While Elon Musk's primary stated motivation for The Boring Company is to "solve urban traffic congestion", and this is indeed the "cover story" and the focus of most of their current projects (like the Vegas Loop), there's a nuanced layer to his thinking (nuanced like in billions redirected to underground facilities) that is related to disaster preparedness.
