HOMELAND SECURITY HASN'T MADE US SAFER
Hardly anyone has seriously scrutinized either the priorities or the spending patterns of the U.S. Department of Homeland Security (DHS) and its junior partner, the Transportation Security Administration (TSA), since their hurried creation in the aftermath of the 9/11 attacks. Sure, they get criticized plenty. But year in, year out, they continue to grow faster and cost more -- presumably because Americans think they are being protected from terrorism by all that spending. Yet there is no evidence whatsoever that the agencies are making Americans any safer.
DHS serves only one clear purpose: to provide unimaginable bonanzas for favored congressional districts around the United States, most of which face no statistically significant security threat at all. One thinks of the $436,504 that the Blackfeet Nation of Montana received in fiscal 2010 "to help strengthen the nation against risks associated with potential terrorist attacks"; the $1,000,000 that the village of Poynette, Wisconsin (pop. 2,266) received in fiscal 2009 for an "emergency operations center"; or the $67,000 worth of surveillance equipment purchased by Marin County, California, and discovered, still in its original packaging, four years later. And indeed, every U.S. state, no matter how landlocked or underpopulated, receives, by law, a fixed percentage of homeland security spending every year.
As for the TSA, I am not aware of a single bomber or bomb plot stopped by its time-wasting procedures. In fact, TSA screeners consistently fail to spot the majority of fake "bombs" and bomb parts the agency periodically plants to test their skills. In Los Angeles, whose airport was targeted by the "millennium plot" on New Year's 2000, screeners failed some 75 percent of these tests.
Terrorists have been stopped since 2001 and plots prevented, but always by other means. After the Nigerian "underwear bomber" of Christmas Day 2009 was foiled, DHS Secretary Janet Napolitano claimed "the system worked" -- but the bomber was caught by a passenger, not the feds. Richard Reid, the 2001 shoe bomber, was undone by an alert stewardess who smelled something funny. The 2006 Heathrow Airport plot was uncovered by an intelligence tip. Al Qaeda's recent attempt to explode cargo planes was caught by a human intelligence source, not an X-ray machine. Yet the TSA responds to these events by placing restrictions on shoes, liquids, and now perhaps printer cartridges.
Given this reality -- and given that 9/11 was, above all, a massive intelligence failure -- wouldn't we be safer if the vast budgets of TSA and its partners around the world were diverted away from confiscating nail scissors and toward creating better information systems and better intelligence? Imagine if security officers in Amsterdam had been made aware of the warnings the underwear bomber's father gave to the U.S. Embassy in Abuja. Or, for that matter, if consular officers had prevented him from receiving a visa in the first place.
Better still, DHS could be broken up into its component parts, with special funding and planning carried out at the federal level only for cities and buildings that are actually at risk of terrorist attack. Here is the truth: New York City requires a lot more homeland security spending, per capita, than Poynette. Here is the even starker truth: Poynette needs no homeland security spending at all. The events of 9/11 did not prove that the United States needs to spend more on local police forces and fire brigades; they proved that Americans need to learn how to make better use of the information they have and apply it with speed and efficiency.

I write to your good office today not only as the international public spokesperson for the airline safety and security advocacy group ‘Whistleblowing Airline Employees Association International’, but also as an individual U.S. federal whistleblower on numerous grounds whose human and lawful rights have been denied on multiple counts. Attached please find copies of filed signed and sworn legal affidavits submitted to the United States congress, the U.S. Securities and Exchange Commission, and the Departments of Justice and Transportation that pertain to the details of my personal case, as well as broader issues of corruption involving alleged violations of Racketeering Influenced and Corruption Organization (RICO) Act leading to heinous crimes against humanity and other human rights abuses.
A review of the preliminary material contained on our website at http://www.airline-whistleblowers.org will provide much additional information about my case and our organization and will also provide your office with an overview of our whistleblower organization affiliate groups under the page title ‘Our Team Members’.
Based on information, evidence, witness testimony and other data collected by our team, on behalf of our association, I can unequivocally state that the events of September 11, 2001 were not planned and executed by members of Muslim extremist groups as purported by the 9/11 Commission Report, but instead by criminal elements who employed extortion, threats, coercion, and intimidation to infiltrate all levels and branches of the U.S. federal government thereby enabling the subsequent illegal invasion of Afghanistan and Iraq and ongoing heightened tensions in Iran and Pakistan to date.
Through careful exchange of information with our affiliate group members, our association hereby wishes to file a joint criminal complaint against key members of the U.S. government past and present. (Attached please find additional supporting information contained in a recent law suit filed by former Northwest Airlines Captain Field McConnell in the U.S. District Court in Washington DC).
Additionally, I currently serve as the Transportation Medical Whistleblower for Dr. Janet Parker, executive director of Medical Whistleblower, who has presented her case before the United Nations regarding human rights abuses within the United States and in particular, in my case as well as many others, the fraudulent and wrongful utilization of ‘hostile work environment forced psychiatric and medical evaluations’ by employers to terminate employees who have attempted to blow the whistle on fraud, waste, and abuse in the United States.
I am personally filing a federal tort claim in the very near future against specific individuals and agencies of the U.S. federal government, but wish to bring forth criminal charges involving genocide and human and war crimes abuses fraudulently justified through the wrongful and deceitful accusation of Muslim extremist for the events of September 11, 2001. Because I have personally sought criminal justice in the United States for so long and to no avail, I feel very strongly that I must petition the International Criminal Court to investigate the available information compiled by our group and to prosecute this case to the fullest extent of international law.
