Note: On Monday, May 18, the conservative government watchdog group Judicial Watch, published a selection of what were formerly classified documents that were obtained from the U.S. Department of Defense and the State Department through a federal lawsuit. While presently initial mainstream media reporting is entirely focused on the White House's handling of the Benghazi consulate attack and the criminal enterprise of the Clinton Foundation, a far "bigger picture" of admission and confirmation is contained in one of the Defense Intelligence Agency (DIA) documents that was circulated in 2012. That documented stated: "An 'Islamic State' is desired in Eastern Syria to effect the West's policies in the region." The following is Judicial Watch's reporting:

Judicial Watch: Defense, State Department Documents Reveal Obama Administration Knew that al Qaeda Terrorists Had Planned Benghazi Attack 10 Days in Advance

Administration knew three months before the November 2012 presidential election of ISIS plans to establish a caliphate in Iraq

Administration knew of arms being shipped from Benghazi to Syria

(Washington, DC) – Judicial Watch announced today that it obtained more than 100 pages of previously classified "Secret" documents from the Department of Defense (DOD)and the Department of State revealing that DOD almost immediately reported that the attack on the U.S. Consulate in Benghazi was committed by the al Qaeda and Muslim Brotherhood-linked "Brigades of the Captive Omar Abdul Rahman" (BCOAR), and had been planned at least 10 days in advance. Rahman is known as the Blind Sheikh, and is serving life in prison for his involvement in the 1993 World Trade Center bombing and other terrorist acts. The new documents also provide the first official confirmation that shows the U.S. government was aware of arms shipments from Benghazi to Syria. The documents also include an August 2012 analysis warning of the rise of ISIS and the predicted failure of the Obama policy of regime change in Syria.

The documents were released in response to a court order in accordance with a May 15, 2014, Freedom of Information Act (FOIA) lawsuit filed against both the DOD and State Department seeking communications between the two agencies and congressional leaders “on matters related to the activities of any agency or department of the U.S. government at the Special Mission Compound and/or classified annex in Benghazi."

Spelling and punctuation is duplicated in this release without corrections.

A Defense Department document from the Defense Intelligence Agency (DIA), dated September 12, 2012, the day after the Benghazi attack, details that the attack on the compound had been carefully planned by the BOCAR terrorist group “to kill as many Americans as possible.” The document was sent to then-Secretary of State Hillary Clinton, then-Defense Secretary Leon Panetta, the Joint Chiefs of Staff and the Obama White House National Security Council. The heavily redacted Defense Department "information report" says that the attack on the Benghazi facility “was planned and executed by The Brigades of the Captive Omar Abdul Rahman (BCOAR)." The group subscribes to “AQ ideologies:"
The attack was planned ten or more days prior on approximately 01 September 2012. The intention was to attack the consulate and to kill as many Americans as possible to seek revenge for U.S. killing of Aboyahiye ((ALALIBY)) in Pakistan and in memorial of the 11 September 2001 atacks on the World Trade Center buildings.
"A violent radical," the DIA report says, is "the leader of BCOAR is Abdul Baset ((AZUZ)), AZUZ was sent by ((ZAWARI)) to set up Al Qaeda (AQ) bases in Libya." The group's headquarters was set up with the approval of a "member of the Muslim brother hood movement…where they have large caches of weapons. Some of these caches are disguised by feeding troughs for livestock. They have SA-7 and SA-23/4 MANPADS…they train almost every day focusing on religious lessons and scriptures including three lessons a day of jihadist ideology."

The Defense Department reported the group maintained written documents, in "a small rectangular room, approximately 12 meters by 6 meters…that contain information on all of the AQ activity in Libya."

(Azuz is again blamed for the Benghazi attack in an October 2012 DIA document.)

The DOD documents also contain the first official documentation that the Obama administration knew that weapons were being shipped from the Port of Benghazi to rebel troops in Syria. An October 2012 report confirms:
Weapons from the former Libya military stockpiles were shipped from the port of Benghazi, Libya to the Port of Banias and the Port of Borj Islam, Syria. The weapons shipped during late-August 2012 were Sniper rifles, RPG's, and 125 mm and 155mm howitzers missiles.
During the immediate aftermath of, and following the uncertainty caused by, the downfall of the (Qaddafi) regime in October 2011 and up until early September of 2012, weapons from the former Libya military stockpiles located in Benghazi, Libya were shipped from the port of Benghazi, Libya to the ports of Banias and the Port of Borj Islam, Syria. The Syrian ports were chosen due to the small amount of cargo traffic transiting these two ports. The ships used to transport the weapons were medium-sized and able to hold 10 or less shipping containers of cargo.
The DIA document further details:
The weapons shipped from Syria during late-August 2012 were Sniper rifles, RPG's and 125mm and 155mm howitzers missiles. The numbers for each weapon were estimated to be: 500 Sniper rifles, 100 RPG launchers with 300 total rounds, and approximately 400 howitzers missiles [200 ea – 125mm and 200ea – 155 mm.]
The heavily redacted document does not disclose who was shipping the weapons.

