From the beginning, now almost one hundred years ago, to the present. The I.O.O.F was, as al gathered here know very well, founded by Thomas Wildey in the United States. After the success there, the Order began to spread out internationally. This was mostly the consequence of the return by a number of Odd Fellows to their original motherland. In other words: the country they or their family originally emigrated from to the United States. So it happened that in 1870 a Dr. Morse returned to Germany and founded in Stuttgart the first German lodge of the I.O.O.F. Shortly after this event took place a lodge was founded in Switzerland, followed in 1877 by the first lodge in the Netherlands. In 1910 the Dutch odd fellow Dirk De Large came to Antwerp, to visit his friend and countryman Jan Hissing. Last one owned and exploited a cafe, named “Concordia”, near the Antwerp wheat market. It is there that Dirk De Large met and spoke six men, all from Antwerp. All six became interested in the I.O.O.F. A while later all six were inaugurated and became members of the Astrea Lodge nr.9 in Utrecht, The Netherlands. On January 7th 1911, the Belgia club was founded, followed on September 2th of that same year by the Belgia lodge nr.1. The original number of 15 brothers soon expanded to 50, but then Belgium and a large part of Europe found itself at war. While the Great War of 1914-1918 was waging, the Belgian members of the I.O.O.F founded “The Committee for Modest Help or The Samaritans”. All members of that committee were Odd fellows. After the war the committee stayed in existence because there was still a lot of misery in Antwerp, partly caused by the aftermath of the war. Money had to be found to help those in need. To collect funds, initiatives were undertaken and fund collect raising started. I will give you just one example of how funds were collected: a gala performance of “les Huguenotes” by Meyerbeer, taking place at the “Royal French Opera”. After some years “The Samaritans” counted 139 members. All were ‘Odd Fellow’. Because a large group of brothers lived in Brussels, a club, the Fiat Lux Club, was set up over there. A while later, in 1923, the Fiat lux Lodge nr.2 was founded in Brussels. Because there were also a lot of French speaking members living in Antwerp who were aspiring to have their own lodge, a new lodge was founded in Antwerp. This became the Vae Soli lodge nr.3. Out of the then existing lodges sprung in 1933 the Perseverantia Lodge nr.4, who’s members were mostly younger brothers. In that same year the cooperate partnership Wildey bought a house in the Korte leemstraat in Antwerp. Today this house is the seat of the I.O.O.F in Belgium and accommodates the temple of the Belgia Lodge nr.201 and the Aurora Rebekkah Lodge nr.1. In 1935 the ladies committee “Queen Astrid” (with permission of the royal court of Belgium) was founded. Membership was reserved to the spouses of Odd Fellows only. Then, once more, a war disturbed life in general. The Second World War hit the Belgian Odd Fellow Lodges severely. Many members lost their lives. Mostly they who were deported and perished, disappeared in the concentration and/or extermination camps. Tradition tells us that before the war the Belgian IO.O.F brotherhood numbered many members of Jewish origin and most of them did not survive the war. Furthermore this house was hit and lost when Antwerp was the victim of an air attack. So after the war not much was left of the I.O.O.F in Belgium. Yet in 1947 a new temple was inaugurated. The help of a large number of brothers from many lodges worldwide made this possible. In 1952 the ‘young’ Odd Fellow club Brabo (mixed membership and for members aged 16 to 25) was founded, but this club came to an end in 1962. In 1967 the Vae Soli lodge nr.3 was dissolved and the members joined the ranks of the Belgia lodge. In June 1974 13 Belgian ladies, between them some members of the committee “Queen Astrid” of 1936, went to Eindhoven (The Netherlands) to be inaugurated as full members of the I.O.O.F. A while later these ladies founded the Aurora Rebekkah lodge nr.1, the first, and until today, only Rebekkah Lodge in Belgium.”

