The managing director of the company that eerily, and some charge suspiciously, were running drills identical to the events that unfolded on 7/7 in London had to flee from members of We Are Change UK this week when he was asked to explain who had hired his consultancy firm to run the exercise that coincided with the bombing.
Peter Power, head of Visor Consultants, was a former Scotland Yard official, working at one time with the Anti-Terrorist Branch.
On the afternoon of July 7th, 2005, Power told a BBC radio interviewer that his company was running an exercise for an unnamed group that revolved around three bombs going off at precisely the same tube stations and precisely the same time as those that were hit that morning.
The odds of such a coincidence are absolutely staggering, which led some to charge that Power's drill was set up ahead of time by people with insider foreknowledge of 7/7.
Just as happened on 9/11, when exercises involving hijacked aircraft overlapped with the real attacks, some charge that the drill was a cover for the real attack in case any of its perpetrators were caught.
Power's culpability is seemingly minimal - after all why would he announce the drill on national radio hours after the attack - but his reaction to the questions asked in this video prove that he is very uncomfortable about discussing the subject now.
Power becomes agitated as soon as he realizes he is being filmed and jabs his finger at the camera as he begins to walk away.
Power is then asked about the mock terror drills he was running on 7/7 that coincided with the bombings and which company he was running the simulation for.
Power's only response is to storm off before ducking into a room and closing the door."
"Still Clueless about the Explosions
Colonel Mahoney was faced with not only an absence of post-mortems, but also with a weird absence of a coherent theory about the explosive that had been used … We saw how earlier in February the Government's explosives experts at the Inquest had to tiptoe around the fact that none of them would endorse the government's peroxide-and-black pepper story. Asked to prepare a report for the Inquest, Colonel Mahoney did so. We note a couple of remarks he made there, from comments he had heard from Clifford Todd, the forensic expert.
His report alluded to 'Mr Todd's opinion that the devices were consistent with the use of high explosives.' In no way can peroxide and black pepper be called a high explosive. Secondly, he found 'There is little evidence from Mr Todd’s evidence to suggest that the devices produced a significant heat output.' ('Blast waves and their effect on the Human Body', pp.18 & 19) Any peroxide bomb with back pepper as a base is a thermal bomb, because the heat comes from the rapid oxidation of the pepper. The more home-made the bomb the more it is going to be 'thermal' ie produce heat. Only the high-blast expertly made explosives of the military [or the US/UK National/International Response Teams] will yield a pure blast without heat. Thus Colonel Mahoney's report nullifies the Inquest's silly joke about peroxide and black pepper – it points back to the first theories about the 7/7 blast, which emerged in the week after the event, when the real experts were averring that a military explosive had been used. Colonel Mahoney is the author of several books on this topic: Lady Justice Hallett alluded to 'the area in which you are most expert: namely, the effects of explosive devices.' (Jan 31 am, 66:3-4) What happened to the Bodies?
Why did the families have to wait for a week or sometimes even more, before they learned of the fate of their lost ones? A study by Jenny Edkins (University of Wales, Aberystwyth, author of 'Trauma and the Memory of Politics') about the way 7/7 victims were treated explained, 'This paper is motivated by a concern, an anger even, at the way in which people were treated by the authorities in the aftermath of the London bombings of July 2005. In particular, communication with those searching for missing relatives or friends was one-way or nonexistent. This treatment, it seems to me, provides an example of what Michael Dillon has called "governing terror…'"
'Families were plunged into a world of Disaster Victim Identification Forms, Police Liaison Officers, and stonewalling by officials…. In the aftermath of the explosions on the London underground and in Tavistock Square in Bloomsbury on Thursday 7 July 2005, relatives of the missing were kept waiting for up to or over a week for information about where their sons and daughters, friends and family members might be.'
We cite five examples:
* Marie Fatayi-Williams was only allowed to see her son Anthony's body on July 14th a week later . A police officer was standing around. She had to make a great deal of fuss to obtain this, and she kept being advised against it. She tells this in her book, For the love of Anthony. She is never given the body, she cannot bury her own son.
