#2351: Marine Links 100 Women In Clinton Hedge Fund To Serco 8(a) Onion Router, BP Digital Fires

Plum City - (AbelDanger.net): United States Marine Field McConnell has linked the 100 Women in Hedge Funds and the pay-to-play Clinton Foundation to the 8(a) onion router (tor) network allegedly used by Serco to digitally trigger fire bombs on the BP-leased Deepwater Horizon drilling rig on April 20, 2010 about 40 miles southeast of the Louisiana coast.

"Digital Fires Instructor Serco - Camp Pendleton, CA Posted 377 days ago Uses information derived from all military disciplines (e.g., aviation, ground combat, command and control, combat service support, intelligence, and opposing forces) to determine changes in enemy capabilities, vulnerabilities, and probable courses of action."
McConnell believes that Serco's digital fires instructors had fire bombs placed under the Deepwater Horizon helideck during a March 2010 visit to the rig by Lloyd's Register and had insider information relayed over the 8(a) onion router through Hillary Clinton's server so her 100 hedge-fund women could take lucrative short positions in BP shares prior to the explosion.
"BP's stock fell by 52% in 50 days on the New York Stock Exchange, going from $60.57 on 20 April 2010, to $29.20 on 9 June, its lowest level since August 1996. On 25 June, BP's market value reached a 1-year low. The company's total value lost since 20 April was $105 billion. Investors saw their holdings in BP shrink to $27.02, a nearly 54% loss of value in 2010.[71] A month later, the company's loss in market value totalled $60 billion, a 35% decline since the explosion. At that time, BP reported a second-quarter loss of $17 billion, its first loss in 18 years. This included a one-time $32.2 billion charge, including $20 billion for the fund created for reparations and $2.9 billion in actual costs.[72]"
McConnell believes Serco set up the 100 Women in Hedge Funds and other pay-to-play donors to the Clinton Foundation with the 8(a) onion router network using funds allegedly stolen from the U.N. Oil For Food program by three of Serco's shareholder banks, BNP Paribas, JP Morgan and HSBC.

McConnell believes Serco Digital Fires Instructors helped past members of the Clinton Cabinet and are helping present members of the Obama Cabinet to stage tor-in-the-middle events where Certified Service Disabled Veteran Owned and SBA 8(a) companies send their crew commanders to crime scenes before the crime to remove any evidence of digitally-triggered fires.

McConnell notes that his sister Kristine Marcy, the then-Chief Operating Officer of the Small Business Administration, set up a Serco digital fire service and onion router relay platform in the offices of the U.S. Equal Employment Opportunity Commission (EEOC), on the 18th floor of the World Trade Center Building 7 in New York, prior to the controlled demolition of 9/11.

Serco in Action - International Fire Training Centre

McConnell believes Marcy and her late girlfriend, Leonora L. Guarraia Chief Operating Officer of the EEOC -- the federal agency which prohibits workplace discrimination based on race, color, religion, sex, national origin, age, or disability -- used Serco's digital fire and tor services to destroy evidence of 8(a) hijacking and demolition crews in WTC7 before 9/11.

McConnell claims his sister must have arranged visas for Obama to travel to Pakistan in 1981, and he should have known that the name of the partition of the SBA database which covered 8(a) companies owned by "Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal)" was al-Qaeda!

McConnell suggests the Obama Cabinet is preparing an 8(a) war on the United States, given Serco has operated the National Visa Center since 1994, the U.S. Navy's 8(a) onion router network since 1996, the Defense Ammunition Center since 2008, the Defense Red Switch Network since 2009 and the Marine Air Ground Task Force Training Systems since 2014!

SBA offers 60 minute loan approval for 8(a) participants in phony war games!

"Study: Deepwater Horizon workers were afraid to report safety issues By Allan Chernoff, CNN July 22, 2010 7:08 p.m. EDT Transocean commissioned the survey of about half its staff aboard the Deepwater Horizon. STORY HIGHLIGHTS Report: Deepwater Horizon workers feared reprisal for reporting safety-related actions The study was conducted by an outside consultant in March The oil rig exploded the night of April 20 (CNN) -- A confidential report on safety conditions aboard the Deepwater Horizon oil rig, conducted about one month before the rig's explosion, points to widespread fear of reprisal for reporting employee mistakes that could undermine safety aboard the rig.

"There was a stated fear of reprisal related specifically to the reporting of dropped objects," states an executive summary of the report obtained by CNN.

"Only 46.3 percent of participants felt that, if their actions led to a potentially risky situation (e.g., forgetting to do something, damaging equipment, dropping an object from height), they could report it without any fear of reprisal," the report states.

Transocean, the rig operator, commissioned the survey of about 40 employees, about half its staff aboard the Deepwater Horizon.

The report concluded, "Deepwater Horizon was relatively strong in many of the core aspects of safety management." But it also uncovered fear among workers of suffering reprisal for reporting conditions that could lead to a "risky" situation onboard the rig.

The study also found some Transocean employees entered fake data to try to circumvent a safety system, according to a person familiar with the full report.

The study was based on surveys conducted March 12-16 by Lloyd's Register Group, a consultant that analyzes the safety of business processes and products. The Deepwater Horizon rig exploded the night of April 20 while drilling BP's Macondo oil well. Two days later it sank. The Lloyd's report was completed afterwards; it is dated May 11.

Lloyd's said it was retained by Transocean to "proactively understand their safety culture and assess the equipment on the Deepwater Horizon." Transocean has commissioned safety surveys of its staff aboard 20 other drilling rigs.

A spokesperson for Transocean insisted the study of employees aboard Deepwater Horizon reflected the company's commitment to safety.

