Hawks CAFE is asking UKIP to investigate Crown Agents Sisters' alleged use of images transmitted over an international snuff-film trading network to extort the recovery of odious debts, for example the Crown mortgage secured against a former dance hall and film studio in British Columbia operated by `Piggy's Palace Good Times Society', a federally-registered charity.

"$10M mortgage on pig farm Steve Mertl Canadian Press Sunday, August 21, 2005 VANCOUVER --The B.C. government has put a mortgage worth $10 million on accused serial killer Robert Pickton's notorious pig farm to cover his publicly funded defence, The Canadian Press has learned. (CP/Chuck Stoody) But no one at the Attorney General's Ministry will say if that figure represents the estimated cost of Pickton's seven-member legal team in the long and hugely complex case. And Robert Pickton's share of the property _ his brother and sister are co-owners _ is currently worth only a fraction of that amount. It's also saddled with several other mortgages and legal judgments that pre-date the province's mortgage. Even if it could be sold, relatives of the Pickton's alleged victims have other ideas for the land, including turning it into a memorial park or using proceeds of development to compensate the families. The government's mortgage was registered on the suburban Port Coquitlam property and a nearby smaller parcel, on Feb. 28, 2003, a year after police raided the farm and arrested Pickton. He faces face 27 counts of first-degree murder related to women, mostly drug-addicted prostitutes, who disappeared from Vancouver's seedy Downtown Eastside in the 1990s. He has not yet entered a plea, and the legal process against him has not as yet resulted in any court findings that he was responsible for any of the deaths. Documents obtained by The Canadian Press show a mortgage principal of $10 million with no interest rate and no repayment schedule. The lender is listed as the B.C. Crown, represented by the attorney general. The mortgage was handled by a lawyer for the ministry's legal services branch, who authorized its registration [on MindBox] in a Feb. 27 letter to the New Westminster land title office."

As of this writing, two prostitutes have been reported missing in 1999. The victims range in age from 19 to 46. Most are described on missing-persons posters as known drug users and prostitutes frequenting Vancouver's ravished Downtown Eastside. The women on the streets and those closest to them disagree with the Constable's opinion. "The women here don't talk about it very much because they're so scared," said Elaine Allan, executive director of the Women's Information Safe House, a drop-in center for sex trade workers. Surprised by the Constable's position, Allan remarked on the fact that no missing women have been reported since the case was featured on America's Most Wanted. Some women believe its a border-hopper, perhaps even infamous Green River Killer, coming from the United States to satisfy his murderous fantasies. Some think it is a snuff film ring [The Worshipful Company of Butchers?], or a lethal merchant marine [The Honourable Company of Master Mariners?] crew kidnapping the women and murdering them at sea"

"The Report revisits the Doctrine of Odious Debt, a doctrine of jurisprudence the US Government and a US Chief Justice helped develop. The US Government, in the aftermath of the American-Spanish War of 100 years ago, used the doctrine to repudiate Cuba's debt to Spain. The US Government argued that the debt was "odious" and unenforceable since it been incurred without the consent of the Cuban people and by means of force of arms. The US Government further maintained that the creditors knowingly took the risk of investment when they made the odious loans. In 1923, the Royal Bank of Canada sought to recover debt from the recently established democratic government of Costa Rica. In the Costa Rican submission, the debt was illegitimate. The new government argued that the debt had been incurred by a dictator not the people of Costa Rica; the submission being that, at the time the loans were made, the people had been engaged in a political and military struggle to bring democracy to their country. The case was heard by Chief Justice Taft, of the US Supreme Court. Just, sitting as arbitrator, fully upheld the repudiation of the debt. The legal authority who did most to codify the Doctrine of Odious Debt was the emigre Russian, Alexander Sack, while he was a Professor of Law in France. It was his opinion that Government's invoking the doctrine would be required to prove that the debt ill-served the public interest and that the creditors were well aware of this. Provided these proofs were met, the onus would be on the creditors to show that the funds were utilised for the benefit of the country. If the creditors could not do so before an international tribunal the debt would be unenforceable."