Another DIA report, written in August 2012 (the same time period the U.S. was monitoring weapons flows from Libya to Syria), said that the opposition in Syria was driven by al Qaeda and other extremist Muslim groups: "the Salafist, the Muslim Brotherhood, and AQI are the major forces driving the insurgency in Syria." The growing sectarian direction of the war was predicted to have dire consequences for Iraq, which included the "grave danger" of the rise of ISIS:
The deterioration of the situation has dire consequences on the Iraqi situation and are as follows:
This creates the ideal atmosphere for AQI [al Qaeda Iraq] to return to its old pockets in Mosul and Ramadi, and will provide a renewed momentum under the presumption of unifying the jihad among Sunni Iraq and Syria, and the rest of the Sunnis in the Arab world against what it considers one enemy, the dissenters. ISI could also declare an Islamic state through its union with other terrorist organizations in Iraq and Syria, which will create grave danger in regards to unifying Iraq and the protection of its territory.
Some of the "dire consequences" are blacked out but the DIA presciently warned one such consequence would be the "renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena."

From a separate lawsuit, the State Department produced a document created the morning after the Benghazi attack by Hillary Clinton's offices, and the Operations Center in the Office of the Executive Secretariat that was sent widely through the agency, including to Joseph McManus (then-Hillary Clinton's executive assistant). At 6:00 am, a few hours after the attack, the top office of the State Department sent a "spot report" on the "Attack on U.S. Diplomatic Mission in Benghazi" that makes no mention of videos or demonstrations:
Four COM personnel were killed and three were wounded in an attack by dozens of fighters on the U.S. Diplomatic Mission in Benghazi beginning approximately 1550 Eastern Time….
The State Department has yet to turn over any documents from the secret email accounts of Hillary Clinton and other top State Department officials.

"These documents are jaw-dropping. No wonder we had to file more FOIA lawsuits and wait over two years for them. If the American people had known the truth – that Barack Obama, Hillary Clinton and other top administration officials knew that the Benghazi attack was an al-Qaeda terrorist attack from the get-go – and yet lied and covered this fact up – Mitt Romney might very well be president. And why would the Obama administration continue to support the Muslim Brotherhood even after it knew it was tied to the Benghazi terrorist attack and to al Qaeda? These documents also point to connection between the collapse in Libya and the ISIS war – and confirm that the U.S. knew remarkable details about the transfer of arms from Benghazi to Syrian jihadists," stated Tom Fitton, Judicial Watch president. "These documents show that the Benghazi cover-up has continued for years and is only unraveling through our independent lawsuits. The Benghazi scandal just got a whole lot worse for Barack Obama and Hillary Clinton."

Note: US fighter pilots flying sortie bombing missions over Iraq and Syrian territory have expressed frustration over their inability to bomb potential ISIS targets because as one fighter pilot said: "We are being micro managed." In the context of Judicial Watch's above article, it seems blatantly obvious that US fighter pilots are being "micro managed" because the strategic planning for the region all along has been to nurture ISIS into existence to be used as proxies against Syria. Reports suggest that "75 percent of the sorties being flown by US pilots over Iraq and Syria, the jets are returning fully loaded with munitions intended for delivery on ISIS targets." This quote was attributed to John McCain and suggests (plausible denial) McCain is running cover masking the real intent of allowing ISIS as much leeway as possible in the region as proxies against Syria. How much more of this ruthless despicable violence is the world going to be traumatized with of ISIS attacks on Syrian and Iraq people?