A en avoir la nausée. Il ne nous était cependant pas possible de faire l’impasse sur ce dossier. Nous ne commenterons pas l’actualité quotidienne du procès. Ce n’est pas l’objectif d’un mensuel, qui est forcément toujours en décalage avec l’actualité. Le comportement de Dutroux à son procès est révélatif du personnage. Ce manipulateur prend indiscutablement plaisir à être la vedette des médias et à l’avant-scène de l’actualité. Nous ne nous attarderons donc pas sur la personnalité de ce détraqué. Par contre, il est permis de s’interroger à son sujet. Comment est-il possible qu’un marginal dans son genre soit propriétaire de quatre maisons et de plusieurs véhicules. Comment disposait-il d’assez d’argent pour boursicoter? Comment se fait-il qu’il dispose de comptes au Luxembourg, sur lesquels on aurait relevé des mouvements récents de l’ordre de 100.000 € ? Pourquoi bénéficiait-il d’une pension mensuelle de 2.000 € suite au traumatisme psychologique causé par son précédent séjour en prison? Comment ne s’est-on pas interrogé plus tôt sur les rentrées financières de ce marginal? Comment peut-on accorder quelque crédit à Nihoul? Il n’y a certes pas de preuves contre lui, mais il y a beaucoup trop de coïncidences troublantes. C’est un escroc, prêt à faire de l’argent n’importe comment et avec n’importe quoi. Partouzeur, il fréquente les obsédés du sexe des milieux huppés. Bruxellois, il met en réparation chez un non-garagiste de Charleroi une Audi 80, qui ne lui appartient pas. Comme par hasard, cela lui sert de justification pour expliquer des dizaines de coups de téléphone avec Dutroux à un moment crucial… De plus, il change cinq fois d’alibi. Il offre 1000 pilules d’Extasy à Lelièvre, le lendemain de l’enlèvement, et affirme que la drogue lui a été laissée par un gendarme opportunément décédé. Franchement, tout cela ne tient pas debout. Quant au juge d’instruction Langlois, c’est un politicien en toge, qui a réalisé dans cette affaire sa première instruction. On a opportunément écarté le juge Jean-Marc Connerotte, qui, expérimenté, avait déjà mis à jour tout ce que l’on sait aujourd’hui. Langlois n’a rien découvert. Mais Langlois a refusé d’explorer certaines pistes. Il a refusé certains devoirs élémentaires que la logique exigeait. Cela apparaît clairement aujourd’hui. Pourquoi a-t-il agi ainsi? Une bonne part de la presse a critiqué le côté brouillon de Connerotte et encensé le côté méthodique de Langlois. Mais, la suite du procès a démontré qu’il n’en était rien. Pourquoi une certaine presse s’acharne-t-elle à mettre à néant la thèse des réseaux, souvent par des attaques ad hominem contre les défenseurs de cette version? Où sont passées les cassettes vidéo trouvées chez Dutroux? Pourquoi ne pas les avoir toutes visionnées? Pourquoi ne pas avoir procédé immédiatement aux analyses de cheveux et des empreintes génétiques? Pourquoi avoir écarté d’office certains témoins? Pourquoi avoir refusé certaines reconstitutions? Ce ne sont plus des dysfonctionnements d’une enquête. Ce sont des fautes graves qui jettent le doute sur tout ce procès et rendent d’avance le verdict – quel qu’il soit – suspect. Il est vrai que Laurette Onkelinx a osé dire que ce qu’elle attendait de ce procès, c’était la paix des esprits. Il n’y aura pas de paix des esprits tant qu’on ne connaîtra pas la vérité, madame le Ministre ! Et on ne connaîtra sans doute jamais la Vérité. Elle a osé ajouter qu’il fallait laisser une seconde chance à Dutroux ! Comment est-ce possible de proférer de telles inepties? Dutroux a déjà eu une seconde chance: il a été condamné à treize ans pour viol et a été relâché par Melchior Wathelet après un peu plus de trois ans ! C’est parce qu’il a eu une seconde chance – sinon une Xième chance – qu’il a pu tuer Julie, Mélissa, An et Eefje. Qu’il a enlevé Sabine et Laetitia et les a violées, en plus de trois jeunes slovaques. Tirera-t-on les leçons de cette sordide affaire? Il est à craindre que non. Et la confiance des Belges en leurs institutions sera encore moindre qu’avant. Les réformes initiées depuis la marche blanche – réforme des polices, réforme de la Justice – sont des échecs patents. Les politiciens disent avoir compris, mais ils n’ont strictement rien compris. Veulent-ils seulement comprendre? Pourquoi les Belges continuent-ils à voter pour ceux qui ont fait la preuve de leur incompétence, voire de leur mauvaise foi? Jusqu’où faudra-t-il plonger pour que les Belges, enfin, réagissent?
