On May 17, 2011, Secretary of State Hillary Rodham Clinton and European Union High Representative for Foreign Affairs and Security Policy Catherine Ashton signed the Framework Agreement between the United States and the European Union on the Participation of the United States in European Union Crisis Management Operations.
This Agreement provides a legal framework for United States civilians to participate in European Union crisis management missions. The United States previously negotiated an agreement for our participation in the EU's Rule of Law mission (EULEX) in Kosovo and an ad hoc arrangement for our participation in the EU's Security Sector Reform mission (EUSEC) in the Democratic Republic of the Congo. This Agreement eliminates the need to negotiate entirely new, separate agreements for our future participation in EU missions.
This Agreement is one facet of the broad partnership between the United States and the European Union and strengthens our practical, on-the-ground coordination in crisis situations."
"Serco awarded new European External Action Service IT contract
Serco has secured a new service contract to deliver a central management service for ITclassified systems. The services will be delivered in Brussels with all staff executing the service holding security clearance up to 'Secret UE' level to access the classified zones. The duration of the contract is 4 years and it is valued at 9,000,000 EUR.
The European External Action Service is the European Union's diplomatic corps. It supports the EU foreign affairs chief (High Representative for Foreign Affairs and Security Policy, Catherine Ashton) in conducting the common foreign and security policy.It has Delegations around the world working on behalf of the people of Europe and representing the EU as a whole. The EEAS manages the EU's response to crises, has intelligence capabilities and cooperates with the European Commission in areas which it shares competence with.
The EEAS operates classified information systems (CIS) in order to securely exchange and process classified information. Serco are responsible for ensuring these CIS will be maintained, supported and monitored on a daily basis to ensure reliable and performing services.
The service's that Serco will be responsible for include setting up a Service Centre to manage the services in a global approach, beyond pure support. This Service Centre will resolve all tickets and service requests related to CIS."
"FBI Docs: Clinton Sent 'Confidential' Emails to Her Maid to Print
In a stunning story from The New York Post, Paul Sperry claims that Hillary Clinton, while acting as Secretary of State, had her maid, Marina Santos, print up sensitive documents on multiple occasions.
Among the flood of emails released by the FBI from Hillary Clinton's private, unsecured email server, there are several emails in which Clinton's aides--and even the Democratic presidential nominee herself--write about having "Marina" print out sensitive documents.
Sperry also notes that Marina Santos had access to Hillary Clinton's sensitive compartmented information facility (SCIF). A SCIF is a specially designed room in which sensitive communications can be delivered, received, or discussed. Such rooms are routinely used by the United States government, and its agencies.
Two emails in particular stand out. On April 3, 2012, Clinton aide, Monica Hanley, sent the Secretary an email regarding an upcoming "call sheet." The unredacted portion of the body reads:
"Apologies - but this just came in. Includes revisions to the Iran points and the addition of some MEP points. Marina is trying to print for you.
The Secretary's Call Sheet for EU High Representative Catherine Ashton. Purpose of call: To consult with Ashton regarding P5+1 talks, and in particular, the letter sent by Sergey Lavrov.""
"A Sensitive Compartmented Information Facility (SCIF; pronounced "skiff") in United States military, national security/national defense and intelligence parlance, is an enclosed area within a building that is used to process Sensitive Compartmented Information (SCI) types of classified information.
SCI is usually only briefed, discussed, and stored in an accredited SCIF.[citation needed]
Access to SCIFs is normally limited to those individuals with appropriate security clearances.[1] Non-cleared personnel in SCIF must be under the constant oversight of cleared personnel and all classified information and material removed from view in order to prevent unauthorized access to said information and material;[2] as part of this process, non-cleared personnel are also typically required to surrender all recording, photographic and other electronic media devices.[3] All of the activity and conversation inside is presumed restricted from public disclosure.
Construction[edit]
Some entire buildings are SCIFs where all but the front foyer is secure. A SCIF can also be located in an air, ground or maritime vehicle, or can be established on a temporary basis at a specific site. The physical construction, access control, and alarming of the facility has been defined by various directives, including Director of Central Intelligence Directives (DCIDs) 1/21 and 6/9, and most recently (2011) by Intelligence Community Directive (ICD) 705, signed by the Director of National Intelligence. ICD 705 is a three page capstone document that implements Intelligence Community Standard (ICS) 705-1, ICS 705-2 and the TECHNICAL SPECIFICATIONS FOR CONSTRUCTION AND MANAGEMENT OF SENSITIVE COMPARTMENTED INFORMATION FACILITIES or "Tech Specs." The latest version of the Tech Specs was published in September 2015 (Version 1.3).
Computers operating within such a facility must conform to rules established by ICD 503. Computers and telecommunication equipment within must conform to TEMPESTemanations specification as directed by a Certified TEMPEST Technical Authority (CTTA)."

SERCO has come a long way since the 1960s when it ran the 'four-minute warning' system to alert the nation to a ballistic missile attack.
Today its £10.3bn order book is bigger than many countries' defence budgets. It is bidding for a further £8bn worth of contracts and sees £16bn of 'opportunities'.
Profit growth is less ballistic. The first-half pre-tax surplus rose 4% to £28.1m, net profits just 1% to £18m. Stripping out goodwill, the rise was 17%, with dividends up 12.5% to 0.81p.

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa pre-processing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.

Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling. ….
The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