US Military Pilots Get Fed Up, Say Exactly What Obama Didn't Want Them To

Note: LEVANT REPORT is composed of a network of Texas professionals who are deeply alarmed by what Washington is doing in the Middle East. The LR Editors are primarily made up of educators—at the university and high school levels—who have lived, studied, and traveled extensively in the region of the Levant. The DIA report linked below, was apparently formerly classified as "SECRET//NOFORN" and dated August 12, 2012. This document was circulated widely among various government agencies, including CENTCOM, the CIA, FBI, DHS, NGA, State Department, and other organizations. The document shows that as early as 2012, U.S. intelligence predicted the rise of the Islamic State in Iraq and the Levant (ISIL or ISIS), but instead of clearly delineating the group as an enemy, or a terrorist group, the report envisions the ISIS terror group as a "U.S. strategic asset."

It should be pointed out the Defense Intelligence Agency (DIA) and the Brookings Institute, one of the most influential think tanks in the United States, work hand-in-hand in developing these types of geopolitical strategies as can be seen in a presentation entitled "A New Model for Defense Intelligence." We would be remiss not to make note of the word "defense"; because this is a concept grafted on to the military that L. Fletcher Prouty and his peers objected to which came into existence shortly after 1947. Defense against what exactly? If the western intelligence agencies through their think tanks developed this geopolitical strategy by creating and bringing into existence ISIS, wouldn't this clearly mean that the Defense Intelligence Agency along with the Brookings Institute create these enemies, in this case ISIS, so they can later "defend" us from these Frankenstein-like terror creations? Outside of major defense contractors, who really benefits from that relationship?

While a number of analysts and journalists have documented long ago the role of western intelligence agencies in the formation and training of the armed opposition in Syria (the Syrian Opposition Party and Al Nusra), this is the highest level internal U.S. intelligence confirmation of the theory that western governments fundamentally see ISIS as their own tool for "regime change" in Syria. The document as read quite clearly states just that scenario.

The forensic evidence, video evidence, as well as recent admissions of high-level officials involved (see former Ambassador to Syria Robert Ford's admissions here and here), have since proven the State Department and CIA's material support of ISIS terrorists on the Syrian battlefield going back to at least 2012 and 2013 (for a clear example of "forensic evidence": see UK-based Conflict Armament Research's report which traced the origins of Croatian anti-tank rockets recovered from ISIS fighters back to a Saudi/CIA joint program via identifiable serial numbers).

The newly released Defense Intelligence Agency (DIA) report that was released makes the following summary points concerning "ISI" (in 2012 "Islamic State in Iraq") and the emergence of what is now called "ISIS":
1) Al-Qaeda drives the opposition in Syria
2) The West identifies with the opposition
3) The establishment of a nascent Islamic State became a reality only with the rise of the Syrian insurgency (there is no mention of U.S. troop withdrawal from Iraq as a catalyst for Islamic State's rise, which is the contention of innumerable politicians and pundits; see section 4.D. below)
4) The establishment of a "Salafist Principality" in Eastern Syria is "exactly" what the external powers supporting the opposition want (identified as "the West, Gulf Countries, and Turkey") in order to weaken the Assad government
5) Safe havens” are suggested in areas conquered by Islamic insurgents along the lines of the Libyan model (which translates to so-called no-fly zones as a first act of 'humanitarian war'; see 7.B.)
6) Iraq is identified with "Shia expansion" (8.C)
7) A Sunni "Islamic State" could be devastating to "unifying Iraq" and could lead to “the renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena." (see last non-redacted line in full PDF view.)

The DIA Gives an Official Response to LevantReport.com Article Alleging the West Backed 'Islamic State'

ON FRIDAY, MAY 22, I contacted the DIA Public Affairs office seeking official response to my May 19 article entitled, 2012 Defense Intelligence Agency document: West will facilitate rise of Islamic State "in order to isolate the Syrian regime". DIA Public Affairs did not respond at that time.

YESTERDAY (5/26), THE DIA CONTACTED ME via email and requested that I submit my questions. Today, May 27, DIA Public Affairs spokesman James M. Kudla contacted me via telephone at 1:37pm (Eastern Standard Time) and agreed to give an official DIA comment to my questions concerning the declassified 2012 DIA intelligence report released through Freedom of Information Act request to Judicial Watch (14-L-0552/DIA/287-293).

THE BELOW IS A FULL TRANSCRIPT of the phone interview. Permission is given by Levant Report to freely copy and circulate.*

James Kudla [JK]: In response to the questions you submitted through email… As noted in the document itself, it's an informational report and is not finally evaluated intelligence, and the redacted sections in the document released under FOIA means it is not a complete document.

