"Why the Hillary Clinton email scandal is bigger than email
Hillary Clinton is being bombarded on all sides after her exclusive use of a personal email address while she was secretary of state became public last week. Her belated explanations have not sufficed, and experts on all sides are wondering whether the former first lady and likely 2016 presidential candidate may have jeopardized US interests by using a vulnerable form of communication and deleting many of her emails.
But don't expect all that to stop Hillary, who is treating the flap like many of the events that have defined her political career.

"The Clintons play by their own set of rules. And in this case, the former Secretary of State explained, those rules bless her decision to erase some 30,000 emails from the family server despite knowing that the emails had become a subject of intense interest to congressional investigators," David Von Drehle writes in Time.
"These were merely 'private personal emails,' Clinton averred, 'emails about planning Chelsea's wedding or my mother's funeral arrangements, condolence notes to friends as well as yoga routines, family vacations, the other things you typically find in inboxes.' After she finished taking questions, Clinton's staff disclosed that no one actually read through those 30,000-odd documents before she 'chose not to keep' them."
Time notes that "the twin drivers of the Clinton soap opera" over the past 22 years "have been their penchant for secrecy and their menagerie of rich associates."
And given that the family is once again on the cusp of living in the White House, "the Clintons have little reason to change their MO now."
"Security firm Venafi has found that Clinton's email server may have been open to foreign intelligence snoops when traveling abroad.
On Tuesday, former United States Secretary of State Hillary Clinton made her first extensive comments addressing her use of a personal email address and private email server [Password Jo-AnnaG17?] while in office, saying that she did not use them to communicate anything confidential but that she wishes she had used a government-issued email address instead. She also sought the "convenience" of a single device.
Venafi, a Salt Lake City computer security firm, has conducted an analysis of clintonemail.com and determined that "for the first three months of Secretary Clinton's term, access to the server was not encrypted or authenticated with a digital certificate." In other words: For three months, Clinton’s server lay vulnerable to snooping, hacking, and spoofing.
"Without a certificate you have no assurances that a website you're attached to or an email server you go to is the one you're actually going to," said Kevin Bocek, vice president of security strategy and threat intelligence at Venafi. "There could easily be a 'man in the middle' who could easily intercept communications because they’re not being encrypted."
Without a proper digital certificate to stop them, bad actors can easily wedge themselves between users and the machines they're attempting to access on a network and, in so doing, collect private information, and possibly even steal credentials such as usernames and passwords. Digital certificates—known more technically as X.509 certificates—are the foundation upon which browsers and servers set up secure and private encrypted channels to communicate. From Jan. 13 to March 29, 2009, clintonemail.com lacked one, Venafi's analysis reveals.
Clinton's office did not respond to request for comment by press time.
"Longterm access is probably ultimately the worst consequence here," Bocek said, raising the possibility that hackers could have obtained Clinton’s compromised credentials and used them to continue accessing her email archive even after a digital certificate was added in late March. The most likely threat though, Bocek added, is spying. "If the Department of State had been eavesdropped on while on diplomatic mission that could have jeopardized a whole variety of activities."
In fact, during that three month window during which Clinton’s email server apparently lacked encryption, she had traveled abroad. According to a public log provided by the State Department's office of the historian, Clinton had visited countries and places such as Japan, Indonesia, South Korea, China, Egypt, Israel, the Palestinian Authority, Belgium, Switzerland, Turkey and Mexico.
"In locations where the countries are known to operate and monitor network communications, like China and other countries, that certainly would be a real threat," Bocek said, mentioning that some parts of the world are “known to have active eavesdropping campaigns."
"Given the intentions of some countries, there is a real risk of communications being eavesdropped on and credentials being compromised," he said.
John Kindervag, an analyst at Forrester Research who saw preliminary results from Venafi's anaylsis, told Fortune that he considered the lack of a certificate protecting clintonemail.com “a pretty significant gap where systems may have been used but been totally unprotected from a security perspective, and therefore that email could have easily been intercepted and read by even the most amateurish attackers."
