James Clapper, former Director of National Intelligence (DNI) from 2010 to 2017, had extensive professional connections with British intelligence agencies—most notably MI6, GCHQ, and MI5—as part of routine intelligence-sharing and coordination among the Five Eyes (Israel is the "6th eye") alliance. During Clapper's tenure, Edward Snowden's leaks (2013) revealed deep collaboration between the NSA and GCHQ, including: PRISM (NSA data vacuuming operation) and Tempora (British data vacuuming operation) surveillance programs and joint collection of data from fiber-optic cables and tech platforms while GCHQ’s involvement was UK-led, Clapper oversaw the US side of these collaborations.
