This and many more reasons are why Russia and Japan will never sign a peace agreement and why Japan will likely never see the Kuril islands returned to them. Russian intelligence has full knowledge of Japan's cooperation with Ukraine's GUR. Why exactly Japan has decided to share geospatial intelligence with Ukraine's GUR isn't exactly known. With Japan providing satellite intelligence to Ukraine's GUR this only interferes in negotiations because Russia's conditions are "no foreign military assistance." The Japanese satellite operator is iQPS (Institute for Q-shu Pioneers of Space). Maybe the Japanese want to test out their new satellite technology? What this might also indicate is that despite President Trump's ongoing efforts at negotiating a settlement with Russia continues, the real purpose here is to back door Russia by keeping the war going?