"It's highly unlikely that a person of that importance isn't being targeted by people who want to gain access to the computational devices in her possession," Kindervag said. "By the looks of things at first blush," he added, "it looks like it was a significant disregard for basic security principles and hygiene."
"You can see from this issue why it's important to have digital certificates in use," said Jeff Hudson, CEO at Venafi. "Man in the middle attacks, spoofing, eavesdropping—it proves the point once again that these things are foundational and when not dealt with correctly all kinds of bad things can happen."
To conduct the analysis, Venafi researchers used a tool they're now launching called TrustNet, which scans the internet and historical sources for information about digital certificates and helps assess their risks and reputations. HILLARY RODHAM CLINTON: Thank you all, and good evening. I am overwhelmed by your warm welcome. And I want to thank my friend, Tipper Gore.
You know after this reception, I think you all are ready for the rest of this convention, which has already been so positive and good. I know and you know that Chicago is my kind of town. And Chicago is my kind of village.
I have so many friends here, people who have been important to me all my life. And it seems like every single one of them has given me advice on this speech. One friend suggested that I appear here tonight with Binti, the child saving gorilla from the Brookfield zoo.
You know, as this friend explained, Binti is a typical Chicagoan, tough on the outside but with a heart of gold underneath.
Another friend advised me that I should cut my hair and color it orange and then change my name to Hillary Rodman Clinton.
But, after considering these and countless other suggestions, I decided to do tonight what I've been doing for more than 25 years. I want to talk about what matters most in our lives and in our nation, children and families.
I wish we could be sitting around a kitchen table, just us, talking about our hopes and fears about our children's futures. For Bill and me, family has been the center of our lives. But we also know that our family like your family is part of a larger community that can help or hurt our best efforts to raise our child.
Right now in our biggest cities and our smallest towns there are boys and girls being tucked gently into bed, and there are boys and girls who have no one to call mom or dad and no place to call home.
Right now there are mothers and fathers just finishing a long days work and there are mothers and fathers just going to work, some to their second or third jobs of day. Right now there are parents worrying, what if the babysitter is sick tomorrow or how can we pay for college this fall. And right now there are parents despairing about gang members and drug pushers on the corners in their neighborhoods. Right now there are parents questioning a popular culture that glamorizes sex and violence, smoking and drinking and teaches children that the logos on their clothes are more valued than the generosity in their hearts.
But also, right now, there are dedicated teachers preparing their lessons for the new school year.
There are volunteers tutoring and coaching children. There are doctors and nurses caring for sick children, police officers working to help kids stay out of trouble and off drugs. Of course, parents first and foremost are responsible for their children. But we are all responsible for ensuring that children are raised in a nation that doesn’t just talk about family values, but acts in ways that values families.
Just think — as Christopher Reeve so eloquently reminded us last night, we are all part of one family, the American family, and each one of us has value. Each child who comes into this world should feel special — every body and every girl. Our daughter Chelsea will graduate from college in 2001 at the dawn of the next century. Though that’s not so far away, it is hard for any of us to know what the world will look like then, much less when Chelsea is my age in the year 2028.
But one thing we know for sure is that change is certain. Progress is not. Progress depends on the choices we make today for tomorrow and on whether we meet our challenges and protect our values. We can start by doing more to support parents and the job they have to do. Issues affecting children and families are some of the hardest we face as parents, as citizens, as a nation.
In October, Bill and I will celebrate our 21st wedding anniversary. Bill was with me when Chelsea was born in the delivery room, in my hospital room and when we brought our baby daughter home. Not only did I have lots of help, I was able to stay in the hospital as long as my doctor thought I needed to be there.
But today, too many new mothers are asked to get up and get out after 24 hours, and that is just not enough time for many new mothers and babies. That's why the president is right to support a bill that would prohibit the practice of forcing mothers and babies to leave the hospital in less than 48 hours.
That's also why more hospitals ought to install 24-hour hotlines to answer questions once new mothers and fathers get home.
