A festering accounting scandal at Nortel Networks Corp. exploded yesterday, wounding the Canadian high-tech sector as the country's flagship international player abruptly sacked three top executives, including the CEO, Frank Dunn.
The latest scandal has turned the already blemished onetime high-technology star into the country's poster child for accounting shenanigans, lax regulation and corporate greed. The CEO at one major Canadian brokerage house said: "This is a major embarrassment for Canada.
We look like amateurs when it comes to running a business."

As its star plunged yesterday, Nortel dragged the rest of the domestic tech universe down with it, with the entire sector selling off on markets. It's a stunning turn for a company that a few years ago was corporate Canada's crown jewel.
Nortel's image as a confident, cutting-edge player that could wire the whole world's phones and computers is badly tarnished. The company's executive suite is gutted. Last year's profit, the first in six years, and announced with considerable fanfare, has proven fiction. The company now figures its financial reality will be half as rosy as what was previously announced, though it is weeks away from straightening out the books.
"It's disappointing, and it continues to be disappointing that we still are facing these types of issues after so much water has gone under the bridge on all types of issues and scandals," complained Doug Pearce, chief executive officer of British Columbia Investment Management Corp., which holds about 55 million Nortel shares.
Some see once-mighty Nortel as vulnerable to a takeover by a giant foreign rival. As of yesterday, it is now being run by a retired U.S. admiral, William Owens. On Wall Street yesterday, the 109-year-old company was the butt of jokes. The CEO of one Canadian investment dealer said friends in New York were ringing up to tease that, "Every country needs its Enron. Italy has Parmalat. Now Canada's got Nortel."
The CBS MarketWatch financial website illustrated a hard-hitting Nortel story with a Canadian flag and the line: "Enron of the North, eh?"
"Sadly, we're not alone in these scandals," said Jeffrey Gandz, a specialist in international finance at the Richard Ivey School of Business in London, Ont.
"These problems at Nortel point to a systemic problem in governance in Canada. Directors are only as good as the information they are getting from management."
The revelation that Nortel's senior managers were being shown the door, with chief executive officer Mr. Dunn and two other senior financial executives fired with cause, did more than just knock $9.7-billion off Nortel's market capitalization, with the stock falling by 30.6 per cent. Foreign investors dumped Canadian tech stocks of all stripes.
Recent high fliers such as Research In Motion and Celestica, even small companies such as Open Text, saw their stock prices hit hard. The head of one local brokerage house pointed to the 412 million Nortel shares that changed hands on Toronto and New York exchanges - six times the average volume - and said: "We're repatriating Nortel. Foreign investors are dumping it, domestic money managers are buying."
Another investment banker compared yesterday's events to the Bre-X gold mining fraud, predicting that problems at a flagship company such as Nortel will create a larger crisis of confidence among investors.
The Nortel debacle sparked a broad sell-off on the Toronto Stock Exchange, helping drive the benchmark S&P/TSX composite index down by 3.52 per cent.
The task of finding out just what's gone so very wrong at Nortel speaks to Canada's loss of economic sovereignty, as U.S. regulators continue to take the lead in investigations into Canadian companies. Nortel announced in early April that Washington's Securities and Exchange Commission had launched a formal probe. It was revealed only about a week later that the Ontario Securities Commission, the domestic market watchdog, was investigating the Brampton, Ont.-based company's bookkeeping. The RCMP also are taking a close look at the situation.
"The OSC has done a lousy job of staying ahead on the regulatory curve. The OSC is going to likely lose the only Bre-X case it's ever brought forward. The SEC took the lead on Nortel, just it like it took the lead on Conrad Black and Hollinger," a money manager said.
With Mr. Dunn ejected, it's now left to Bill Owens to cleanse the culture of a company with major accounting problems. Mr. Owens is a proven leader.
He commanded the U.S. 6th Fleet during the Persian Gulf war, but he has no experience as a rank-and-file Nortel manager. He joined Nortel's board in 2002.
"This is a pivotal time in the Nortel's history," Mr. Owens said yesterday.
"Financial accountability will become our watchword. We are working very hard on all of the elements of what that means."

“MacDonald Dettwiler Back in Canadian Control

Orbital Sciences Corp. (NYSE: ORB) of Dulles, Virginia has agreed to sell a majority stake in MacDonald Dettwiler (TSE: MDA) to a group of Canadian institutional and private investors for $163 million US. Investors include the Ontario Teachers' Pension Plan Board, British Columbia Investment Management Corp. and CAI Capital Partners and Co. It is anticipated that the transaction will be completed in early May 2001.
For Orbital the move is part of their plan to reduce debt and increase cash reserves to fund working capital.
"This agreement is a major step forward in Orbital's 'back-to-basics' strategy that focuses our full attention on the company's core space technology business, and in our campaign to strengthen our financial structure," stated Mr. David W. Thompson, Orbital's Chairman and Chief Executive Officer.
"This is a very positive development for our company," said MDA President and CEO Daniel Friedmann.
"It significantly increases MDA's Canadian ownership, diversifies shareholdings, and will lead to increased liquidity."
MDA is a space and information systems company and a primary supplier of space robotics technology. Two years ago MDA bought Spar Aerospace and the original Canadarm. MDA helped build the Canadarm2 which will fly into space today.”