* A film by Benedetta Ciaccia's former boyfriend, Raj Babbra, called '7/7 – Life Without Benedetta', has her father and mother, speaking in Italian (in Part 3 at 3:58, with only a bit of it subtitled), say: 'It's an awful thing to lose your child … let alone not being able to see her dead … they didn’t show her to me … I was advised not to see her … we were told it was better to remember her the way she used to be.' They never even got to see her body.
* John Taylor, 60, whose 24-year-old daughter Carrie died in the Aldgate blast, described how it took 10 days for he and his wife to discover that their child had died.
* In A Song for Jenny by Julie Nicholson (2010), the Reverend Julie Nicholson asks a policeman why it was taking so very long before she heard about her daughter Jenny (p287), her book gives the wierd reply: 'He confirmed four hundred body parts had been recovered and sent to a specialised laboratory in Bosnia for ID, which could take several weeks.' – no comment! She was dissuaded from wanting to see her daughter's body, but she insisted. She knew it was her daughter Jenny (she wrote) because of the hands.
* Relatives of Samantha and Lee, a couple who both died as a result of the bombings, did not get a formal identification of Samantha until 16 July, nine days after she gave her full name to her rescuer at Russell Square. The parents complained, 'We were never asked if we could or would like to see her or be with her. We do not know where her body was kept.' Asked Jenny Edkins, ‘Why was it not possible for this family to be with the body? Why was the information that she was dead withheld from them?'
The default position may have been, that families did not see the bodies of the deceased. Whatever was going on, the protocol seems quite macabre. Alison Anderson and Robert McNeil were the experts in body identification who organised the mortuary after the July 2005 London bombings, and they had worked for the United Nations in Bosnia and Kosovo. Why did the families need to wait for so long? Why was there a military company coping with the bodies? We can only wonder what was written on the death certificates, as next to nothing seems to have been ascertained about how they died.

It is also quite startling to realise that a special room had been set up to receive the dead – starting work on July 6th, the day before the 7/7 massacres.
Here is a statement about what happened on that day, and where the bodies went: Based in Northamptonshire in the UK, the company [De Boer] had already completed several contracts for the Metropolitan Police …The De Boer team spent months visiting permanent mortuaries and attending meetings with London Resilience to suggest a suitable structure and interior design… Six months later on July 6, 2005, a document arrived at De Boer's UK headquarters finalising what had been agreed for a future crisis response. Within 24 hours the plan was being realised and implemented with the creation of a temporary mortuary [with power provided by Rupert Soames – then CEO of Aggreko] in the grounds of the Honourable Artillery Company near Moorgate Underground Station in central London.' Good timing or what? Thus an 'emergency mortuary' was established on a Military site in the City of London – its contract for the work received on the day before the catastrophe. Not only did this military site receive all of the bodies (and it claimed to start receiving them on the morning of 8th July), but it set up ancillary sites adjacent to the four blast sites on the morning of July 7th: 'Outside of the mortuary De Boer also provided structures and furniture at each of the Underground Stations affected, and refrigeration facilities at the site of the bus bombing.'
The De Boer company managed it so well that, in recognition, its project manager was invited to meet Tony Blair at Downing Street. It was felt that, at such very short notice – after all, they only got the job on July 6th – they had done a fine job. Concerning the swift freezing of the bus bomb victim bodies: while researching 'Terror On The Tube'. I could only see two or three corpses lying around in all of the photographs of that bus wreck, so I guess the De Boer team must have removed them swiftly.
We are also reminded of the big FEMA vans that arrived to clear up the damage in New York at Ground Zero on 9/11 (Federal Emergency Management Agency): they were proud of how quickly they arrived, in fact they arrived (by a similar sinister precognition) on Monday evening, the day before the very surprising 9/11 event.

"National Response Team
The National Response Team (NRT) In 1978, ATF developed a national response capability to help federal, state, and local investigators meet the challenges of significant arson and explosives incidents. This capability, the National Response Team (NRT), can respond anywhere in the United States within 24 hours to assist state and local investigators. ATF has activated the NRT more than 700 times since its inception.