That’s why home nurses can make such a difference to parents who may not have grandparents or aunts and uncles around to help. We have to do whatever it takes to help parents meet their responsibilities at home and at work.
The very first piece of legislation that my husband signed into law had been vetoed twice — the Family and Medical Leave Law. That law allows parents time off for the birth or adoption of a child or for family emergencies without fear of losing their jobs. Already it has helped 12 million families, and it hasn't hurt the economy one bit.
You know, Bill and I are fortunate that our jobs have allowed us to take breaks from work, not only when Chelsea was born, but to attend her school events and take her to the doctor. But millions of other parents can't get time off. That's why my husband wants to expand the Family and Medical Leave Law so that parents can take time off for children's doctors appointments and parent-teacher conferences at school.
We all know that raising kids is a full-time job, and since most parents work, they are, — we are — stretched thin. Just think about what many parents are responsible for on any given day — packing lunches; dropping the kids off at school; going to work; checking to make sure that the kids get home from school safely; shopping for groceries; making dinner; doing the laundry; helping with homework; paying the bills.
And I didn't even mention taking the dog to the vet. That's why my husband wants to pass a flex-time law that will give parents the option to take overtime pay either in extra income or in extra time off, depending upon which is ever best for your family.
Our family has been lucky to have been blessed with a child with good health. Chelsea has spent only one night in the hospital after she had her tonsils out. But Bill and I couldn’t sleep at all that night.
But our experience was nothing like the emotional strain on parents when their children are seriously ill. They often worry about where they will get the money to pay the medical bills. That is why my husband has always felt that all American families should have affordable health insurance.
Just last week the president signed a bill sponsored by Senators Kennedy and Kassebaum, a Democrat and a Republican that will enable 25 million Americans to keep their health insurance even when they switch jobs or lose a job or a have a family member who’s been sick.
This bill contains some of the key provisions from the president's proposal for health care reform. It was an important step achieved only after both parties agreed to build, not block progress on making health care available to all Americans. Now the country must take the next step of helping unemployed Americans and their children keep health insurance for six months after losing their jobs.
If you loose your job it's bad enough. But your daughter shouldn’t have to loose her doctor too. And our nation still must find a way to offer affordable health care coverage to the working poor and the ten million children who lack health insurance today.
The president also hasn't forgotten that there are thousands of children languishing in foster care who can't be returned home. That's why he signed legislation last week that provides for a $5,000 tax credit for parents who adopt a child. It also abolishes the barriers to cross-racial adoptions. Never again will a racial barrier stand in the way of a family's love.
My husband also understands that parents are their child’s first teachers. Not only do we need to read to our children and talk to them in way that encourage learning, we must support our teachers and our schools in deeds as well as words.
The president announced today an important initiative, called America Reads. This initiative is aimed at making sure all children can read well by the third grade. It will require volunteers, but I know there are thousands and thousands of Americans will volunteer to help every child read well.
For Bill and me, there has been no experience more challenging, more rewarding and more humbling than raising our daughter. And we have learned that to raise a happy, healthy, and hopeful child, it takes a family. It takes teachers. It takes clergy.
It takes business people. It takes community leaders. It takes those who protect our health and safety. It takes all of us. Yes, it takes a village. And it takes a president.

SECRETARY CLINTON: Thank you so very much, and it is once again a great, great delight, a personal privilege, to be here at CGI and to see how this innovative approach toward changing the future, by investing in people, and using the talents of so many to make the cases for those whose voices will not be heard here, has made such a difference.
What I have found in the last five years with the extraordinary development of CGI is the hunger for people to be part of partnerships and networks that will make a difference. And it won't surprise you to hear that I'm very proud of my husband, and I think what he has invented and brought to life here is extraordinary. (Applause.)
As Secretary of State, I really, in terms of protocol, should be acknowledging all of the heads of state and heads of government who are here, but there are far too many. And so let me just express my deep appreciation for your involvement and for your presence here, and we look forward to working with you and your governments as we move forward on the new agenda of the Obama Administration.