"This rig did go seven years without a lost-time incident or any major environmental accidents," said spokesman Lou Colasuonno. "This rig was exhibit-A for a well-run rig."

In assessing the safety culture onboard the rig, the consultants gave ratings of between 2.9 to 3.5 on a scale of 1 to 5 for policies such as leadership, communication, training and monitoring.

A separate report by a different Transocean consultant on the Deepwater Horizon's equipment cited at least 26 components and systems out of 129 categories on the rig that were in "bad" or "poor" condition, according to a report in Thursday's New York Times.

Transocean's spokesman told CNN all equipment on the Deepwater Horizon was in line with government guidelines. "Every device met regulatory standards," Colasuonno said."

"At Inland Revenue a formal assessment lasting one week was carried out by two assessors from Lloyds Register, assisted by two usability specialists from Serco Usability Services who identified opportunities for process improvement. A total of 13 stakeholders associated with the trial project at different levels in Inland Revenue and EDS were interviewed in twelve 3-hour sessions. A conventional software process assessment procedure based on SPICE (ISO 15504) was used. This produced a detailed profile and rich information about where improvements would be beneficial. At a feedback meeting on the last day, it provided the basis for an agreed set of improvement activities."

"100 Women in Hedge Funds was formed in December 2001 when Dana Hall, Carol Kim, and Sarah Dyer decided to bring together 100 seasoned female industry leaders. Their initial goal was to form a professional community to teach women to better leverage their collective relationships [with the pay-to-play Clinton Foundation] and improve communication within the alternative investment industry .. organization's three pillars: education, professional leverage, and philanthropy. .. Today, 100WHF boasts more than 13,000 members in 19 locations across three continents. Members represent over 2,800 hedge funds, 1,000 fund of funds and 500 institutional buyers. "Loan Improvement Jan 31, 2001 SBA modernizes to help feed its growing programs BY PATRICIA DAUKANTAS | GCN STAFF Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks. .. In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy [Field McConnell's sister] said. SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001. .. Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a [onion router] turnaround time of one hour. In the second phase of modernization, SBA is revamping its financial, human resources, procurement and travel systems with Web-enabled Oracle Corp. applications. .. The second-phase integrator, SRA International Inc. of Arlington, Va., has subcontracted with a number of small firms for things such as training and data conversion [Note Serco protégé Base One opened a document conversion center in the Bronx in 2006, presumably to deal with Obama's passport problems]. .. In the final phase of the modernization, SBA will upgrade the computers in its 8(a) Business Development Program, which assists small businesses in competing for government contracts, Marcy said. The agency wants to be able to improve its tracking of clients' successes and failures [through to liquidation by the SBA's preferred lenders and sureties such as HSBC and Travelers Casualty and Surety Company of America - note merged with Citigroup and John Deutch's CIA friends!]."

Office of Capital Access | Resources The Preferred Lenders Program (PLP) The Preferred Lenders Program (PLP) is part of SBA's effort to streamline the procedures necessary to provide financial assistance to the small business community. Under this program, SBA delegates the final credit decision and most servicing and liquidation authority and responsibility to carefully selected PLP lenders. SBA, however, will continue to check loan eligibility criteria. Lenders are considered for PLP status based on their record with SBA, and must have demonstrated a proficiency in processing and servicing SBA-guaranteed loans. In the event of payment default by the borrower and the need for enforced collections, the PLP lender agrees to liquidate all business assets before asking SBA to honor its guaranty."

"The 8(a) Business Development Program assists in the development of small businesses owned and operated by individuals who are socially and economically disadvantaged, such as women and minorities. The following ethnic groups are classified as eligible: Black Americans; Hispanic Americans; Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians); Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). In 2011, the SBA, along with the FBI and the IRS, uncovered a massive scheme to defraud this program. Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use.[26] It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor.[27]"
McConnell is inviting Marine Corps General, Joseph Dunford -- Obama's nominee as the 19th Chairman of the Joint Chiefs of Staff -- to strip the Serco Digital Fire service out of Camp Pendleton and ensure that the 8(a) onion routers are not used to bypass the Defense Red Switch Network of the National Command Authority during a live-fire Jade Helm exercise.

"HOW TOR ENABLED SILK ROAD Central to the operation of Silk Road was a complex underground computer routing system known as Tor. Ulbricht allegedly used the system to hide the location of the computer servers that hosted the Silk Road website. But Tor is no secret, especially to the U.S. government. The U.S. Naval Research Lab developed onion routing, the concept behind Tor, as a way to protect naval communication so an enemy could not trace computer messages and detect a ship's position. Every computer on the Internet has an Internet Protocol, or IP, address that can be used to find its physical location. Tor ensures privacy by randomly routing computer messages through several places on the Internet, wrapped in layers of encryption, so no single point can link the source to the destination. .. Tor also hosts black markets, such as Sheep Marketplace and Black Market Reloaded, that deal in guns, drugs, stolen credit card numbers and child pornography. The United States seeks the extradition of Eric Marques, who was arrested in Ireland for allegedly hosting a website on the Tor network that allowed people to share child pornography. Silk Road created a private network through Tor by using software to build encrypted connections through relays on the network. The system is created so no single relay, or server, knew the complete path. A computer algorithm on Tor generates a complex Web address that ends in .onion and can be accessed only by downloading Tor software. … DEA agents learned of Silk Road within months after it went online. In June 2011, Sen. Charles Schumer, D-N.Y., called on federal agents to investigate it. Court papers indicate federal agents began making hundreds of undercover purchases from the site in November 2011."