The NRT is composed of veteran special agents having post blast and fire origin-and-cause expertise; forensic chemists; explosives enforcement officers; fire protection engineers; accelerant detection canines; explosives detection canines; intelligence support; and audit support. The team also has technical, legal, and intelligence advisors and a fleet of fully equipped response vehicles strategically located throughout the United States to provide logistical support. The NRT and State and local investigators work together to reconstruct the scene, identify the seat of the blast or origin of the fire, and determine the cause. In the case of bombings and arson fires, NRT members gather evidence to support criminal prosecutions.
NRT activations include the terrorist attack on the Pentagon in 2001; the Birmingham, Alabama, abortion clinic bombing in 1998; the Otherside Lounge bombing in Atlanta, Georgia, in 1997; the Atlanta, Georgia, Olympics bombing in 1996; the Oklahoma City, Oklahoma, bombing in 1995; the World Trade Center bombing in New York City, New York, in 1993; the Alabama church arsons in 2006; and an explosion at the Imperial Sugar Refinery in Port Wentworth, Georgia in 2008. "International Response Team
Part of the National Response Team Program, the International Response Team (IRT) is the result of an agreement between ATF and the U.S. Department of State’s Diplomatic Security Service (DSS). The agreement originally allowed ATF to assist in the investigation of select fire and post blast scenes where the DSS has investigative responsibility.
Now, foreign governments may request that ATF provide technical/forensic assistance and oversight in arson and explosives investigations. The Department of State, after receiving authorization from the U.S. ambassador for the affected country, relays such requests for assistance to ATF.
The IRT is comprised of four supervisory special agents, a cadre of fire origin-and-cause specialists, and explosives specialists having post blast expertise. These individuals are supplemented by a number of explosives technology experts and forensic chemists.
The IRT has traveled abroad to foreign countries to assist in investigating large-vehicle bombings; providing technical support in the disassembly of improvised explosive devices; and to provide investigative oversight in large-scale fires that resulted in a massive loss of life and/or property loss estimated in the millions of dollars.
IRT activations include an Albanian ammunition depot explosion in April 2008 that killed 26 people, wounded approximately 400 others, and destroyed or damaged over 4,000 homes and businesses; the recovery of several improvised explosive devices in Santo Domingo, Dominican Republic, in January 2008; and a nightclub bombing in Bogota, Colombia, that killed 32 people in February 2003.

Naval Criminal Investigative Service (NCIS) finds no support for homicide, despite forensic evidence and experts who found homicide the likely cause of death. (Updated 1/2/2012) (CAMP PENDLETON, CA) – There are good reasons to question the Navy Criminal Investigative Agency (NCIS) cold case investigation into the death of Marine Colonel James E. Sabow who was found dead in his quarters at MCAS El Toro, CA, by his wife on the morning of January 22, 1991.
NCIS is the law enforcement agency of the U.S. Navy. It is the successor organization to the former Naval Investigative Service (NIS), which was responsible for the crime scene investigation.
One of the unanswered questions is the 'suicide' communiqué by BG Tom Adams, the Commanding General of MCAS El Toro, to General Al Grey, Commandant of the Marine Corps, reporting the death of Colonel Sabow. This message was dated over 8 hours before the death of Colonel James E. Sabow. The explanation for the date was not investigated by the Naval Criminal Investigative Service (NCIS) and supports a murder conspiracy at the highest levels in the Marine Corps, according to Dr. David Sabow, the younger brother of Colonel Sabow and is only one of a number of unexplained discrepancies.
Dr. Sabow, a board certified neurologist, and a number of other non-government experts believe the forensic evidence supports murder. The NCIS reported suicide as the manner of death. An NCIS cold case investigation conducted in late 2010 found no support for homicide. However, the NCIS cold case special agent failed to disclose that she was present at the crime scene in January 1991. A question of conflict of interest exists since a sworn affidavit by a world famous pathologist provided to the NCIS in 2010 reported crime scene tampering and homicide as the manner of death. The affidavit was withdrawn without an adequate explanation and the pathologist may have been pressured by the government to withdraw from the case, according to Dr. Sabow.
According to Dr. Sabow, his brother was murdered to prevent him from 'blowing the whistle' on the use of the base to support CIA flights of unmarked C-130s carrying cocaine into the country….