I presently reside in Islamabad, Pakistan performing gratis charity work with my Pakistani bride as an unprotected federal witness whose rights as such have been denied. In July of this year, I was contacted by an FBI agent from the FBI Joint Terrorist Task Force in Atlanta, Georgia who made intimations in his remarks that I was perhaps a ‘domestic terrorist’ based on an anonymous tip his office had received. I would argue that not only am I a patriotic, law-abiding citizen of the United States, but also a compassionate citizen of the world who has done nothing wrong and has access to much information and evidence to point fingers of blame at those few who have committed obscene crimes against the brotherhood of humanity in the name of greed and consolidation of power.

It will identify me as the intellectual source of the illegal modifications to Boeing aircraft that were deployed on 9/11. My only sibling had been positioned as the Director of the US Marshal Service and in the late 1980s had sought my assistance in conceiving a safe way to transport federal prisioners from Hawaii to the mainland. I put my sibling in touch with Tharaldson Enterprises, Fargo and Northwest Airlines, Eagan as between those entities a Lockheed Jetstar, DC9-30s and B727-100s were available to be purchased by USMS. My sibling mentioned that they, the USMS, were concerned with a hostile physical takeover of the cockpit and sought my remedy for such a possibility. I explained 'droning' to my sibling and that is the precise academic birth of the idea of droning transport category aircraft for benign purposes involving safety enhancement. That modification was corrupted by someone who had the 'intellectual property' or patent of the QRS11 GyroChip (see Rose Law, Little Rock).
After 9/11 resulted in the murder of my college classmate, Captain Chic Burlingame (American Flight 77), I began reading all I could find on the flight paths of the 9/11 jets (AA11, UA175, AA77, UA93). I also compared this with face to face debriefing of the F16 effort launched at 0932 from Langley AFB where the Air National Guard Unit I had flown for was scrambled at 0932 on 9/11 with the mission of intercepting the unknown threat bearing down on Washington DC. The 3 F16s flown by Derrig, Bjorstrom and Eckman were corruptly taken off course ninety degrees and flown towards Warning Airspace W386 where they were denied entry by GIANTKILLER. While they were 'off course' a flying vehicle as yet unidentified struck the Pentagon and of the 7000 windows in the building this flying vehicle just happened to fly into the Command Center of the US Navy killed the Duty Officer, Captain Gerald DeConto. Evidence feloniously removed from the Pentagon included (1) a turbine wheel from a J52 engine (2) a rectangular fuselage section (3) an airfueling probe from a Douglas A 3 Sky Warrior and (4) a shattered window matching the fuselage of an A 3.
The party who ordered the spoliation of evidence unknowingly gave up their legal presumption of innocence. I believe that only party who could have ordered this spoliation at both Pentagon and WTC was Senior Executive Service. This 'precise targeting' had also been executed at the World Trade Centers where Aon Corporation and Cantor Fitzgerald were the financial targets of this attack that some may dare call Treason.
On 27 February, 2007 I filed Civil Case 3:07-cv-24 MCCONNELL V. ALPA AND BOEING and 4 days later Boeing did the right thing and admitted publicly that they had deployed a facility known as the BOEING UNINTERRUPTIBLE AUTOPILOT. Unbeknownst to me at that time was that 8 months earlier in June, 2006, Boeing had paid what was then a record civil fine to shut down the investigation of illegal modifications to Boeing jets and illegal export of military hardware ( QRS11 GyroChips, Rose Law, Little Rock). It is now approaching 51 months since I shared the Truth of the 9/11 Treason with Boeing, ALPA, FAA, DoD and a specific and named airline and yet ALPA has not responded to my Civil Case 3:07-cv-24 in a responsible manner. As a layman I would recognize that as Misprision of Felony in the wrongful deaths of all souls perished in Adam Air 574, Kenya Airways 507, Colgan 3407 and Air France 447. These four incidents occurred AFTER I advised ALPA, DoD, FBI and FAA of the existence of illegal modifications to Boeing jets. When Judge Collyer rules on 13 January, 2011 which shall learn how she sees it. When the Whistleblower TV show is viewed by the public, we shall all see how the public views it. Some may dare call it TREASON. The world’s largest clearinghouse for credit-default swaps, ICE Trust, has had second thoughts about registering with regulators, citing concerns over new rules devised to bring transparency to the $600 trillion derivatives market.
ICE Trust, a division of the Intercontinental Exchange, the big derivatives exchange, applied to be a derivatives clearing organization with the Commodity Futures Trading Commission in November. Last week, the company quietly withdrew its application.
In a Thursday letter to the commission, which was released on Tuesday, a lawyer for ICE Trust said the company changed its mind because of “significant changes proposed to” regulations for clearing organizations.
The gesture may be symbolic. In July, ICE Trust will automatically be granted status as a clearinghouse, under the Dodd-Frank financial overhaul law.
A spokesman for ICE declined to comment.
ICE, which has cleared more than $14 trillion of credit-default swaps since it started in 2009, said it had applied with the commission to bring its operations into compliance more quickly and to attract new customers before the rules went into effect in July. But the clearinghouse decided to hold off, owing to uncertainty around the process.
Over the last several weeks, the agency has outlined several proposals for clearinghouses, including a plan to limit conflicts of interest and to open the market to more competition. ICE, the dominant player in derivatives clearing, has been criticized in the past for pushing aside smaller players.
Under the Dodd-Frank rules, the trading commission and the Securities and Exchange Commission have broad authority to regulate swaps — complex financial instruments, some of which collapsed during the financial crisis.
The law requires big banks and other financial institutions to process the opaque investments through regulated clearinghouses, which serve as a backstop in case one party defaults. The rules also require swaps to be traded on regulated exchanges or on so-called swap execution facilities.
