for the UK MOD, GCHQ, CESG, Police, Home Office, Serious Organised Crime Agency, Ministry of Justice and Customs and Revenue and Immigration Service.

The Department of Homeland Security is under investigation for purchasing large stockpiles of ammunition, days before legislation was introduced that would restrict the amount a government agency can legally buy.

The Government Accountability Office is now conducting the investigation into the alleged DHS purchases, which is "just getting underway," GAO spokesman Chuck Young told US News & World Report.

DHS officials have repeatedly denied stockpiling ammunition, but AP reports claim that the agency plans to buy more than 1.6 billion rounds of ammunition over the next four or five years, and has already bought 360,000 rounds of hollow point bullets and 1.5 billion rounds in 2012.

DHS claims that it is buying ammo in bulk to save money, but experts have pointed out that hollow point bullets cost nearly twice as much as full metal jacket rounds. They also explode on impact for maximum damage, which has caused some Americans to wonder what purpose they would serve the DHS domestically. Purchasing 1.6 billion rounds of ammo would also give DHS the means to fight the equivalent of a 24-year Iraq War. Members of Congress say the DHS has repeatedly refused to tell them the purpose of procuring such large amounts of ammo.

"They have no answer for that question," Congressman Timothy Huelscamp told Infowars in March, pointing out that the purchases are being made at a time when sequestration should be limiting the agency's spending. "...We're going to find out... I say we don't fund them until we get an answer."

DHS officials testified last week that it was only planning to purchase up to 750 million rounds of ammunition for training centers and law enforcement over the next five years. The agency's spokesman, Peter Boogaard, told Congress that the media reports are 'misleading'. But Boogard also mentioned a second five-year contract for up to 450 million rounds of ammunition for law enforcement purposes. Together, the two DHS contracts for ammunition would result in purchases of up to 1.2 billion rounds of ammo.

"With more than 100,000 armed law enforcement personnel in DHS, significant quantities of ammunition are used to support law enforcement operations, quarterly qualifications, and training, to include advanced firearms training exercises," Boogard said. 

But the DHS testimony did not provide an adequate explanation for the large amount of ammo it plans to procure, prompting a GAO investigation at approximately the same time as the introduction of the AMMO Act.

The new legislation, which was introduced in both the Senate and the House on Friday, would prevent government agencies from buying any more ammunition if its stockpiles are already larger than what they were in previous presidential administrations.

Proponents of the bill suspect that government agencies may be making large ammunition purchases to keep the supplies out of the hands of Americans at a time when the administration has been trying to reduce gun violence.

"President Obama has been adamant about curbing law-abiding Americans' access and opportunities to exercise their Second Amendment rights," US Sen. Jim Inhofe, who introduced the bill, said in a news release. "One way the Obama Administration is able to do this is by limiting what's available in the market with federal agencies purchasing unnecessary stockpiles of ammunition... [DHS] has two years worth of ammo on hand and allots nearly 1,000 more rounds of ammunition for DHS officers than is used on average by our Army officers."

Congressman Frank Lucas cited an ammunition shortage in Oklahoma and blamed the DHS for taking away Americans' Second Amendment rights by removing ammo from the market.

The GAO investigation will attempt to determine whether there truly is a reason for the large ammo purchases, or whether DHS is simply buying large quantities to save money in the long run."

Project Overview:

Since 2008, Serco has assisted DAC with the analysis, design, development, implementation, management/ administration, and evaluation of integrated, enterprise-wide and component-specific training, learning, knowledge management, and strategic human resource management interventions that are critical to achieving their mission. Serco holds an OPM TMA TO with DAC and also a contract through GSA Millenia Lite. When the GSA contract could not support all of DACs needs, Serco recommended the use of the OPM TMA vehicle. Through these contracts, Serco provides training program management support to deliver multi-faceted best practice solutions in training development and delivery, knowledge management, portal technologies, course conversions (ILT and CBT to WBT), mobile performance applications, and Learning Management Systems support. Serco applies the ADDIE model to all course development activities including ILT, WBT, and leading-edge technologies including mobile performance applications. Serco provided LMS support and also developed and continues to manage DAC's Ammunition Community of Excellence.

Types of Solutions Developed:

Serco converted DAC curriculum from predominantly ILT to a blended training environment that provided DL, ILT support, continuous performance support through a CoP, and mobile application tools for approximately 110,000 students annually. To date, Serco has worked with DAC to grow their online curriculum to more than 60 courses representing approximately 240 hours of training. Serco assisted DAC in migrating to the mandated Army Learning Management System (ALMS) in less than six months. Serco also provides ongoing support for the identification of new DL courses while maintaining and updating the spectrum of existing courses. On the ILT front, Serco provides design support and, when required, additional facilitator/instructor support for several courses.

The CoP provides a repository of relevant materials, a forum for collaborative sharing of information, and an "Ask an Expert" capability for soldiers to receive answers to their questions from qualified DAC resources. The CoP enjoys more than 10,000 active members and has received numerous accolades from appreciative members.