Brad Hoff [BH]: Does this document forecast in 2012 that the external powers supporting the Syrian opposition would allow an Islamic State in Eastern Syria in order to isolate or put military pressure on the Syrian regime?

JK: I have no comment on the contents of the document, nor on your interpretation of the document in your article. To reiterate, the document is raw information and has not been interpreted or analyzed, so it is not a final intelligence product.

BH: Does this document affirm that the DoD knew that what the document refers to as the West was supporting an opposition insurgency in Syria that had elements of Al-Qaeda in Iraq, or AQI, within in?

JK: I do not speak for the Department of Defense, only for the DIA. For the DoD you would have to call the Pentagon’s Public Affairs desk. I have no comment on the contents of the document.

BH: Can you confirm that this particular document FOIA released, marked 14-L-0552/DIA/287-293, was circulated among the Joint Staff, USCENTCOM, CIA, DHS, Dept. of State, SecDef office, and those agencies listed under the header?

JK: I can’t confirm how it was circulated or who read it, but we can confirm that copies were sent to its addressees listed in the header information.

BH: Are you able to dispel some current headlines that say the West aligned itself with ISIS during 2012 or at any point during the conflict in Syria?

JK: There are a lot of headlines circulating, I cannot evaluate each one. I cannot comment on that.

BH: Would you like to take this opportunity to dispel any accusations currently circulating?

JK: I have no comment on that.

BH: Are you able to at least deny that the DIA's analysis revealed that the West backed ISIS at some point during the conflict in Syria?

JK: No comment. I have no additional comments for you.

America Admittedly Behind ISIS "Surge"

May 25, 2015: (Tony Cartalucci - NEO) - Taking advantage of a Syrian military stretched thin to protect everywhere at the same time, high concentrations of well-coordinated Al Qaeda forces, based in NATO-member Turkey as well as in US-allies Jordan and Saudi Arabia, have attacked across several fronts. The tactical and strategic gains are minimal compared to the initial stages of the West's proxy war against Syria beginning in 2011, but the Western media is intentionally fanning the flames of hysteria specifically to break both support for Syria from abroad, and fracture resistance from within.


This latest attempt to overwhelm the Syrian people, its government, and its armed forces comes with several shocking revelations. Previously, veteran award-winning journalists foretold the coming conflict in Syria, warning how the US, Saudi Arabia, and Israel were openly planning to use Al Qaeda as a proxy force to overthrow Syria first, then Iran and how it would unfold into a cataclysmic sectarian war. There were also signed and dated policy papers advocating the use of terrorism and the provocation of war to directly target Iran after Syria and Hezbollah had been sufficiently weakened.

However, now, there is a US Department of Defense (DoD) document confirming without doubt that the so-called "Syrian opposition" is Al Qaeda, including the so-called "Islamic State" (ISIS), and that the opposition's supporters - the West, Turkey, Jordan, Saudi Arabia, and Qatar - specifically sought to establish safe havens in Iraq and eastern Syria, precisely where ISIS is now based.

America is Behind ISIS

Looking at maps recently produced by the Western media and Western policy think tanks, it can be seen clearly that Al Qaeda/ISIS is streaming out of NATO and US ally territory, forming up in these two safe havens, and aimed both at the Syrian government and Iran.


Despite the Western narrative of "moderate rebels," the West itself has been increasingly admitting that such "rebels" do not exist. They also admit that to establish "stability," they must begin openly working with "questionable actors."

Michael O'Hanlon, a signatory of the Brookings Institution's "Which Path to Persia?" policy paper calling for terrorism and intentional provocations to overthrow the government of Iran, stated in a USA Today op-ed titled, "Michael O'Hanlon: American boots needed in Syria," that:

In the short term, this strategy requires an acceleration of our train and equip program for Syrian opposition fighters — including perhaps a bit less puritanical approach in who we are willing to work with. Most Syrian moderates are tired of waiting for us, or already dead given our delays in helping them. So we may have to tolerate working with some questionable actors to get things started.

Brookings Institution's "Which Path to Persia?" Report US corporate-funded Brookings 2009 report conspires against the nation of Iran. Plot includes using terrorists, provoked war, economic warfare, and covert military and political subversion against the Iranian people.

Update: October 4, 2012 Brookings has moved around their documents, leaving dead links for anyone who cited them over the years. All documents cited by Land Destroyer will now be hosted online using Scribd, and linked to that way.