FACT: BG Adams communiqué to General Al Grey dated the night before his death
The communiqué by BG Adams to General Al Grey, Commandant of the Marine Corps reporting the death of Colonel Sabow was not investigated by NCIS. The time – date group that is assigned on every military communication is automatically set by the autodin-saralite system. The problem is that this particular message reports Colonel Sabow's death over eight hours before he died. BG Adams initiated the communiqué from his office at 2345 or 11:45 P.M. January 21, 1991, the night before Colonel Sabow was killed. The time on these communications is always ZULU time. The military, as well as civil aviation uses the letter "Z" (phonetically "Zulu") to refer to the time at the prime meridian, which is zero degrees longitude and runs through the Royal Greenwich Observatory, in Greenwich, England. BG Adams' message to CMC reporting the death of Colonel Sabow was 220745Z Jan 91, the time the message was sent by BG Adams in ZULU time. Correction to PST requires an eight hour subtraction from the ZULU designation, placing BG Adams in his office at 2345 or 11:45 PM on Monday night of the Martin Luther King Holiday, over eight hours before Colonel Sabow's death. There is no statute of limitation on murder. Retired BG Adams would be hard pressed to explain how he could possibly report the death of Colonel Sabow the night before he died. You can bet that NCIS won't be asking this question. As far as DOD is concerned, Colonel Sabow death is a suicide; don't confuse them with the facts."

"Rupert Christopher Soames OBE (born 18 May 1959) is a British businessman, CEO of the outsourcing company Serco.[1] Soames was born in Croydon, Surrey, to Lord and Lady Soames. He is a grandson of Sir Winston Churchill, a nephew of the former Defence Secretary Duncan Sandys and Diana Churchill; the journalist Randolph Churchill and the actress and dancer Sarah Churchill and a great-nephew of the founders of the Scout movement, Robert Baden-Powell and Olave Baden-Powell. Soames was educated at St. Aubyns Preparatory School in Rottingdean, East Sussex and Eton College,[2] and then Worcester College at the University of Oxford,[3] during which time he worked as a DJ at the London nightclub Annabel's, as well as being elected to the Presidency of the Oxford Union.[3]
Career[edit]
Upon graduation, he was offered a position at General Electric Company (GEC) by the managing director Arnold Weinstock. He remained at GEC for 15 years, working in the company's avionics and computing divisions, and became managing director of Avery Berkel, running the company's UK, India, Asia and Africa operations.[4]
After leaving GEC in 1997, Soames joined the software company Misys as chief executive of its Midas-Kapiti division. He was promoted to chief executive of the Banking and Securities Division in June 2000.[5]
Soames left Misys after a disagreement with Misys founder Kevin Lomax on the company's direction, and was appointed chief executive of power hire group Aggreko in June 2003,[6] replacing Philip Harrower who died when his car collided with a train in the United States.[7]
Soames was appointed Officer of the Order of the British Empire (OBE) in the 2010 New Year Honours.[8] In November 2010 Rupert Soames gave a speech to Holyrood in which he warned, "In the UK, we are already close to the rocks, because, over the next 8 years a third of our coal-fired capacity, two-thirds of our oil-fired capacity, and nearly three-quarters of our nuclear capacity will be closed down either through age or the impact of the European Large Combustion Plant Directive. Absent a massive and immediate programme of building new power stations, with concrete being poured in the next two years, we will be in serious danger of the lights going out."

When questioned by the inquest into the death of Diana, Soames said that he saw his job as "to speak up for the Prince of Wales". He denied threatening Diana, and warning her, "accidents happen" in the months before she died.[5]
In 1972 he left Kensington Palace and the army to work as a stockbroker. In 1974, he became a personal assistant; first to Sir James Goldsmith and then in 1976 to United States Senator Mark Hatfield, whose employ he left in 1978 to become a director of Bland Welch, Lloyd's Brokers. Between 1979-81, he was an assistant director of the Sedgwick Group.[citation needed]”

Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurised environment. They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations. Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems [Feeling lucky, Punk?]. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan.
