McConnell Links Great Seal's Clarke and May to the Gareth Williams Hockey Bag

Presidential Field McConnell has linked Kenneth Clarke and Teresa May, the apparent de facto custodians of the Great Seal of the United Kingdom, to ultra vires authorities allegedly used by Crown Agents to arrange the torture, murder and transport of Gareth Williams in a North Face hockey bag.

[Spoliation inference that Crown Agents are being given Great Seal authority to use hockey bags in the global transportation of weapons, drugs, sedated (?) children and murder victims ] MARION BRIDGE - Police in Nova Scotia are investigating the discovery of a body found stuffed inside a hockey bag and floating on a river yesterday. Police in Cape Breton say the body was found around 8 p.m. by homeowners after they spotted the bag floating on the river behind their home on Hillside Road in Marion Bridge. Police say the residents pulled the bag towards the shore and opened it. Officers from the major crime, identification and marine units are investigating.”

“Gareth Williams Death: Spies Testifying At Inquest Granted Anonymity PA / The Huffington Post UK | Posted: 23/04/2012 11:38 Updated: 23/04/2012 11:38 … Four intelligence agents were given "public interest" anonymity as the inquest into the "highly controversial" death of an MI6 spy found in a holdall opened today. Coroner Fiona Wilcox said "there will be a real risk of harm" to national security and international relations if some of those giving evidence about Gareth Williams are exposed. The only confirmed member of GCHQ who can be named is Stephen Gale, Dr Wilcox said. Evidence began with Dr Wilcox expressing sympathy to family members, who fear "some agency specialising in the dark arts" leaves them with no way of knowing how and why he died. The naked and decomposing body of Mr Williams, 31, was found in the bath of his home in Pimlico, central London, in August 2010. The discovery sparked a painstaking investigation, worldwide media frenzy and several outlandish conspiracy theories. Mr Williams, of Anglesey, north Wales, was curled up in a large North Face holdall, sealed by a padlock, at his top-floor flat in Alderney Street. Evidence was delayed by 50 minutes as the coroner heard behind-closed-doors submissions from lawyers for MI6.”

Last week the coroner in the Gareth Williams case delivered a damning verdict, highly critical both of the Metropolitan police’s counter-terrorism branch and MI6. Dr Fiona Wilcox levelled excoriating criticism at Williams’s employers at MI6 who failed to report him missing for seven days when he did not turn up for work. It took Williams’s sister, not his workmates, to call the alarm. Wilcox detailed what can only be interpreted as incompetence or callousness by his employers in respect of one of their young high fliers. And these are the very people who are supposed to be looking out for us. Officers in the Met’s counter-terrorism branch were also strongly criticised. The Coroner’s catalogue of their evidential failings beggars belief. She said that despite a 21-month police inquiry most of the fundamental questions in relation to how he died remained unanswered. The cause of death of Williams, who was found padlocked in a holdall in the bath at his flat in central London, was, she said, “unnatural and likely to have been criminally mediated.” Scotland Yard has treated the death as suspicious and unexplained, but has tended to focus on sex play that went wrong. The coroner ruled out bondage or auto-erotic activity as explanations and was in no doubt that a third party had locked and placed the bag in the bath. She was “satisfied that on the balance of probabilities that Gareth was killed unlawfully.” One significant point of all this is that if Ken Clarke’s Justice and Security Green Paper becomes law this inquest would almost certainly have been treated as a secret trial. The green paper proposes using “closed material procedures” to prevent sensitive intelligence being revealed in civil courts. Ministers would be able to make initial decisions about material that should be withheld. In some cases the full judgments would not be published at the end of a civil trial. There were enough security aspects in this case, including officers giving evidence anonymously, to fall within the government’s far too broad claim for secrecy. The SIS (and the Met) would have much preferred to avoid the publicity of the embarrassing criticism that came their way at the inquest.”

“The Great Seal of the Realm or Great Seal of the United Kingdom (prior to the Treaty of Union the Great Seal of England, then until the Union of 1801 the Great Seal of Great Britain) is a seal that is used to symbolise the Sovereign's approval of important state documents. Sealing wax is melted in a metal mould or matrix and impressed into a wax figure that is attached by cord or ribbon to documents that the monarch wishes to make official. … The current seal matrix was authorised by the Privy Council in July 2001. It was designed by James Butler and replaced that of 1953, designed by Gilbert Ledward. The reverse of the 1953 version depicted the Queen on horseback, dressed in uniform and riding sidesaddle, as she used to attend the annual Trooping the Colour ceremony for many years until the late 1980s. The seal's diameter is 6 inches (150 mm) and the combined weight of both sides of the seal matrix exceeds 275 troy ounces (302 oz; 8,600 g) .. The Great Seal is attached to the official documents of state that require the authorization of the monarch to implement the advice of the Government. Under today's usage of the Great Seal, seals of dark green wax are affixed to letters patent elevating individuals to the peerage, blue seals authorize actions relating to the Royal family, and scarlet seals appoint bishops and implement various other affairs of state. The Clerk of the Crown in Chancery, who is also Permanent Secretary of the Ministry of Justice (formerly the Department of Constitutional Affairs), heads Her Majesty's Crown Office, and is responsible for the affixing of the Great Seal. He is assisted by the Deputy Clerk of the Crown. Day-to-day custody is entrusted to the Clerk of the Chamber, and subordinate staff include a Sealer, and two Scribes to Her Majesty's Crown Office. Section 2 of the Great Seal Act 1884 governs the use of the Great Seal of the Realm:

2 - (1) A warrant under Her Majesty’s Royal Sign Manual, countersigned by the Lord Chancellor, or by one of Her Majesty’s Principal Secretaries of State, or by the Lord High Treasurer, or two of the Commissioners of Her Majesty’s Treasury, shall be a necessary and sufficient authority for passing any instrument under the Great Seal of the United Kingdom, according to the tenor of such warrant; Provided that any instrument which may now be passed under the Great Seal by the fiat or under the authority or directions of the Lord Chancellor or otherwise without passing through any other office may continue to be passed as heretofore.

(2) The Lord Chancellor may from time to time make, and when made revoke and vary, regulations respecting the passing of instruments under the Great Seal of the United Kingdom, and respecting the warrants for that purpose, and the preparation of such instruments and warrants, and every such warrant shall be prepared by the Clerk of the Crown in Chancery. (3) No person shall make or prepare any warrant for passing any instrument under the Great Seal of the United Kingdom, or procure any instrument to be passed under that Seal otherwise than in manner provided by this Act or the Crown Office Act 1877; and any person who acts in contravention of this section shall be guilty of a misdemeanour.