Most recently, Serco proposed the inclusion of mobile application tools and games 
[!!!!!!!] to reinforce training and provide continuous and "in the field" performance support. To date, Serco has developed six mobile apps which have been distributed for both the iOS (Apple App Store) and Android (Google Play) environments. Together, these apps have reached over 15,000 soldiers and have allowed DAC to become a center of excellence in this burgeoning training environment.

Intended or Achieved Result:

Through the design and delivery of customized instructor-led, web-based training and distribution of mobile performance supports, Serco has increased the number of DAC learners by 10–15% year over year. Serco has increased the number of DAC learners reached annually by 10%–15% via varied modalities. In 2011 alone:
  • 110,000 Soldiers took a Serco-authored DAC Distance Learning course
  • 15,000 Soldiers participated in a Serco-developed, DAC-sponsored ILT course
  • 15,000 people used the Serco-administrated DAC Ammunition CoP to discover information, references or collaborate with other ammunition professionals"


"Serco Awarded New $355 Million Virginia Traffic Management Contract

RESTON, VIRGINIA – May 16, 2013 – Serco Inc., a provider of professional, technology, and management services, announces today the award of a new contract to integrate and operate Virginia Department of Transportation's (VDOT) transportation operation centers, manage the Safety Service Patrol, and develop and implement a statewide advanced traffic management system.  The contract has a six year base period valued at $355 million and three two-year option periods.  Work is expected to begin during the third quarter of 2013.

Following yesterday's approval by the Commonwealth Transportation Board, Commissioner Gregory Whirley signed the Transportation Operations Center and Statewide Advanced Traffic Management Systems contract.  Under this contract, Serco will support VDOT as it moves from its existing traffic management systems, to a single advanced, real-time, statewide solution that oversees 57,000 miles of roadway.  Serco will: develop and deploy the software solution; manage control room operations at five Transportation Operation Centers (TOCs); install and maintain Intelligent Transportation System (ITS) equipment; manage incident and emergency responses; dispatch Safety Service Patrol and maintenance crews to respond to incidents; manage HOV and reversible lanes; provide real-time information to emergency responders; and coordinate signal systems.   

[The project will operate all five TOCs, including managing the Safety Service Patrol, under one consolidated system instead of separate geographical programs.  Some of the services include: monitoring traffic through the use of nearly 900 cameras, 500 electronic message signs and more than 1,000 road sensors; managing incident and emergency response; dispatching Safety Service Patrol and maintenance crews to respond to incidents; providing 511 traveler information; managing HOV/reversible lanes; providing real-time information to emergency responders; serving as emergency operations centers during major events; and, coordinating signal systems.]

 "E-Comm 9-1-1 is a multi-municipality agency that provides emergency communications operations for the region of southwest British Columbia. The company coordinates 9-1-1 service for police, fire, and ambulance service, providing call-taking and dispatch services for multiple agencies in the Lower Mainland area. E-Comm's service area covers Metro Vancouver (from Lions Bay to Langley), the Sunshine Coast Regional District, south Squamish-Lillooet Regional District and the Whistler-Howe Sound area serving a population of more than two million residents. Interest in consolidating emergency communications in southwest British Columbia began in the early 1990s following a series of large-scale disasters. The disorganized state of emergency communications during those incidents demonstrated that contemporary un-integrated communications services were not effective in dealing with large incidents, and required reform.[3]

In spring of 1994, hockey fever captured British Columbia as the Vancouver Canucks advanced to the Stanley Cup finals. When they lost the seventh and final game of the series, huge crowds of fans took to the streets to lament the team's loss, and were quickly joined by troublemakers attracted to the large groups of people. The unhappy crowd soon erupted into a full-scale riot. The Vancouver Police were forced to call in the Crowd Control Unit and request back up from neighbouring Royal Canadian Mounted Police (RCMP) detachments in an effort to disperse the out-of-control crowd.[3] In the midst of the chaos, the Vancouver Police radio system was unable to handle the increased amount of radio traffic.[3] Paramedics, firefighters and police found themselves in danger because their radio systems were not compatible with each other.

Following the riot, widely known as the Stanley Cup Riot, the provincial government began planning for an organization that would consolidate all emergency radio and phone services to allow information sharing between agencies and members. E-Comm was established under the Emergency Communications Corporations Act of 1997.[3] As a cost-recovery business corporation, it is owned by stakeholders made up of all the agencies that use its service, which include municipalities, police boards, provincial and federal government agencies, and crown corporations.[3]

The E-Comm Facility[edit]

E-Comm is located at 3301 East Pender Street, across from the Pacific National Exhibition. The E-Comm building is a post-disaster facility, designed to resist a major earthquake or other large-scale disaster, permitting the continued operation of emergency communications in such a situation.[4] Special attention was paid to the facility's mechanical, electrical, structural and communication systems to ensure they are highly reliable, fault tolerant and resistant to hazard. The building is a reinforced concrete structure with shatter-proof glass, and has storage capacity for emergency food and water.[4] Backup support systems that lend to the building's self-sufficiency include communication, mechanical plants, emergency power generation, uninterruptible power sources, and emergency water and food storage.[4]

The City of Vancouver's Office of Emergency Management and Emergency Operations Centre (EOC), Vancouver Emergency Community Telecommunications Organization (VECTOR), and Vancouver Emergency Social Services (ESS) are also located inside the E-Comm building.