And this issue that I will talk about briefly today is really a paradigm of what we’re trying to do differently. And I have to acknowledge that much of what we are attempting to do is derived from what I have seen happen here at CGI, the kind of new approach, the marrying of philanthropy and capitalism, the investment in people, and the results that have really been extraordinary.
And so I congratulate all who helped to put on this (inaudible) CGI. I especially thank you for having a separate track on girls and women, which I think was well received for all the obvious reasons. (Applause.) And this is an exceptional gathering of people who have made exceptional commitments to bettering our world. We see it in everything you do. It seems a good opportunity given the talent, the energy, and the passion in this room to talk about an exceptional global challenge – chronic hunger and what we all can do about it."
"HSBC and SOS Children's Villages partnership
In November 2006, HSBC and SOS Children's Villages announced a global five year partnership as part of Future First, The HSBC Education Trust's new global initiative to reduce child poverty.
Future First
The partnership between SOS Children's Villages UK and HSBC's Future First programme will benefit thousands of orphaned, abandoned and destitute children in the 47 countries in which both organisations have a common presence. HSBC has pledged USD one million per year to SOS Children's Villages UK for five years (2007 - 2011). These donations will be used to support SOS education, community development and family strengthening programmes.
Dame Mary Richardson, Chief Executive of the HSBC Global Education Trust, said of the partnership, "We think this is going to make a measurable difference in the lives of some of the most marginalised and impoverished members of society. HSBC believes financial institutions have a role to play in helping to integrate youth from disadvantaged backgrounds into the fabric of society, not only to improve the quality of their lives, but also so they can be fully active citizens who contribute to the economic prosperity of their local communities."
A global partnership
In a number of countries, SOS Children's Villages and HSBC have already been working together on a local level for a number of years. Countries where partnerships between the two organisations exist include: India, Jordan, Lebanon, Mauritius, Mexico, Pakistan and USA.
At SOS Children's Village Irbid in northern Jordan, for example, The HSBC in the Community Middle East Foundation donated the construction costs for an SOS family house (named 'HSBC House') and continues to provide its annual running costs. HSBC has also provided the SOS Children's Village with a PC and printer for its computer lab, and the children are regularly invited to HSBC events. HSBC employees have a very personal relationship with these children, which is beneficial for both groups. A similar scheme takes place between HSBC and SOS Children's Village Ksarnaba in Lebanon.
SOS Children's Villages UK and HSBC
The relationship between SOS Children's Villages UK and HSBC began in early 2005, following the Asian tsunami disaster in December 2004. The HSBC Education Trust had a budget to help tsunami victims in the countries in which they worked, including Sri Lanka, India and Indonesia. The Trust researched such charities and discovered SOS Children’s Villages UK from their website. Following this research period, the Trust invited a number of charities to pitch for tsunami projects which needed support.
SOS Children's Villages UK approached the Trust for the funding of a new Community Centre in Peraliya, southern Sri Lanka, a village that was washed away by the waves. The HSBC Education Trust is currently supporting the costs of this community centre, which will provide young children with a high-quality nursery education and their parents with skills training in order to obtain employment and support their families; financial independence of the family therefore lessening the risk of child abandonment.
The partnership between HSBC and SOS Children's Villages UK developed further following the devastating earthquake that ripped through Kashmir on 8 October 2005. 73,000 people were killed, many children were orphaned, and 10,000 of the 11,500 schools in Pakistan-administered Kashmir were destroyed. SOS Children’s Villages, which was given legal guardianship of all children left temporarily unaccompanied by the earthquake by Pakistan President Pervez Musharraf, approached The HSBC Education Trust once more for support with reconstruction efforts. To ensure Kashmiri children are able to continue with their education, SOS Children's Villages is constructing three schools - one primary and two single-sex secondary schools. Construction costs for the primary school have been generously provided by The HSBC Education Trust.

"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.
The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.
The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling. ….
The NVC also preprocesses the chief of mission (COM) application required for the fi ling of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"
