Abel Danger asks UKIP to investigate the recent WikiLeaks man-in-the-middle attacks on the United States’ government and its allies, allegedly developed in serial acts of treason and fraud over decades by Crown Agents Sisters’ (see Notes i) Kristine Marcy.

WikiLeaks is an international non-profit media organization that publishes submissions of otherwise unavailable documents from anonymous sources and leaks. Its website, launched in 2006, is run by The Sunshine Press. Within a year of its launch, the site claimed a database that had grown to more than 1.2 million documents. In January 2007, the website stated that it had over 1.2 million leaked documents that it was preparing to publish. An article in The New Yorker said One of the WikiLeaks activists owned a server that was being used as a node for the Tor network. Millions of secret transmissions passed through it. The activist noticed that hackers from China were using the network to gather foreign governments’ information, and began to record this traffic. Only a small fraction has ever been posted on WikiLeaks, but the initial tranche served as the site’s foundation, and Assange was able to say, "[w]e have received over one million documents from thirteen countries.” Tor is a system intended to enable online anonymity, composed of client software and a network of servers which can hide information about users' locations and other factors which might identify them. Use of this system makes it more difficult to trace internet traffic to the user, including visits to Web sites, online posts, instant messages, and other communication forms. It is intended to protect users' personal freedom, privacy, and ability to conduct confidential business, by keeping their internet activities from being monitored. The software is open-source and the network is free of charge to use. Though the name Tor originated as an acronym of The Onion Routing project, the current project no longer considers the name to be an acronym, and therefore does not use capital letters. Tor is an implementation of onion routing, and works by relaying communications through a network of systems run by volunteers in various locations. Because the internet address of the sender and the recipient are not both readable at any step along the way (and in intermediate links in the chain, neither piece of information is readable), someone engaging in network traffic analysis and surveillance at any point along the line cannot directly identify which end system is communicating with which other. Furthermore, the recipient knows only the address of the last intermediate machine, not the sender. By keeping some of the network entry points hidden, Tor is also able to evade many internet censorship systems, even ones specifically targeting Tor. Roger Dingledine, Nick Mathewson, and Paul Syverson presented "Tor: The Second-Generation Onion Router" at the 13th USENIX Security Symposium on Friday, August 13, 2004. Originally sponsored by the US Naval Research Laboratory [Senior Executive Service directed by Kristine Marcy], Tor became an Electronic Frontier Foundation (EFF) project [funded through Guild of Contract Hits and Canary Wharf clients of D2 Banking] in late 2004 and the EFF supported Tor financially until November 2005. Army won't salute SES flag By Brian Friel July 17, 1998 letters@govexec.com Senior executives in the Army will soon be rallying around their own flag because the Army decided that a governmentwide Senior Executive Service flag is not good enough for the department's SESers. The government-wide Senior Executive Service flag, which the Office of Personnel Management approved as the official SES flag in 1989, stands in the offices of executives throughout the government. The flag consists of the gold SES logo on a navy blue background, encircled by 13 five-point gold stars. The SES logo is a trapezoid-shaped keystone, symbolizing the importance of the SES in carrying out the president's policies. Inside the keystone are seven lines, which OPM explains represent "columns of strength" in the SES ranks. The flag was designed by the Senior Executives Association in 1988. The flag is meant to be a symbol of unity, representing a vision of the SES as a government-wide corps of leaders for the career civil service. But the Army has decided to foster unity on the department level instead. In its December 1992 newsletter, The Protocol Forum, the Army Protocol Office announced that its Institute of Heraldry, which approves all symbolic items for the department, "does not recognize the SES flag as an 'official flag.' " The institute decided that the government-wide SES flag could be displayed in the privacy of an SESer's office, but it could not be flown in public. In May 1993, the Army began preparing designs for its own SES flag. That didn't make much sense to some Army leaders. In a May 28, 1993 memorandum, Gen. Jimmy Ross, then-chief of the U.S. Army Materiel Command, asked William Clark, the acting assistant secretary of the Army for Manpower and Reserve Affairs, whether an Army-specific SES flag was really necessary. "To design an Army-unique flag would defeat the purpose of recognizing SES members as part of a federal cadre of top executives," Ross wrote. "I urge that the Institute of Heraldry recognize the SEA flag and update Army guidance and regulations accordingly." On June 23, 1993, Clark informed Gen. Ross that he would have his staff "review in more detail the comparison costs for purchase of the SEA flag and discuss with the Institute of Heraldry the propriety of adopting the flag of another organization for protocol use in the Department of the Army." Last month--five years later--Acting Army Secretary Mike Walker approved a Department of the Army SES flag. Instead of 13 stars around the SES logo, the Army's flag wraps the words "Department of the Army Senior Executive Service" around the logo. SEA President Carol Bonosaro is baffled by the Army's insularity. "One wonders, does the Army consider it proper protocol to display the U.S. flag, which, after all, wasn't designed by the department?" Bonosaro quipped. Actually, the official SES flag was designed in 1988 under the direction of then-SEA Board of Directors member Clyde Jeffcoat, a senior executive in--guess where?--the Army. "Apparently there's not enough to do at headquarters, which could benefit from a little more downsizing," joked one Army executive. Asked why the Army had created its own flag, an Institute of Heraldry spokeswoman said the government-wide flag had been "determined inappropriate for official use."”

Purpose. To revise policies and procedures for managing programs for the SES and other senior executives in the Marine Corps. 2. Cancellation. MCO 12920.1A and MCO 12920.2. 3. Background a. The SES was established by Title IV of the Civil Service Reform Act (CSRA) of 1978 and became effective on July 13, 1979 [under the command of S.E.S. charter member Kristine Marcy] In creating the SES, the CSRA envisioned a senior executive corps whose members have shared values, a broad perspective of government, and solid executive skills. The SES is a separate and distinct personnel system, set up as a "third" service, completely separate from the competitive and excepted services. The SES covers most managerial, supervisory, and policy-making positions above grade 15, or positions in level IV or V of the Executive Schedule, or an equivalent position, that are not required to be filled by Presidential appointment with Senate confirmation. DISTRIBUTION STATEMENT A: Approved for public release; 4. Most SES operational responsibilities are assigned by law to the agencies. Agencies are accountable for managing their SES resources in compliance with law and regulation (reference (a)). The SES in the Marine Corps is an integral element of the DON SES program. It is our policy that the management of the SES shall be responsive to the needs, policies, and goals of the Department of Defense (DoD), the DON, and the Marine Corps. In addition to the SES, the Marine Corps has designated other senior executive positions, which while classifiable above the GS-15 grade level, do not meet the strict criteria for inclusion in the SES.
